ITEM #7 CONSENT CALENDAR

The City Council approved all items on the consent calendar. This included approving disbursements, a Fourth of July Committee celebration license, a cooperative construction agreement for the 73rd Street Trail, a new secondhand goods dealer license for EcoAtm, an agreement for rain garden installation, a site plan for a fitness studio, and a temporary liquor license for Fourth of July events. Council members also thanked the Fourth of July Committee and shared information about EcoATM kiosks.

ITEM #10a Proposed Ordinance Amending City Council Salaries for 2027 and 2028

Council Member Burk presented the first reading of an ordinance to amend City Code Section 210.01. ITEM #11a Resolution Modifying Post Employment Health Care Savings Plans

Council Member Coleman-Woods presented a resolution to modify the General Services Post Employment Health Care Savings Plan and the Management Post Employment Health Care Savings Plan. The updates align the plan language with the city’s 2024 compensation and classification structure, replacing outdated references while maintaining eligibility distinctions based on pay grades (grade 12 and below for General Services, grade 13 and above for Management).

ITEM #13 CITY MANAGER’S REPORT (Social Media Policy)

Although the City Manager had nothing formal to report, the Council initiated a discussion regarding concerns about inappropriate comments on city social media. They requested staff to review the city’s social media policy and consider disabling comments, with a directive to bring the policy back for a discussion at a future work session.

ITEM #14 COUNCIL DISCUSSION (Community Updates)

Council members shared various community updates. Council Member Burk noted appreciation for an upcoming elections presentation. Council Member Hayford Oleary mentioned leading a tour for the National Association of City Transportation Officials conference. Council Member Coleman-Woods updated on sustainability and community events like a tree sale and recycling. Mayor Supple shared information on the 'Bring It Home Minnesota' rental support and the Citizens Utility Board's temporary utility assistance programs.
