[11:27] good evening welcome to the November 12 2024 city council meeting the meeting is hereby called to order members of the
[11:34] public May attend the city council meeting in P person or may watch and listen remotely by viewing the meeting
[11:40] on Channel 8 WCTV and at the city's website at www.ed.org
[11:47] WCTV public comment during the public forum Andor public hearing portions of the meeting may be provided in person in
[11:55] advance or by logging into the zoom call and raising your hand during the public public hearing when your name is heard
[12:02] or pardon me when your name is called in the meeting you will be seen and heard in our council chambers and the cable
[12:07] channel you will be asked to unmute and then you may begin your comment all public comments must include your full
[12:14] name and address second item on the agenda this evening is the Pledge of Allegiance I would ask everyone who is
[12:19] able to please stand and follow along I pledge allegiance to the flag of
[12:27] the United States of America and to the Republic for which it stands one nation
[12:33] under God indivisible with liberty and justice for
[12:41] all thank you third item on the agenda this evening is the roll call uh let the
[12:47] record reflect that all members of the council with the exception of council member pish are in attendance this
[12:54] evening I'd also like to note um that the council held a closed meeting of the
[13:00] wetta city council at 5:30 p.m. to evaluate the annual performance of the wetta city manager Jeffrey dll this
[13:07] meeting was closed pursuant to Minnesota statute section 13d .05 subdivision 3A
[13:13] which provides an exception to the open meeting law when the council evaluates the performance of an individual who is
[13:19] subject to its Authority as is required by the open meeting law at this our next
[13:25] meeting the city council will now summarize its conclusions from that performance
[13:31] valuation those conclusions are as follows the council remains um very
[13:38] positive on uh Jeff's performance uh his um ability to interact with Council the
[13:45] community and with staff um has been exemplary uh you continue to show your
[13:51] dedication to this community to your job your profession and for that we are incredibly thankful um there are many um
[13:59] positive attributes um that uh the council has noted uh not just today but
[14:05] throughout the year um so we thank you for your service um to all of us and to
[14:11] the city of wetta and we look forward to the year ahead thank
[14:17] you all right uh moving on in the agenda our next agenda item is to approve the
[14:23] agenda may I have a motion to approve the agenda as presented or would anyone care to recommend any
[14:31] changes I'll make the motion to approve the agenda as is wonderful is there a second second further uh any further
[14:40] discussion all those in favor say I I I opposed motion passes and we'll move on
[14:45] to the next uh to the public forum as a reminder for members of the public and attendance this evening who are
[14:51] interested in speaking please state your name address indicate if you are representing a group and we ask that you
[14:57] limit your comments to to 3 minutes if the item you wish to speak about is something that is on the agenda for

[15:16] camera is turned on when you speak um I have a couple of items
[15:23] already on for public forum this evening city manager do we have anybody have we
[15:31] received any cards or any other items uh Madame mayor I do not have any cards and there is nobody on Zoom right now okay
[15:37] wonderful I'd like to make just a quick suggestion um I'd like to move uh the
[15:43] recognition of service and retirement for police chief Mark Schultz first up on the public
[15:50] forum sounds good very good that way it'll allow those who are working to get
[15:56] back to work that that's a great idea madam and that you know I don't know that we
[16:01] need to go through the motions of uh changing the agenda for something that is just a presentation and not requiring
[16:07] any votes um so I'll just start if that's okay absolutely great thank you so the end of the next week the city is
[16:14] going to say goodbye and thank you to uh police chief Schultz um we're going to
[16:20] have a celebration put it on your calendar if it's not on your calendar uh next Thursday from 2: to 4: it's going
[16:25] to be like an open house uh where the community family friends folks that have
[16:31] worked with uh Chief Schultz uh over the years can just come through and and say
[16:37] hi say thank you and and wish them well or you know Grill them or you know make
[16:43] fun of them or whatever they want to do uh but please come uh there'll be Refreshments open to anybody um and I
[16:49] know he's got a lot of friends so I'm sure it'll be packed um so that's that's an open house it's going to be less
[16:56] formal it's not there's not going to be any you know Media or or or cameras there so we wanted to uh take the
[17:02] opportunity to recognize Chief Schultz at tonight's meeting since this will be his last council meeting so I have a few
[17:09] words to share Madame mayor and then I know uh deputy chief uh Baker uh would like to few say a few things and I would
[17:16] invite the council and mayor if you have anything to add I'll ask uh Chief Schultz to come up here and if he wants
[17:22] to say anything as well so I'll get to my words and then I know deputy chief baker has some something to say as
[17:30] well maybe Chief Schultz you can get up here now and uh we can make you stand
[17:36] under the Limelight a little bit longer thank you appreciate that so after 27 years in law
[17:42] enforcement five years of leadership and providing immeasurable value to the city of wetta and Long Lake communities and
[17:49] frankly just leading the efforts to keep our community safe wetta police chief Mark Schultz is retiring his last day
[17:56] will be as I mentioned next week Wednesday November 27th um I don't know if that's yeah that
[18:03] that's not next week it's the following week right before Thanksgiving so as city manager it's bittersweet well we're
[18:09] very happy for Mark as he moves on to the next chapter of his life to spend much more time with his family maybe
[18:15] other you know pursuing other uh career interests um his wife Mary daughters
[18:21] Ally Hannah son Ben son-in-law's Connor uh um and of course especially his new
[18:27] granddaughter lak uh we will miss of course his service to his Department organization and our
[18:34] great communities here uh also his service to the entire law enforcement
[18:40] profession Mark's a complim excuse me Mark's accomplishments over two decades
[18:47] with Roseville Police Department where he served as a field training officer
[18:52] Explorer use of force instructure swad operator and sniper school resource
[18:59] officer and sergeant of Investigations what I just said there he's done it all there isn't many other areas uh in local
[19:06] government that are that he hasn't touched and hasn't LED in addition to
