Edina City Council Addresses Community Concerns, Advances Key Projects
Officials respond to resident input before deliberating on critical parking ramp repairs and a significant hotel development during their recent meeting.
The Edina City Council convened on Thursday, August 10, 2023, for a comprehensive session that began with an opportunity for public input before council members delved into significant discussions regarding city infrastructure and economic development. The 'Community Comment' portion of the agenda provided residents a platform to voice their perspectives, which Executive Director Mr. Bernard acknowledged and responded to, setting the stage for subsequent detailed deliberations on pressing local matters.
Following the public commentary, the council moved to discuss agenda items that directly impact residents and city resources. Among the most prominent topics were the escalating costs associated with parking ramp repairs at 50th and France and a proposed loan agreement aimed at facilitating a new hotel development in Pentagon Village.
Scrutiny Over Parking Ramp Repair Costs
The discussion around the 50th and France parking ramp repairs drew considerable attention, particularly concerning a significant increase in the requested budget. Commissioner Risser expressed reservations about the jump in expenditure, seeking clarity on the scope and future needs for both the North and South ramps.
So when I look at the request to go from I believe it was 220 000 up to in the 600 000 range I I understood why that was being asked for but I thought it would be helpful to understand whether we have addressed all of the high priority items in the South ramp and if there's going to be additional requests for money concerning the South ramp and the north ramp just trying to get a handle on what the cost of upkeep is on those two facilities which do get used quite a bit.
Manager Newendorf addressed the continuous need for maintenance on the aging infrastructure, noting the South ramp's original construction in 1968. John Darso, Facility Supervisor, provided assurances regarding the structural integrity of the facilities following recent work.
We did address all the structural repairs that were needed in the North and the South ramp at this time.
Despite the detailed questions, the request for purchase on change order FC 22-11 for the 50th and France parking ramp repairs was ultimately carried by a vote, moved by Commissioner Brocher and seconded by Commissioner Jackson.
Proposed Loan for Pentagon Village Hotel Development
Another significant topic was the potential involvement of the Edina Housing and Redevelopment Authority (HRA) in a $41 million hotel project at Pentagon Village. Manager Newendorf presented a recommendation for a loan agreement to bridge a $2 million financing gap for the development.
I'm proposing and recommending that we prepare a loan agreement with a local hotel company to build a long-awaited hotel down in that Pentagon Village project.
The proposed project involves Hawkeye Hotels, with Vice President Parth Patel having been working with the city since 2019. Manager Newendorf elaborated on the developer's experience and the history of their interest in the Pentagon Village site.
The big picture is we have a very experienced Hotel developer they've been looking at at a site at Pentagon Village since around 2017 2018.
The discussion included an explanation of the financial challenges facing the project and the nature of the proposed subordinated loan from the HRA. Concerns were raised about the city's ability to recoup its investment should the project face severe financial distress.
Worst case scenario everything falls apart the bank gets paid back first we get paid back second if there's enough money we get paid back if there's not we don't.
Commissioner Agnew recused herself from the discussion on the hotel loan agreement due to a potential conflict of interest related to Marriott. The council's deliberations on this project underscored their commitment to balancing economic development with responsible financial stewardship for the community.

The South ramp was first built in 1968 it's getting old so there's a constant list of work that is done on that on that ramp.
We did address all the structural repairs that were needed in the North and the South ramp at this time.
