Edina Council approves parking repairs, debates hotel loan deal

The Edina City Council unanimously approved a $600,000 change order for parking ramp repairs at 50th and France on Thursday, while also considering a $2 million loan to help finance a long-stalled hotel project at Pentagon Village.

Published Jun 13, 2026

The council voted to approve the parking ramp repair project after Commissioner Risser raised questions about the cost increase from an initial $220,000 estimate. Risser wanted assurance that the city had addressed all critical structural issues before committing additional funds. Facility Supervisor John Darso confirmed that all necessary structural repairs for both the north and south ramps have been completed. Manager Newendorf noted that the south ramp, built in 1968, requires ongoing maintenance as it ages.

The more significant discussion centered on a proposed loan agreement with Hawkeye Hotels to support a hotel development at Pentagon Village. The project, which has been in development since 2017-2018, faces a $2 million financing gap on a $41 million budget. Manager Newendorf recommended that the city's Housing and Redevelopment Authority (HRA) provide a subordinated loan—meaning the city would be repaid only after the bank and other senior lenders are satisfied.

Newendorf acknowledged the risk involved, stating: "Worst case scenario everything falls apart the bank gets paid back first we get paid back second if there's enough money we get paid back if there's not we don't." Commissioner Agnew recused herself from the discussion due to a potential conflict of interest related to Marriott.

The council also approved the amended agenda and most consent agenda items, with Commissioner Risser requesting that item 6B be pulled for separate discussion before ultimately being approved. All votes passed unanimously. The meeting, held Thursday evening, included presentations from city staff and representatives of Hawkeye Hotels, which has been working on the Pentagon Village project for several years.

So when I look at the request to go from I believe it was 220 000 up to in the 600 000 range I I understood why that was being asked for but I thought it would be helpful to understand whether we have addressed all of the high priority items in the South ramp and if there's going to be additional requests for money concerning the South ramp and the north ramp just trying to get a handle on what the cost of upkeep is on those two facilities which do get used quite a bit.

— Commissioner Risser