[19:11] that he's won numerous Awards I won't go through all of them but most recently and most appropriately was the Minnesota
[19:17] police chief Meritus award I think I said that wrong but um that was more
[19:23] recent as his work here in with the city of wetta in us specifically he's done a lot
[19:30] in a relative short amount of time remember when you were hired Chief Schultz it was
[19:36] that great and naive year of 2019 when everything was fine and not a
[19:43] care in the world especially in law enforcement right just kidding uh but
[19:49] regardless it was right before covid civil unrest a lot of other things so he
[19:55] really started his leadership here at the community during craziness and he really led us through a difficult time
[20:02] with of course Chief Rizal at the time and since uh rizal's retirement specifically he's implemented
[20:09] a K9 unit he's introduced a bike Patrol during the summer there's not too many communities and I know uh you know it's
[20:15] still evolving but I don't know that there's many communities in Minnesota that have a bike Patrol very few uh he's
[20:22] increased the use of technology to prevent and enforce laws through technology like drones flock cameras and
[20:29] others he's overhauled the organizational chart and developed a very robust succession plan that
[20:36] unfortunately we're having to use right now uh and he's enhanced just general community relations he's accomplished
[20:43] this through his unique character that is built around his warmth as a as a person and his communication style as a
[20:49] human being and doing the right thing treating all people regardless of the circumstances or where they come come
[20:56] from with dignity and in humanity yet doing what it takes to prepare train and
[21:02] Lead his departments to keep everybody safe um for all leaders in the
[21:09] organization we do strength finders um some of the strengths that I wanted to
[21:14] point out for Mark uh really have to do with his which with his greatest asset
[21:19] which I would say involve relationships um in addition to that uh
[21:26] he's a maximizer he strives for Excellence which is one of our core values and he's contextual now that
[21:32] wasn't intuitive for me so what does that mean he looks to the past but builds a better tomorrow and that speaks
[21:39] volumes about Mark uh he does all that with just a tremendous amount of Grace
[21:45] and um ability to work with everybody and communicate really um in a a special
[21:51] fashion that really makes people feel at ease which is an important and very useful trait for a chief of police
[21:58] lastly the greatest accomplishment I think is the impressive team of peace officers uh leaders in the community
[22:06] that he has supported mentored in RPD and the culture that he has really defined in his own way for all this
[22:12] Chief Schultz uh and I know I'm speaking on behalf of the organization the communities the council everybody uh we
[22:19] will very greatly miss you we will miss your dear missed you
[22:25] dearly um but at the end of the day we're just just tremendously grateful for your service and really are going to
[22:32] celebrate the next phase of your life with your family and whatever the heck you do in addition to that because I
[22:38] know it'll be valuable and and U effective as well so with that thank you
[22:43] again Chief Schultz we're gonna miss
[22:50] you and deputy chief Baker you don't get to speak yet uh Chief Schultz this is a
[22:55] bit of a bait and switch think so good cop bad cop here no I'm kidding yes I told him he wasn't
[23:01] gonna have to speak tonight um city manager doll Madame mayor and council members I'd like to
[23:07] take this uh opportunity to acknowledge um Chief Schultz um I promised I him I
[23:13] would not tell any stories um and uh so here we go it truly has been a privilege
[23:20] and an honor for me to have work under your leadership mark thank you for allowing me to grow alongside of you and
[23:27] providing the guidance you have you have made one of the most difficult careers the most enjoyable you have been a true
[23:33] Leader by example and it has shown throughout your career your leadership was not just kept within the police
[23:39] department during your career with both Roseville and Yetta you have been a mentor to at risk youth an Explorer
[23:47] adviser uh did several tours with the Police Unity Tour ride which raised
[23:52] funds for officers of um that have fallen during the line of duty so that
[23:58] there um loved ones could attend the ceremony in Washington DC for free and
[24:03] Toys for Tots and last but not least the Special Olympics you've done that for several years um years probably 20
[24:11] actually um I'd also like to take this time as a spouse of somebody who um is
[24:16] has married into law enforcement as well to acknowledge the chief's wife and his three children that he has had um Mark
[24:24] and Mary had three children under the age of three and Mike Mark during the that time worked mid the midnight shift
[24:30] he never once complained about the lack of sleep he was getting or how tired he was a fun fact about the chief because
[24:37] he always likes to add those into everybody's bios is that the chief has a bachelor's degree in fisheries and
[24:44] wildlife biology as the kids grew up his interest changed and so did the Chiefs the chief
[24:50] went from talking about hunting and fishing to talking about Justin Bieber the
[24:56] chief the chief probably knows more about Justin Bieber than Justin
[25:01] Bieber the chief would always light up when he was talking about his daughter's hockey games or his son's new magic
[25:08] tricks you can tell the chief is very proud of his children but his newest comp their newest competition is his
[25:14] granddaughter yeah talks about her a lot very cute I would like to acknowledge your wife Mary and your family for the
[25:21] sacrifice that they have gone through throughout the years from from the late calls the call outs training court
[25:27] general shift work your family's dedication did not go unnoticed and it shows on behalf of the law enforcement
[25:33] community and myself I would like to thank you for your hard work dedication sacrifice compassion and Leadership
[25:40] throughout the years thank you deputy chief uh Baker uh
[25:49] Madame mayor councel any anything to add before if Chief Schultz wants to say
[25:55] anything or if you want you can let him go first and then you can it's up to you yeah what would you
[26:02] rather have Chief would you rather say a few words or would you like us to just pepper you with questions
[26:09] Andes uh I'm of course open for either but I you know truly I I've thought a
[26:15] lot about you know how to express my gratitude and and the thoughts that are
[26:21] going through my my head and have been for the last several months and um you know as I get closer to the date it's
[26:27] it's uh hon more and more difficult to grasp the the concept of retirement uh
[26:34] when I started this job in 1998 I couldn't believe that they paid
