Hennepin County - Nicollet Avenue Construction Preview

Informational/Discussion

Stanley Lim from Hennepin County presented an overview of the upcoming Nicollet Avenue construction project, detailing construction staging, schedule, detour routes, and local access. Commissioners engaged in discussions regarding how the project's schedule and staging were determined, the planned working hours, and the anticipated city-wide traffic impacts.

Hennepin County - Penn Avenue Open House 3 Material Review

Commission provided direction: Did not support intersection options without a median refuge for public comment. Commissioners also requested a copy of comments provided by business owners.

Tyler McLeete (Stantec) and Steven Voelker (Stantec) provided updates on Penn Avenue Reconstruction public engagement, including materials from Open House #3 and design options for intersections and the Highway 62 interchange. Dan Edgerton (Zan Associates) updated on business engagement. Commissioners discussed presenting all proposed intersection options for public input, safety and cost differences between roundabouts and traffic signals, funding considerations, pedestrian median refuges, and coordination with the 69th Street project. The Commission expressed a clear preference against design options that did not include a median refuge.

Sidewalk Projects Update

City Transportation Engineer Matt Hardegger provided an update on the three 2026 sidewalk projects, including their current status, schedule, design updates, and regulatory approval processes. Commissioners discussed specific design revisions necessary to cross the railroad on 64th Street and explored various options to ensure the projects could remain on schedule for 2026 construction.

Regional Solicitation Update

Transportation Engineer Hardegger gave an overview of the Metropolitan Council's Regional Solicitation for grant funding opportunities and outlined projects the city intends to submit. Hardegger requested Commissioners to review the Active Transportation Plan, Pedestrian Master Plan, and Safe Routes to School Plan to identify and suggest additional projects suitable for grant submission.

City Staff Updates

Informational/Discussion; Staff to poll Commissioners on bike tour dates.

Transportation Engineer Hardegger asked the Commission if they were interested in conducting another bike tour as an alternative to a summer meeting date. He also inquired about Commissioner availability to staff tables at upcoming city events, indicating staff would poll Commissioners for preferred dates for the bike tour.
