And I'm here to talk about signs likethis one that are not compliant with city code. I like to call them mowingobstacles, which city employees experience every time they mow. And my[clears throat] other favorite thing is when some people pull their sign andthey leave the bottom behind. >> Yeah. I wonder how often your cityco-workers have had to take their lawnmower back to the city hall, raiseit up, and get that wire untangled from their blades.And I know that I can call the city and say, "Hey, there's a sign on this cornerand you'll dispatch someone to go get it down." But I don't want to pay for that,and I don't want other people to have to either. So, I thought about it, and Ihave an idea. Not that I would want anyone to pay a $200 fine, but I thinkif there was a $200 fine and [clears throat]the signs were gathered and these people were contacted and say we have anordinance and if this happens again, there'll be a fine. The problemself-correcting my street corner, well, I where I live, I've judiciously takenthe signs down as fast as they put them up and it took about two years, but myintersection now is 99.2% 2% sign free>> and it's lovely. It looks nice. >> So, do you own the corner?>> I do not. >> Oh, you just go over take>> I only take signs that aren't like Sherry's political signs. We can't.Those are, you know, if they're in if they're in compliance.>> I I ask and I put them there, though. >> So, if they're in the sign is incompliance. I've had city people whose job it is to take them down invite me tohelp them. Um, I've done it in front of policeofficers because they know that they're not in compliance.>> So, you're saying random people are putting signs on>> I'm I'm sorry. >> You're saying random people are puttingsigns on >> Well, for example, someone had awarehouse sale. >> Yeah.>> Now, these people don't care about the community,>> right? >> They just put covered part of it up,>> right? >> And it says only. Does anybody want toguess what the first part says? This sign was put up last summer. I took itdown today, >> right? It was in Spring Park, not Mound.But this sign [snorts] says one day only.>> This sign has sunf. So these people don't care. Uh Irecently drove to Rogers, Minnesota, and I saw all the same signs that I see inMound and Minatrista and Orno and I drove downtown Minneapolis and I see allthe same signs. Most of these people are not local. They put the signs up, theyforget about them, they leave them, they get pushed over in the winter, they gettangled in the lawnmowers in the spring. It looks like hell, I think. And I thinkmost people agree with me. >> All right.>> So, there are I did some research. There are cities that have done this uh addeda fine to their city code. And like I say, I I don't want to seepeople find and or pay fines, but does anyone agree that they look badwhen when you go to intersection, there's 10 signs, four on five on eachcorner, so that's 20 signs. >> Yeah,>> agree. >> I think the hard part is enforcement.But yeah, I >> what what we'll do is we'll have Jesseuh look at that and get it back to us with a with an idea. I will say thepolitical signs that people put in their own front yard's constitutional>> realtor signs and political signs. >> Okay. But being an entrepreneur because you spraymosquitoes or clean gutters does not give them the right to come into ourcommunity and put signs everywhere and leave because they had one job in thecommunity and as they're leaving they're >> right. Thought I would pop in and show my facehere so you guys could meet me quick and go over the activity report. And Ireally had to fight Sergeant Spencer over for this, but uh that's right. Umfirst of all, glad to be here. Um my name is Chad Centra, the new chief ofpolice here in Orno. Um just a quick background, if you don't know, I spent17 years with the Orno Police Department, um prior to going to uhRobinsdale PD as a captain and spent about four and a half years there. andnow I'm back uh back with the Orno Police Department as the chief ofpolice. So happy to be back in the Lake Area um and working with all you guyshere. So, it's been a good transition. I've got just a little over five weeksin now. So, um but everything's going well. Um and I'm enjoying the uhenjoying the job so far. So, um as far as activity report tonight, um nothingreally stood out. We did have a burglary across the street not too far up herefrom uh business. Um, unfortunately we didn't have a whole lot of surveillanceor evidence or anything that we could uh tackle a case on that. Uh, most likelysome juveniles broke in and found an open door and did a little bit damage inthere. Um, but if we get anything more, we'll um certainly investigate thatfurther. Um, mostly other stuff is pretty standard uh police activity umthat usually goes on throughout the month um between traffic and um someassault arrests and and assist and accidents. Umand uh yeah, nothing really stood out, I guess, as far as anything unless youguys saw something that um looked >> Mr. Mayor>> out of the out of the ordinary. >> Yes. Um since you're new,>> maybe you'll have some new thoughts on this. Um we have consistently had highnumbers of DWI drivers. Mhm. >> And and in your report, in addition tothat, there are alcohol related like people having alcohol in their car, umopen bottles, um you know, all that. So rather than just accepting this is aproblem or or that this is the way it is, do you have any thoughts or couldyou put some thinking to how could we address getting our city a little driermaybe? >> Yeah.Yeah. Um well certainly obviously um our cops are active trying to you know curbsome of that behavior um with just visibility and then active trafficenforcement. Um >> unfortunately>> part of part of the education part of the the issue too comes with our ourestablishments too and and making sure that they're trained well. So certainlywe could work with them a little better if they don't if we think they're maybenot up to speed or not doing a better job of you know serving to people thatprobably don't need anymore um before they leave or actively you know with allthe rides now too it's um you know