[26:40] me to do this job in law enforcement and now I can't believe they're going to pay me not to do this
[26:46] job um I guess that makes it a little bit easier to go but uh I am certainly
[26:52] going to miss everyone I you know it sums it can be summed up in one way and
[26:57] that's thank you uh to everyone that I've had an opportunity to work with
[27:02] work alongside um work for and um you know that that extends
[27:10] beyond the the usual our usual concept of community it extends to the victims
[27:16] that weren't able to represent themselves and speak for themselves um
[27:21] it it's just this has been uh truly an honor to work in law enforcement but
[27:27] particularly for this community of of Y Zetta in Long Lake and along these
[27:33] fantastic people that I've had the chance to to call my team um and uh I'm
[27:40] very excited for what the future brings for Yetta um I know what the future is going to bring for me it's going to
[27:46] bring Thursdays with with my baby girl and um and uh probably some trips to the
[27:53] cabin and some fishing and things like that but um the work must go on and I know that they're going to do it well
[27:59] and and they're going to serve this community very um to to the best of their abilities so thank
[28:06] you thank you Chief Council Madame mayor I'm I I apologize I forgot to mention uh
[28:13] somebody that's a huge presence in your life and is super proud as your your father Donald um I omitted that in my
[28:20] mention of family members but I just want to make sure for the record that he's been obviously instrumental and you
[28:27] guys have a special relationship ship yeah I'd like to say I got my work ethic from my dad but I didn't come close to
[28:34] his work ethic my dad's 86 years old uh he's a barber by trade he's been cutting
[28:40] hair for 62 years he still works full-time um I saw him yesterday and he
[28:47] was I told him get on the tractor cuz uh I was picking up leaves and I said you
[28:52] sit down and get on the tractor but the next time I looked over his backpack blower on and he was
[28:58] he was out there and uh he might have overdone it a little bit yesterday but uh I'm very proud of that man and thank
[29:05] you for saying that Jeff because he does mean a lot to me wonderful any thoughts from the
[29:13] council i' just like to say a couple words I I I guess as we were as Deputy
[29:19] Baker and um uh city manager uh do were talking about you some of these words
[29:26] resonated with me too and I'm like you know compassion warmth born lader um
[29:35] practical um I think the things that in kind
[29:40] um I think the things that resonate with me is you just seem like a happy person
[29:45] and you're always smiling and you know for all you see and what you've
[29:50] experienced in in you've seen kind of the rougher part of life in with some of the things you see as a a police officer
[29:59] and you know I think we can all learn from that perspective that it's uh
[30:05] wonderful to have an optimistic Outlook about life even when sometimes things
[30:10] are maybe not perfect so good luck with your granddaughter you can always smile
[30:16] at her she'll appreciate it thank you oh wonderful well the chief and I
[30:22] had an opportunity to spend about an hour together before um the city council
[30:28] Workshop uh for uh the final opportunity for me to
[30:34] interview you for the podcast so that was a lot of fun so thank you for for sharing that with me um you
[30:42] know you started hear in wetta about the time that I think just before I was
[30:50] sworn in as mayor um and so I'd like to
[30:55] to kind of say we're kindred spirit in that regard you taught me a lot and and
[31:01] I appreciate that and you know it is a a difficult profession and uh it's you
[31:08] make it look easy uh and I think that that's uh by the outward appearance of you
[31:16] always have a smile on your face you're always very warm and and gracious uh with all of our questions um and
[31:22] educating us on um on the art of policing and and the requirement ments
[31:28] uh to uh police a community so effectively so thank you for that we
[31:34] wish you um the very best and can't wait to celebrate you next week and then you can finally be rid of all of this
[31:41] gushing because I know you're not uh you're not a big fan of it but thank you for indulging us uh through that well
[31:49] thank you I will certainly uh enjoy and and try to soak up as much my last uh week and a half as I can and um I have a
[31:56] few things on the list of to-dos and um and so I think uh you know I'm going to
[32:04] try to leave here with as many things accomplished as I can in that short amount of time but I just I just want to
[32:09] say thank you to all of you thank you absolutely thank you Chief thank
[32:15] you all right well we are looking forward to
[32:21] next Thursday 2 pm here at City Hall that's right here in the community room fantastic all right
[32:29] uh we are still in the F public forum and next up we have an update of the
[32:34] wetta Conservancy fundraising and advocacy by chair Blake sandvold City Manager thank you madam mayor if I could
[32:40] ask Mr sandvold to come up uh Blake's been the uh the chair of the Conservancy
[32:46] who who is the the leading organization that really supports Advocates and funds
[32:52] uh panaway and uh it's been a little bit we've been busy with the groundbreaking ceremony or I'm sorry the ribbon cutting
[32:58] ceremony and a lot of other things so we thought it was a good time to to have Blake come and just give an update of
[33:04] all the things that the conserves doing perfect uh yeah so mayor muton
[33:10] council members uh City staff and everyone in attendance really excited to be here today and give uh some good
[33:15] updates on what we're doing what we've accomplished and you know I I thought it'd be good to start off and kind of
[33:21] recap you know what is the Conservancy what is our purpose what are we doing and where are we going forward from here
[33:27] see dream is on the way there we go uh so again to to recap
[33:35] you know key goals established for the panaway project uh and this is really going back to the earliest rendition
[33:41] 2008 2009 time frame when things were initially constructed 2014 when the
[33:46] initial Conservancy the lake effect Conservancy was established uh so to look at the lakewalk lake access
[33:53] connectivity enhancing Lakefront venues purposeful public investment
[33:59] environmental stewardship by zaa that was something that kept coming up in a lot of the records that we found uh so
[34:05] in short clean connected welcoming wetta and I I think as we look at a lot of that that's really what we've all done
[34:10] together and um that that's great uh so again the the the panway
[34:16] project as a whole uh it's really right now segmented into three different phases uh so the
[34:22] first was the Lake Street uh and Lake Broadway Urban Park the panway Plaza uh
[34:27] that was accomplished in 2020 Lake walking docks uh accomplished earlier this year and then the section Forman
