The City Manager presented four items for approval: disbursements and claims, a resolution supporting the Richfield Public Schools Safe Routes to School Comprehensive Plan, setting a public hearing for a new liquor license for Brim Restaurant at 2910 66th Street West, and an agreement with Hennepin County for an embedded social worker with the Richfield Police Department. The Mayor acknowledged the importance of inter-agency collaboration for these initiatives.
Civil Enforcement for Alcohol Compliance Check Failures

Council Member Burke introduced a resolution concerning six establishments that failed alcohol compliance checks in September 2025. The process allowed businesses to either admit to the violation and accept prescribed penalties (5-day license suspension, $1000 fine, action plan, and manager training per Resolution 951) or deny the allegations and request a contested case hearing. Representatives from KMAC, Elhaban Mexican Grill, Lindale Smokehouse, and Fred Babcock VFW Post 555 were present and admitted their violations, while Laakita Shortstop and Patrick's Bakery & Cafe also admitted via staff notification.

The consent calendar contains several separate items which are acted upon by the city council in one motion. Once the consent calendar has been approved, the individual items and recommended actions have also been approved.
I know we've collaborated with the Ridgeville public schools on the safe routes to school. We've worked with both Henipin County and the um city of Adina with um putting in place the um senior social workers and those types of programs and so it's been very helpful to have the different parts of the government working together so that we can have a better product.
Compliance checks are done to determine the availability of alcohol to people under 21 and meet state statutes.
For a first time offense, public safety recommends the city council to follow the guidelines set forth in resolution number 951. Suspend the license to sell alcohol for 5 days. pay a $1,000 civil fine, meet with the director of public safety to present a written action plan to ensure future compliance, require a manager to attend an alcohol compliance training and awareness presentation with costs paid by the establishment.
So, I'll make a motion to approve the attached resolutions regarding civil enforcement for establishments that failed all compliance checks by selling alcohol to underage person.
