The Brooklyn Park City Council addressed a resident's ongoing sewer billing dispute and approved several community initiatives during its May 2 meeting, including expanded beautification efforts and travel authorization for a council member.

Robert Clay of Forest Avenue North appeared before the council for the second time regarding discrepancies in his sewer billing compared to neighbors with city water service. Clay, who uses private water, presented documentation showing significantly higher sewer costs than nearby properties. Mayor Winston indicated staff would provide a public response by the next regular meeting on May 16, acknowledging the complexity of the issue while noting Clay's proposed resolution from April had been received.

The Human Rights Commission presented its 2024 annual report and 2025 work plan through Chair Andrea Perez. The commission outlined four main goals for the year: enhancing public awareness of their role, strengthening internal learning opportunities, improving community response capabilities, and fostering collaboration with city government. The commission recently onboarded three new members and continues work on police reform, racial justice initiatives, and immigration-related community education.

Hennepin County Commissioner Jeff Lundy provided updates on youth intervention programs and warned of potential significant tax levy increases due to state cost shifts. The county expects to open a crisis stabilization center for youth with violent tendencies by summer's end at 1800 Chicago Avenue in Minneapolis, featuring 12-15 beds for short-term placement and assessment. However, Lundy cautioned that counties face up to $53 million in unfunded mandates from the state, potentially resulting in the largest tax increase in Hennepin County history.

Community Experience Manager Cindy Dearish Hall presented updates on the city's beautification initiative, reporting successful Earth Day cleanup events in partnership with Target and Crestview Elementary School. The city plans to launch a dedicated web page and GIS reporting tool by June 1, with additional district cleanup events scheduled for June 28 and July 26. The council also approved travel authorization for Council Member Christian Eriksson to attend the League of Minnesota Cities annual conference in Duluth from June 25-27.