[34:34] house Ecco Park and de Depot Park on the horizon and we'll discuss kind of some fundraising that we're working on for
[34:43] that uh goal of the wise out of conservancy and I I was happy that uh how Jeff had had put that in the the
[34:50] meeting today is really you know it is a public private partnership with the city and that's where I I really do want to
[34:56] thank all all the the the city council members mayor uh everything you have done uh City staff and everyone around
[35:03] um it really is a partnership to get to this point so thank you for everyone's efforts um work with the city to Aid and
[35:09] financial support of the project and again a key part is to to advocate for the project and you know that that's
[35:15] part I think that can easily be forgotten as we're just talking through the numbers and and everything but it's you know it's a lot of getting out there
[35:20] speaking with the community and and lastly fund ongoing maintenance and operations cost and
[35:26] that's been a large part of messaging that we've tried to continue to articulate with the city um uh not just
[35:32] City uh here but in general with residents and business owners to to make sure it is KNN that that is our goal and
[35:41] purpose so uh in short uh what has the Conservancy done so far um quite a bit
[35:48] you know it's it's been a strong couple of years uh generous donors I I think this is something that's that's not
[35:53] fully known have given $3 million roughly to the Conservancy over the the years um a lot of generosity so it's
[36:00] over 330 uh individual donors uh including individuals families
[36:06] corporations uh foundations Etc so again you know generosity is really alive and
[36:12] well um advocacy we've done quite a few different events fundraisers uh
[36:17] individual meetings open houses uh spring splashes and annual uh project we do James J Hill dayss why is that an art
[36:24] experience and with a lot of the summer programming uh We've engaged with nine other nonprofits uh so there's you know
[36:31] really widespread uh positive news around this uh I I I like I always like to show
[36:39] this you know to just take a step back and think you know really what have we accomplished and you know we've got just some of the lakewalk photos on here we
[36:45] didn't put the panway Plaza on here uh but it really is great you know this is something that we all should really be
[36:50] very proud of that we've done uh so again uh congratulations to everyone um
[36:56] many have been able to enjoy that
[37:02] phase three uh so just to to remind this is something that we're we're working on fundraising for the section foran house
[37:08] uh we do have a lead gift that has come forward for that um you know that's kind of Beyond closing out some of the
[37:14] maintenance and operations that is one of our largest uh immediate goals that we're working towards uh restoring it as
[37:20] the Lakes Shore uh Learning Center uh the Ecco park around that uh
[37:27] giv addition space for uh learning spaces letting and we can show it as
[37:32] kids getting down and dirty and having fun uh excuse me and the remodeling of
[37:38] the de Depot Park uh leveling of land around there uh
[37:44] Etc so uh funding snapshots so again you know phase one is completed um uh phase
[37:52] two uh predominantly completed here's what what we have outstanding right now at this point
[37:58] uh so something again that we uh took in with the the city of wetta U um
[38:03] maintenance operation memorandum of understanding um essentially the goal was to prepay 10 years worth of uh
[38:10] maintenance and operations the tally that was looked at for that was roughly
[38:15] $33,000 uh scheduled over four payments the first two have been paid at this point uh we have two remaining ones uh
[38:23] that are scheduled for payments uh first coming uh this coming January for roughly just shy of 92,000 and then one
[38:30] in January of 26 for roughly 100,000 so that is what we're still working on uh
[38:36] again raising funds for to get that closed out and then uh excuse me the uh the doc uh memorandum of understanding
[38:45] as a reminder that was for uh the additional cost for the kiny wood uh which I I have to say as a side note I
[38:51] think looks absolutely beautiful I'm really happy we did that um that was roughly $222,000 in over es over the
[38:58] proposed value engineered uh proposal uh at this point we funded $100,000 of that
[39:04] that already has been dispersed to the city uh so we're working on raising um
[39:09] uh an additional 120,000 uh which which at this point
[39:15] we're we're proud to share that we do have a pledge uh that we're waiting on funds to come through and get finalized
[39:21] on that for $100,000 uh so we're hopeful that that should be received by the end of the year uh we're working on um I'll go
[39:29] through this at the next slide but we're working on some additional parts to to close out that Gap but we are hopeful that uh uh to make that happen this year
[39:38] still uh phase three uh across you know all all three components of the project
[39:44] uh for kind of some initial numbers we're looking at uh is roughly in the ballpark of $10
[39:50] million um you know there there'll be cost escalations and inflation adjustments over time of course as we
[39:55] get closer to that depending on when funding comes through uh at this point there's roughly 500,000 of that that has
[40:01] been funded so lastly which I I'm sure you're
[40:06] you're very concerned about is what is our approach you know how are we going to look to try to close this out um really you know large key part is
[40:13] engaging the community um that that's something again with the advocacy that's a very large part of what we do what we
[40:19] strive to do uh a lot of different Outreach uh different events spring Splash Why that R experience Jam J Hill
[40:26] uh private hosted events events we have a couple who are uh have raised their hands for us that are uh interested in
[40:32] hosting in their uh loc local community um friends neighborhood Etc uh so we're
[40:39] we're going to test those out this summer again this winter again uh for some indoor events ongoing discussions
[40:46] with stakeholders and we do have a give to the max campaign right now running as well uh we're we're looking uh working
[40:53] towards raising $25,000 is what we have that out there for um so essentially the goal is with that in conjunction with uh
[41:01] the pledge that we have that should be able to close out theou that is our goal on that um so really again it's it's kind
[41:09] of a two-phase approach that we have our fundraising team working on um you know one is essentially Capital campaign to
[41:16] close up the M us have all that balanced done and really from there preparing for phase three so that is where we are at
[41:23] on things so I hope that helps to to see some of the hard numbers on on where we're at and what we're working
[41:29] on great thank you uh city manager anything to add on those points um Mame May I'll just add
[41:37] that it's good timing that uh Blake's here tonight because the next item on the agenda for new business is to talk
