Metro Transit presented its K Line Bus Rapid Transit study to the commission on March 4, recommending the Nicollet Avenue corridor as the route through Richfield. The line would run from American Boulevard in Bloomington to downtown Minneapolis, with commissioners discussing route alignment, connectivity, and ridership potential before voting unanimously to support the proposal.

Beyond the K Line, the commission addressed several other transportation priorities. Staff requested input on public engagement strategies for "Operation Metro Surge," with commissioners recommending a hybrid approach that combines online participation with in-person open houses. The commission also heard updates on Metro Transit's L Line and C Line extension studies, which would evaluate service on Penn Avenue and to Cedar Point Commons respectively.

The Penn Avenue reconstruction project dominated much of the discussion. Hennepin County project managers presented preliminary design concepts for bikeways and on-street parking along the corridor from Highway 62 to 75th Street. A proposed roundabout at 66th Street was dismissed due to the need to acquire three properties. Designers noted that while the broader community hasn't prioritized on-street parking, businesses between 66th and 68th streets value it. Early feedback showed residents prefer a one-way cycle track for bike infrastructure, citing its separation of bike and vehicle traffic.

The commission also reviewed the city's response to a previous recommendation about vehicle towing policies. Rather than stopping tows entirely, the city reduced tow fees and is exploring reimbursement assistance for vehicles towed during immigration enforcement operations. Additionally, liaisons updated the commission on community bike programs, including the 4th Annual Learn to Ride initiative and a new partnership with Richfield Public Schools providing donated bikes to families.

Other active projects receiving updates included I-494 reconstruction work, Nicollet Avenue construction, and 2026 sidewalk projects in final design phases with summer construction anticipated.