it's >> it's unfortunate that we still have>> small enough everyone could walk home. >> Yes. Well people are just coming toMount to hang out too right there. the area going. But um>> yeah, I'd agree. Um you know, with all the education and and the things over my20 plus years of law enforcement, it seems like the numbers just don't seemto drop as fast as we'd like them, even with all the lifts and Ubers and all theway to get around town now. Um but from our standpoint, the active enforcementobviously does curb some of that. Um we don't mind seeing a bunch of cars leftoutside an establishment that serves liquor. That tells us at least we'redoing some hopefully they're doing something right and we are um in gettingrides home. But um but it's yeah it's still an issue. Um but certainly likeworking with businesses I think is a good starting point. Um just some moreeducation on their part because >> um sometime you know there's a lot ofturnover at some of those places and people checking IDs and knowing when notto serve and all that stuff that goes into it. So>> yeah, because when you know when I door knocked when I ran for office, you see alot of the plates, the specialized plates for sure>> people and um you know we we know that this exists and we need to really startbeing more affirmative and how to um maybe cut it down some>> because it also sets up the police for a bad rap. People say, "Well, all thepolice do in mound is stop drunk drivers, you know.">> Well, I'd rather >> I'm sure you do more than that.[laughter] But yeah, and I know what you're saying.>> Yeah. Um, yeah. And it's it's, you know, especially during the summer time, a lotwe get a lot of people out to the lake area and certainly coming off the lakeor at the boat ramps and coming out to visit friends and heading home. So, um,it's not just our residents here in Mound obviously. So, um, but some ofthat stuff, yeah, like I said, we try to be active out there as much as we can,but um, you know, I think that's a good point where we certainly could reach outto businesses a little bit and make sure they're up to speed on what they need todo. >> Okay. Um I stilldon't see any reported traffic stops for speeding. And then um all the trafficstops I they don't have my they don't have the addresses there because uh>> so can you just get that together? I'm going to be at the police meetingtomorrow. So I'm on the police commission. So if you can look into thatI would appreciate it. That might be tough to do though before first thing inthe morning. I mean, we're still running between4,500 5,500 cars a day. >> Yep.>> And I visually see that they're not driving 20 miles an hour.So, I've seen your cruisers come through. They're just traveling with thetraffic, but I haven't seen anything being written. Um, and according to theneighbors that call me and reach out, they're not seeing it either. So,>> okay. >> I would like to see some moreenforcement, and I know that that's not necessarily the feeling of, you know,the entire uh group here, but um I think it's a problem and we've got the problemas well when it was 30 miles an hour. They're going 40. You know, and it is aneighborhood road. It does seem like a freeway, but unfortunately for them itis not. So, I know I've had conversations with Jesse and umwould like to have further discussions with Jesse about the speed limit on WestEdge Boulevard, but that's a topic for another day.>> Yeah, I mean, I think um you know, with the drop into 20, I think, you know,from our data, it's it's you know, it shows, you know, pretty close to thatoverall. I know there's some outliers. um our patrol hasthey know the issues especially with all the extra traffic and and so theirenforcement whether um writing tickets or just making traffic stops>> or just being visible that all goes into enforcement for us. Right. So um I canas a police chief tell them how many tickets to write.>> Oh, understand. >> Right. But um I can try to get thosenumbers for you in the morning to see where we're at. Um, and even over theweekend, I know we had the one way on um, Bartlett or Commerce Commerce, I'msorry, in Commerce. We had the oneway um, and we did extra enforcement outthere to make sure people and um, we did arrest person for DWI and wrote sometickets for people going the wrong way. So, um, just because you don't see us oryour neighbors don't doesn't mean we're not out there doing stuff. And um actually my boyfriend'sfather who is within just a couple of blocksum has he went into hospice over 6 months ago. But where he's atnow, no issues. And my mother is doing okay.And I've had neurological issues myself. And since I've been having water testedand just doing bottled water and having it either boiled or otherwise,I've been feeling a lot better. >> Okay. The budget that was given to them was$80,000 for all that. Uhthe things that were asked for uh from the surveys or the top things that cameback were were the shade and caregiver seating swings, slides, and climatestructures. Uh so I'm going to go through all threecompanies. Uh each company is labeled one, two, orthree. And then they have options A, B, or C. We have nine total playgrounds tolook at. I will add that the parks lead requeststhat we don't have a tube like this that does a U shape because we have that atone or two other parks and we're consistently spending quite a bit ofmoney replacing it because fireworks go off in there or they melt it or theydamage it because they're out of sight and they can do what they want inside ofthat tube. and we are spending upwards of $6,000 per year to replace parts.So, something to take into account. Okay, this is MWP recreation game times 2A. A little bit smaller of a layout. They were given the same budget, butthey came in with a lower price playground.This is 2B. Similar. They do have the the bench andthe shade structure. uh 2C. Uh this is 3A by Little Types orNorthland Recreation. Three feet and 3C. Here's a layout of all the pricing of uh allthe options. Umbeyond this, I have uh color options that we can go over. Um, [clears throat]and I will add now that we've looked at all of them, uh, parks re the parkscommission