[41:42] about some change orders and where we fall within the budget and I'll just note that everything that uh Blake had
[41:48] mentioned here is incorporated into our budget and you know we'll see uh spoiler
[41:53] alert alert we're in pretty good shape thanks to Conservancy and the the diligence of staff and the council along
[41:59] the way I like your optimism um Council questions
[42:05] no I have a few sure um so thank you um
[42:11] I know you had a a conflict that came up uh before the last meeting I think that
[42:16] was on the fifth or something like that
[42:22] um so this information is helpful the doc
[42:28] mou uh that was due in June and if I remember the um the events
[42:36] as they uh when we understood the cost for the cabany we were going to go with
[42:43] a different material this $200,000 when the Conservancy came back
[42:49] and said hey we can fund this go ahead and move forward I need you to Peter
[43:01] we would not have moved forward had we not received anou from the Conservancy
[43:08] sure um how long have we had this pledge for the the balance Ed my understanding
[43:16] is quite some time yeah it's been since the summer and you know we've been in very frequent contact conversations with
[43:23] uh uh this individual that this household Collective um they've reiterated it's in good
[43:29] standing and they they fully intend to follow through on it but I I agree you know and it's the uh it's the very
[43:35] difficult nature of fundraising is you know they they had stepped forward immediately and said we're going to come through with this at this time and we we
[43:43] felt based off the name individual it was it was going to come through faster and it's it's it is the difficult nature
[43:48] of fundraising have they well my concern is we relied on that um and we relied on
[43:56] those funds and we're about to make a decision later this evening sure um based on
[44:03] having those funds paid to us um it's a substantial amount of money
[44:10] um what's your level of confidence that we will actually receive it so I'm I you know I
[44:18] mean we don't want the I'll pay you to you know I I I get it you know I I get
[44:23] it and you know it's it's a it's a tough bind that we're we're both in on that and it's you know it's judgment calls
[44:28] that we're both making together that are uh you know in the best judgment call with information we've received and uh
[44:36] we do have a high degree of confidence in this and it's someone that they indicated why they I mean we're supposed
[44:43] we've had the pledge for some time but they they have uh but I would say for personal confidential reasons but they
[44:49] they have shared it with me and it hasn't um swayed me with what their information is for why it hasn't Sadee
[44:57] me from believing that it won't come through I'll say that it's it's Unique personal uh confidential discussion well
[45:05] I understand except what we do up here isn't personal and confidential we deal
[45:11] with taxpayer money when we spend it so from our perspective we respect that and
[45:17] we understand it however we're accountable when we're putting the money out and we're relying on um pledges and
[45:27] money that we're told we're are going to be provided through this mechanism yeah
[45:33] and I'm not comfortable making a decision this evening on a Reliance on
[45:39] something that hasn't occurred me my mortgage company when I say I'm going to pay I pay right I mean it's an
[45:46] obligation that we have um and so I'm I'm frankly I'm I'm very concerned and
[45:53] I'm concerned that we only have 100 of the 120 um and we have another obligation of
[46:00] 91,000 that's due in January at the same time y we're already six five months
[46:06] behind on the first payment we don't have the full amount we have so as I'm sure you can imagine I
[46:14] mean from from this side of the desk I'm concerned y
[46:24] um understand and well I I understand that and you know I I I I understand the
[46:31] concern about confidentiality and I hope you can understand that I have a fiduciary obligation to our donors where
[46:39] I can't disclose confidential conversations um so so I want I want that part to be clear um well they
[46:45] either have the money or they don't if they have the money and they made an obligation back then but then they're
[46:53] not fulfilling it I'm concerned but I have to rely on what the Conservancy says so what I trust that the donor is
[47:03] it operating in good faith right but what happens is it causes this at this level right
[47:12] where we end up having to make a decision and we rely on numbers based on
[47:19] what has been communicated To Us by the Conservancy again based on what you're hearing from your donor right and that's
[47:27] forward but at this point the the faith is
[47:32] evaporating because it's coming it's coming it's coming and it's not getting here and
[47:39] then we have a bill to pay we were relying on that money our numbers are
[47:44] based on having that money in the bank and we don't have it so what do we do do
[47:49] we not move forward do we say you know what we can't even think about about
[47:58] future phases and fundraising we we haven't fulfilled our current obligation
[48:04] that and in good conscience much like you have a fiduciary responsibility to your
[48:10] donor we have a fiduciary responsibility to 4600 residents of the city of
[48:16] wetta um and that's I'm trying to have a better understanding Beyond when I call the
[48:22] city manager and say have we received the money yet and the answer is well they say it's coming and that's been
[48:29] what I've been hearing since June right I I understand that and like I said it's
[48:35] it's a difficult nature of fundraising and you know this is when I stepped into
[48:40] this role you know it's not something that I took lightly on this and again this is something solely
[48:46] volunteer time because I believe immensely in the city I believe immensely in this project and you know
[48:54] there's immense passion for that and I I think this is the right thing to do um you know when we're working with the
[49:01] donors it is it's working in best faith that we're we're both looking forward on this and you know when I relayed that we
[49:09] had full full good conscience that that things were going to come through faster and that's really why I look at this and
[49:15] showed that you know even though we just have that we're we're not just relying on those that so $100,000 you know from
[49:21] a historic standpoint the fourth quarter that's how I look at everything in finance is is is really one of the
[49:27] largest quarters for giving and from the standpoint that foundations trusts Etc a
[49:32] lot of times look for yearend dispersements and um we we've got other
[49:38] donors that we're engaged in that have discussed interest in six figure donations uh that haven't got to the
[49:44] pledge point and that that still may come through at the end of this year um
[49:49] I understand what you're saying from the standpoint that it's difficult to make decisions on that and that's why we're
