Minnetonka approves accessory dwelling unit for aging parents
The Minnetonka City Council unanimously approved a permit on August 21 for a new accessory dwelling unit at 1617 Liner Road in the city's northwest corner, clearing the way for a family to build a 950-square-foot home for aging parents on their property.
The council voted 7-0 to approve the Conditional Use Permit (CUP) for the accessory dwelling unit, a smaller residential structure built on the same lot as a primary home. The project met all city code requirements regarding size, height, and how it relates to the main house.
The decision came after commissioners raised concerns about the property's ownership by St. Hill Property Holding Company LLC, a firm that manages rental properties. Commissioner Johnson worried the setup could become a corporate retreat or rental property rather than a family home. However, applicant Brent Nelson clarified the unit's true purpose: "This is a family primary residence that they will be living in full-time. The overall goal of the ADU is for family use, especially for aging parents, somewhere that they can have an accessible place to age near their family and grandchildren."
City staff addressed the ownership concern by explaining that the Conditional Use Permit includes strict conditions preventing rental use. "One of our requirements is that someone lives in the building for at least half the year, and it couldn't be rented out," staff stated. "One of our requirements within the conditional use permit is that you can't rent out two of the areas." These restrictions ensure the unit serves as a primary residence, not a commercial property.
Commissioners also praised the project's design. Commissioner Brink noted it "architecturally matches the house and looks very nice," while acknowledging the ownership concerns. The landscaping plan, which includes 50 new trees, was highlighted as a positive feature.
Two neighborhood comments were submitted—one in favor and one against—but the council's unanimous vote reflected confidence that the project met all requirements. The resolution now moves forward for final implementation.