recommend recommendation was, uh, the 3A playground, which is this one. and they would like to stick with thecolor pattern that they did at Chester Park last year with the blue and white.Um, I do have a mockup of that also for you guys to look at. Um, again,that's some of the, you know, the the numbers that we're putting in there. Theother thing we do say, well, why why do my utility rates keep rising? Well, inthe past, we haven't really done anything and we're 5 million in thehole. So, we're trying to hit all the points that we've talked about for fouryears about up here. The main reason I want to go through this is watertreatment plant decision timeline. And this is like the most important part.Now again, once we go live on this, we're gonna we got to stick to it. Um,so right now, August 25th is the date where it says presentation and finaldesign and the request to bid the project will be presented to the citycouncil. Bidding the project means the city willreceive quotes from construction companies to build the project.Basically, we're just, [clears throat] you know, go out to bid just like we dofor every other thing, right? We're not approving it. It's just>> But if we haven't gone to bid, how are you coming up with the $7 a month and oris that just within the 62? >> We already came up with all that in thespring when we did all the budget stuff. >> We're going to bring that plus ourdesign, plus everything else and say, "Okay, here's what we need to do. Thisis how we're going to go out to bid." And then we're going to say, "Okay,yeah, go ahead. you guys go out to bid, right? And then September, the city willreceive the bids back. State statute requires that the cityaccepts the lowest bid, right, to move forward. Now, again, that's just we'regoing to give them time. Now, October 13th is what we're putting for the date.The city council will receive the bid and vote on whether to accept a bid tobuild it or not. So, the two dates that really matter, August 25th, we're we'resaying, "Hey, let's move forward on bidding." Now, just because we biddoesn't mean we have to do it, right? If it comes back and it's like triple thecost, like, "Oh, crap." You know, it is what it is. October 13th's really thebig day. That's the big day to circle on your calendar.>> And is this going to be like a public hearing of any kind or>> I mean, you know, the public's allowed to come to anything. So,>> I understand that, but but are you going to be sending a letter out to>> This is the letter, right? So, I think you need to make that really loud andclear that whatever date it's either August or October, come to the meetingbecause this is your chance to pin. >> Yeah.>> Yeah. Yeah. October 27th, staff staff willpresent an updated utility rate study which will determine utility rates basedon if the city council has chose to move forward with the water treatment plant.If they don't, then they'll change the numbers. Uh December 8th, the citycouncil will adopt a budget and final tax levy for 2027. This includes theformal adoption of whatever the rates are if we>> when's our preliminary adoption of the budget.>> Um >> remember we have that first one that wekind of say >> this is this is just the utility rates.This isn't the budget like >> yeah but the budget's going to berunning alongside of this or >> this is the utility rates part of it.Yes, the levy we're gonna typically it's like September and then>> yeah then we uh pass the final one in December.>> It's just going to be a real confusing schedule because we're be doing budgetone week, you know, and then the utility.>> I I have a concern, too. So, are we going to givethe residents an opportunity after they read through all this and kind of digesteverything that's going on? It's it's transmission linebetween the two sides of the city. >> So, yeah, it it does mention it in here.>> Good. uh specifically says a $12 million infrastructure project that we're doingright now uh includes replace replacement and upsizing of watertransmission mains from the tower on Evergreen Road down to Bartlett upshoreline project is paid for by uh state and federal and it also ensuresthat this will run smooth for the eventual hopeful water treatment plan>> and out of all that money have we received have we started getting theAre we sort of billing to get the money back?>> We've received uh I just was looking at today about three and a half million umsubmitting tomorrow for another 1.4. So we're going to be pushing 5 a.5million by the end of the month received. And so like just for instanceum the Minger construction pay request in here for 1.1 million. So that wasapproved tonight. we'll cut a check for it within the next few days and thenthat will be part of the next pay request and we'll usually see thatwithin about 15 days. So any any of the water treatment improvement bills thatyou've been approving at the council level have been submitted[clears throat] back to the state for reimbursement and have been received.>> So we've actually received money back then.>> Yep. >> Yes. The the little bit here towards the endas we get closer to bidding that will get reimbured later. the vast majorityof what has been fronted or everything that had been fronted has been umreimbured. So, >> okay.>> So, anyway, my big point with this is keep your uh keep your date clear forAugust 25th. That's when that's going to be a big date. We're going to get thepresentation of the final design. The request to go bid the project will bepresented at the city council. Again, we'll have, you know, people wantto come and talk. We we'll give them time to do that. And then October 13th,that'll be the big date. And that's what thetreatment plant will address. >> Like I've said before, it's not likeflipping a switch. We're not going to see perfect crystal clear waterinstantly. We'd have to flush out this whole system, which [snorts] will take ayear to to possibly even two years before we get that all dialed in. AndI'll be working with the health department regularly making sure we stepup the treatment plant in steps so we you know enter enter the new chemistryinto the system and not have any issues.