[49:55] solely just trying to relay this to and our our best faith you know uh guest I guess not
[50:02] guest conversation with with our our donors on on when they may want to do this they they've said to me that it's
[50:08] just they still fully intend to and you know I've had uh nearly weekly
[50:13] conversations with this donor and they they have relayed to me they still intend to uh and still intend to with uh
[50:21] potentially working on other family members so you know it's something I I do personally believe that it will come
[50:27] through on that but you know regardless we're not stopping there we're going to continue to have other conversations with other donors yeah thank you um in
[50:36] terms of um you know you mentioned the Conservancy was started in 2014 I think
[50:42] yeah that was the year that I started on the council y uh helped in the formation
[50:47] of that you've raised $3 million in that time yep I think vast majority probably
[50:54] within the last it's been probably more back in weight and yeah yeah much more
[51:02] um city manager doll um in terms of we have um a partnership
[51:11] and a memor of understanding with the Conservancy um you're in communication
[51:18] with them regularly as well for those for those funds yeah we're we're in
[51:24] communication usually uh twice a month to talk about where we're at with the project where we're at with funding
[51:30] events things like that um and uh so I feel pretty good you know this is a team
[51:37] we've got a uh an actual agreement it was actually 2016 that when it was uh
[51:43] started uh because it was one of the first things that was actually implemented when I started for the city
[51:49] of Y Zetta uh but regardless uh We've have a longstanding actual agreement
[51:54] that spells out the roles and respon responsibilities as we talked about earlier it's really to Advocate and fund
[52:00] for the project we are a team we rely on each other um everything is in good faith but clearly you know as we get
[52:07] down the road to this uh through this agenda we talk about expenses that's more of a risk tolerance
[52:14] discussion which we'll have as it relates to the budget and some of the other expenses and revenues that I'm
[52:19] prepared to talk about in a little bit okay and and I'd like to add if I may on that you know in addition to the the
[52:25] ongoing convers ations with with Jeff and formerly Emily uh when she was involved with that it has always been
[52:32] the city the the council or the the conserves rather uh ongoing view with
[52:38] board meetings that there's always a council member who who is on that you know currently it has been council member Park Hill formerly council member
[52:45] McDonald um they've been present at every one of our you know most of our our meetings um which there's full
[52:52] transparency disclosure about what we go through at that uh as well as our funding status

[53:10] three oh one more this way this one yes phase three next 10 million with in
[53:16] parentheses $500,000 funded now just listening to the mayor's
[53:22] remarks and your um em use and
[53:29] outstanding is that mean that that 500,000 is just ear marked and it can't
[53:35] be used to settle up and get even with where we are I I'm a little unsure yeah
[53:42] I I can explain that a little better great great question uh so well yes uh so yes some of that is restricted where
[53:49] where we can't make the you know some is on our balance sheet and can't go off or other uses uh based off how the donors
[53:56] have come come through on that uh some of that has already been spent for phase three actually already uh for you know
[54:02] as an example section Foreman house helping you do design documents Etc uh so so a portion of that is already spent
[54:09] uh on phase three but a portion looking at our balance sheet is side earmarked
[54:14] with the spirit of a public private partnership do you is that something you disclose to
[54:21] your PO potential donors that you know if they want to help fund f phase three
[54:27] that essentially phase three is kind of not really on the table until phase
[54:36] two is signed off completed yeah you know so I feel like is there is that is
[54:42] that common in absolutely fundraising that you
[54:48] would fund raise for a phase that will never be started until you know the that
[54:56] all just seems a little um cart before the horse and maybe not quite it it's
[55:01] very common in fundraising and as an example of that over half that is my family um so yeah we we felt very
[55:08] comfortable with that and um that's just 50% it's a generous portion and not to
[55:16] belittle that but it does seem counterintuitive to me to fund
[55:21] something that when there's um outstanding it it's very common in fundraising where
[55:28] where some will come forward and say this is the part of the project I want to do and you know how we've discussed
[55:34] it with donors is some have said I I I want to help phase three you know as
[55:39] it's all part of the panaway Conservancy project uh and not restricted donations
[55:45] and that has been able to be used at any parts there are some that have just restricted solely for future parts that
[55:51] have said that's what we want to want our dollars to go to okay and you look at most capital campaigns out there it's
[55:58] a very common practice okay all right thanks for clarifying any other
[56:03] questions by the council no um procedural question city manager
[56:10] City attorney with regard to um the amount that's outstanding let's
[56:18] say for the dock at what point do we cut our losses and say okay the dock is
[56:25] built City to check we expecting to get reimbursed is the is there a Tipping
[56:32] Point of where we just say this is an
[56:38] uncollectible debt if we even got to that point I don't know
[56:43] that um Madame mayor I I think it's good question it's fair question the answer to that question is uh no this is a mou
[56:52] we're a team so you know we're in it together where um if they ultimately aren't able to pay
[56:59] for their portion I think that determines future actions or future kind of you know how far are we willing to
[57:06] step over our skis or get over our skis down the road I'm asking yeah so I think it's something to consider down the road
[57:12] but at this point um no there's no recourse and we I'm not looking for recourse I'm I'm looking for I mean
[57:20] phase three right is that uh is that in Jeopardy if we can't if we
[57:28] can't reconcile these um Financial Obligations for previous phases and
[57:36] maintenance and operations let's say does that put phase three at risk from a
[57:42] city perspective in terms of engaging with consultants
[57:47] and and putting money out there uh Madame mayor from a financial perspective no because uh worst case
[57:54] scenario if we don't get any additional funding for the remaining phase two uh
[58:01] dollars that are are supposed to come our way we have other sources that I think we can explore to help cover it
