Committee Approves BCR Contract Extension, Reviews Performance Management Progress
The Administration & Enterprise Oversight Committee approved 13 of 14 consent agenda items Monday, including a contract extension for the city's Behavioral Crisis Response program, while receiving updates on performance management initiatives and disability services.
The committee unanimously approved extending the contract with Canopy Roots LLC for BCR services through August 2026, following a presentation by Fire Chief Brian Tyner on the program's successful transition to the Fire Department in January. The BCR program responded to 4,722 calls through June 2025, down from 11,167 in 2024 after the department refined call criteria to focus specifically on mental health crises rather than general welfare checks.
"We've really focused in on the type of calls that they're going to respond to, which are calls that are related to behavioral crisis response," Tyner said. The program now operates with five vans staffed by behavioral health clinicians and covers the city 24/7, dispatched through police precincts though officials hope to transition to fire districts in the future.
Director Kira Hasbargen of Performance Management and Innovation presented the department's quarterly update, highlighting the launch of a new public-facing performance management webpage and completion of the city's first full performance management cycle since launching Outcomes Minneapolis in April 2024. The department has worked with 93% of city departments and offices to publish performance dashboards and stories, with 11 new collaboration requests received in the first half of 2025.
The committee also received a presentation on the city's disability services, led by Neighborhood and Community Relations Director Karen Moe and Community Specialist Guthrie Byard. The presentation highlighted the city's work to comply with federal accessibility requirements, including meeting a 2026 deadline for web content accessibility guidelines. The Minneapolis Advisory Committee on People with Disabilities now has its full complement of 15 members for the first time, according to Chair Ken Rogers.

BCR response calls are incidents in which a person's actions, their feelings, or behavior puts them at risk of hurting themselves.
If you know, it lives with fire and it seems like it's going to be here for the foreseeable future, it makes sense to me to align it as much with fire as humanly possible.
