Minnetonka approves 12 property valuations, sends 8 to further review
The Minnetonka City Council's Local Board of Appeal and Equalization unanimously approved 12 residential properties with agreed-upon valuations on April 8, while sending two contested residential properties and six commercial properties to expert reviewers for further assessment.
The board handled property tax appeals in three categories during the meeting. In Section A, all 12 residential properties where the assessor and property owners had already reached agreement were approved unanimously. These included homes ranging from $240,000 to $1.17 million in assessed value, including properties at 2420 Lauran ($1,167,500), 2700 Ashborne Road ($1,150,000), and 5454 Mayview Road ($870,000). Council Member Calbert moved to approve all uncontested appeals, and the motion passed 6-0 with no public comment.
Two residential properties in Section B — at 5321 Michaela Lane and 3426 Robin Wood Terrace — were referred to independent advisors for expert review because the assessor and property owners disagreed on valuations. The board appointed advisors Mia Beardsley, Ambrosia Severson, and Keith Swanson to assess market value and make recommendations. This motion also passed unanimously.
Six commercial properties in Section C were referred back to the city's assessing staff for further review. These included multiple sites at 12 Oaks Center Drive and properties at 12908 Minona Boulevard, 21 Westwood Road, and 15802 Yetta Boulevard. Council Member Calbert moved to refer these cases to staff, and the motion passed 6-0.

Board of appeal and Equalization to determine whether the appellant's property has been valued and classified correctly for the current assessment per state require requirements all property is to be valued at its market value and all property is to be classified according to its use the appeal process assumes that the assessor has correctly valued and classified all property and the burden of proof rest with the property owner the local board has the authority to change the valuation or classification of the property for the current assessment year property taxes and prior year assessments