[58:08] not that that was budgeted or that's not what we want to do saying the city would pay for phase three without the
[58:14] conservancy's financial assistance no I'm just talking about the the Gap from phase two maybe I misunder your question
[58:21] I think you are okay can you repeat it sorry sure no that's okay um let me just say it bluntly yeah I would never
[58:28] support moving forward on a phase three if we can't get our financial house in order for phase two if we don't get the
[58:35] money I don't think the city should spend a dime for phase three so we need to we need to settle up yeah and just to
[58:43] be clear the city is going to have its Financial house in order no matter what with phase two however the the
[58:49] partnership and the Reliance on future funding for phase three and the Conservancy being the primary funder
[58:55] which is the expectation I think certainly that's a policy discussion that the council wanted would want to um
[59:02] take into consideration before spending any more dollars on phase three and I think that's what you're alluding to
[59:07] that's exactly because we made a commitment not to use general fund dollars which we have not um and so I
[59:13] wouldn't want to start going down a the slippery slope of you know well we'll front money for this in the hopes that
[59:19] we get reimbursed if um if past actions are an indicator
[59:24] of future results so gotcha that would be um but I think I'm not the only one
[59:31] who has said um if we can't if we don't have the
[59:36] funds um and we were fortunate enough to get the bonding dollars last time to
[59:42] make this happen so right okay all right thank

[1:02:16] terms of the project budget if there's um uh a question that requires some more
[1:02:22] detail I've got the expertise of our fine Deputy city manager to the
[1:02:28] right of me uh to help me with any questions and then also as it relates to the construction component the actual
[1:02:34] change orders uh Bob Jansen is here from Ka and he's happy to chime in if need be
[1:02:40] um so uh just before we get into the actual change order request uh and it
[1:02:46] pertains to the discussion that we were having earlier I do want to give just an overall update of the project budget now
[1:02:53] what this is not is expens current expenses and revenues pertaining to the
[1:02:58] project because that would look a little bit different right now what do I mean by that well of course as we just talked
[1:03:04] about we do not have all of the Conservancy dollars allocated for the the doc additional amount uh we have not
[1:03:12] gotten the sales tax credit that we uh are assuming uh that we will get because
[1:03:17] we got State legislation passed for that uh but on the flip side in terms of the
[1:03:23] cost we the project isn't completely buil out yet there's a fair amount still that we have not yet uh paid uh just
[1:03:30] because you know of the leg and invoicing and and a retainage that we keep so overall it's a little bit
[1:03:37] different but that's a moving Target right now we're on track ultimately but
[1:03:42] what's in front of you on the um the screen tonight is just generally speaking at the end of the day where it
[1:03:48] currently is now um how we think the overall budget's going to pan out uh you
[1:03:56] can see that over the course of the project we we have increased Revenue to
[1:04:01] cover some of it including the Conservancy amount as well as when we started we didn't know that we were
[1:04:06] going to have the sales tax credit that was done you know at the middle of the Year essentially and at the same time
[1:04:12] we've had uh additional construction costs whether it's change change orders
[1:04:18] uh adding uh scope with the docks uh so it's it's been a moving Target but
[1:04:23] overall as you can see uh we expect despite the uniqueness of this project despite the curveballs that
[1:04:31] we've had that we're going to be on budget if not a little bit more um that
[1:04:36] a little bit more amount is probably enough to um if we have to make any
[1:04:41] tweaks to the docks which we're planning on we just don't know how much they're going to be with regard to the bumpers
[1:04:47] we think that's an amount that will cover it if it doesn't there's other sources that could cover a do uh the
[1:04:54] dock and bumper over it that could be additional Tiff it could be the the parking fund which you know we're
[1:05:00] allocating um paid parking for the docks into that fund now so we do have other
[1:05:06] viable um resources that can be utilized that would not include the general fund
[1:05:12] and we feel very comfortable about that um so I want to pause there before I get into the actual change orders to see if
[1:05:18] there's any questions about the overall budget added this time great anything to
[1:05:26] add Deputy city manager no cool um M mayor yes please um so with this summary
[1:05:34] um Jeff uh do we have any contingency
[1:05:41] Within These numbers anywhere uh great question council member senson we don't
[1:05:46] and that it's because they the contingency throughout the project we estimate I don't know the exact portion
[1:05:52] it was is over $300,000 uh for contingency see that has previously been eaten up by uh other
[1:05:59] change orders that we would normally get approved by the council but we we didn't
[1:06:04] because it was within that contingency amount so uh once that contingency amount is is is absorbed then we have to
[1:06:13] go back to the council to get approval for the change orders essentially but we had a three or $400,000 that uh was
[1:06:22] eaten up uh by this summer essentially based on the uniqueness of the the project and you know whether it's piling
[1:06:29] or just the the means and methods uh it was it was utilized pretty quickly okay
[1:06:34] so another question future potential change order $63,000 plus is that an attempt to
[1:06:43] project any and all additional cost to complete the project uh that is an attempt to project the amount that's
[1:06:50] going to be required to complete the stepd Downs which there is a design
[1:06:55] change there to you know first we were were hoping to go back and U make them
[1:07:00] floating to have them more efficiently operate uh that ultimately didn't work
[1:07:06] so we're redesigning them now we're tweaking the design I should say so that they're going to be more efficiently
[1:07:14] removed and installed in the future to ultimately save us operational costs um
[1:07:20] we think that's going to be the amount it could change um but we wanted to make sure that this bud budget Incorporated
[1:07:26] uh some dollar amount for the step Downs that are currently being reviewed yeah and manager doll if you don't M mind if
[1:07:33] I add so we've um I believe director Kelly has actually seen change order
[1:07:39] requests for this dollar amount but those have not been fully vetted or approved by staff so that's why they're
[1:07:44] not in front of you tonight but since those are potentials we wanted to include that in the budget so would we
[1:07:52] anticipate that even with these potential change orders coming in where
