The Edina City Council on Tuesday approved expanding the city's traffic safety research and heard a sketch plan presentation for a proposed five-story office building at 5100 Eden Avenue.

The council directed staff to amend the transportation division's work plan to include analysis of traffic calming strategies such as speed humps, traffic circles and pedestrian refuge islands. Transportation Commissioner Grant Wright presented research showing other metro cities successfully using quick-build solutions that cost hundreds to low thousands of dollars, often funded through grant programs.

Opus Development presented preliminary plans to replace the existing 38,000-square-foot office building at 5100 Eden Avenue with a 112,000-square-foot, five-story office and commercial building. The company indicated it would relocate its headquarters from Minnetonka to the site and occupy about 30 percent of the space. The proposal would require rezoning and multiple variances for setbacks, building height and floor area ratio.

The council also gave first reading approval to an ordinance restricting the sale of inhumanely bred animals within city limits. Council Member Agnu initiated the measure after receiving resident concerns about commercial breeding facilities where animals are kept in poor conditions. The ordinance would require pet stores and commercial kennels to display documentation showing animals came from USDA-licensed sources.

City Manager Neil reported staff has identified $545,000 in general fund spending reductions to meet the council's budget directive, with formal amendments to be presented February 4. The savings come through vacancy management, equipment purchase reclassification and reduced professional services rather than across-the-board cuts.