[1:07:57] they where we think they might that there might be additional costs coming our way before we complete the
[1:08:03] project uh uh council member s Madam mayor uh there could be uh but I don't
[1:08:09] think they're going to be significant if they they would come at all it would be either pertaining to the step Downs
[1:08:15] which I think we're pretty much vetted through or the docks those are really the two uh um kind of areas of the
[1:08:23] project that are still not um completely closed but they're small amounts
[1:08:28] compared to the overall project budget okay thank you have a question yeah please so on
[1:08:36] the steps step Downs there seems to be a some sort of flaw in the design
[1:08:43] um why should the city absorb all of that it wasn't their
[1:08:49] design and there was a budget and you know it just doesn't seem like that
[1:08:55] should be something that we should incur additional costs for if
[1:09:02] um there was an error in the design and it didn't work that's a fair question uh council
[1:09:08] member Park Hill um I'm going to give a response but I think maybe it'd be helpful to get uh Mr jansen's feedback
[1:09:16] as well um the primary reason for that
[1:09:21] additional cost is to make some tweaks so they more efficient to install and
[1:09:29] remove and that wasn't a part of the equation at the beginning of um it you could argue it should have been but it
[1:09:35] wasn't as it when the um design was approved and ultimately the bid for the
[1:09:41] the construction project was awarded but if you have anything to add uh Bob
[1:09:46] that'd be appreciated yeah Mr doll is uh correct it wasn't the modifications that
[1:09:53] are being made to the step Downs more are to help make it more efficient in the on an annual basis to remove these
[1:10:00] step Downs cu the step Downs especially the lower platform and the bridge aspect of them have to be removed and
[1:10:07] reinstalled every year um with that that that would be the the part that I guess
[1:10:14] wasn't considered on the design as far as what it would take to remove the step Downs on an annual basis modifications
[1:10:21] that are being made are to make it more efficient and uh ultimately save pretty
[1:10:29] pretty substantially on costs on an annual basis so that you can remove these in two segments versus having to
[1:10:35] essentially dismantle each piece so it should be able to speed that process up every spring and every fall and
[1:10:41] ultimately save save was the original design meant to be removed every year it
[1:10:47] was meant to be removed every year and these step Downs the lower platforms due to how close they are to the water need
[1:10:53] to be removed on an annual basis bis but they upon kind of Investigation of what
[1:11:01] it would take to remove these on an annual basis and the the bolt connections that that that make them you
[1:11:08] would have to disassemble take apart the framing and the structure store them bring them back and
[1:11:13] reassemble so when we looked at that with uh Mike Kelly and with the
[1:11:18] fabricator we're able to find out there's adjustments that could be made so that a crew could come out and uh
[1:11:27] similar crew cruise that would remove you like your your temp docks in Prior years could come out now and attach to
[1:11:33] these and remove them relatively easy now be able to pull them up bring them on to shore not have to disassemble
[1:11:39] reassemble every year was there money in the budget to assemble and disassemble
[1:11:44] the step downs from the get-go moving forward in the um ongoing
[1:11:50] maintenance of the lakewalk ongoing maintenance no I don't believe so it was a part of this
[1:11:57] year's project costs though I I I because I didn't remember anything about
[1:12:02] ongoing in and out I thought they were permanent structures that um because we
[1:12:09] should have budgeted for the In-N-Out and um if there was a cost and now where
[1:12:17] it's going to be less of a cost because of this cost
[1:12:23] um I guess it would be good to know that but um what was the original budget to
[1:12:29] take it in and out or original thought that it would cost to take those in and
[1:12:34] out uh council member Park Hill that's something that we have just been
[1:12:41] starting to explore as they're now built in term and that's why we're we propose
[1:12:46] making some tweaks I think Bob can probably give you the best estimate of uh the difference with these tweaks you
[1:12:53] know a generic you know a ball Park number that will give you an idea of the savings that would be involved yeah I
[1:12:59] mean generic numbers when we started looking into this um asking contractors what the cost would be to remove and
[1:13:06] reinstall the the step Downs as they were I mean early budgets were around 50,000 a year to do so um by making
[1:13:14] these modifications the the annual cost should be less than 10,000 and we're
[1:13:21] working through that right now to be able to to pull these so but but as of the estimates that we've received
[1:13:27] recently it's it's around it's going to be under 10,000 to remove these is that something our public work staff can do
[1:13:35] we we've talked about that to see and we have a better chance of doing that if we do make these tweaks to make it you know
[1:13:41] less of a of one big dismantling
[1:13:46] project so to be clear the ask for tonight the change
[1:13:53] order is the 165 a31 correct the future
[1:13:59] potential change orders the 63,000 is for the stepdown that is being is in the process
[1:14:07] of being re-engineered correct okay so we're not considering anything with relating to
[1:14:15] the the step down at this juncture not tonight no so my bigger question
[1:14:21] is looking at um all of the items these are all items that have already I'm
[1:14:28] trying to understand the order in which this is coming to us these are all items that have already
[1:14:35] been done so why do you need our approval now
[1:14:43] shouldn't you have gotten shouldn't we have provided our approval before the
[1:14:48] work was done that's a great question and um generally speaking in order to to
[1:14:55] move the project along um as as we were able to meet our
[1:15:01] timeline um and and there were issues that came up that needed to be done we
[1:15:06] thought uh there wasn't a choice um and in in addition um they needed to
[1:15:14] be vetted and that takes time um at the end of the day they're the contractors
[1:15:20] that are working on the project they're taking a risk by doing it because they know very well that they don't have
[1:15:26] Council approval but given the nature of the the the design and the project and the
[1:15:32] construction that they got to go through a process and ultimately if it's reasonable you know the council will
[1:15:39] consider it and then you know see what happens but they've been vetted um and I
[1:15:45] think Bob can probably provide a little bit more detail as to why now versus before but this is a conversation that
[1:15:51] we've had repeatedly and this was the process in terms of timing that the the
[1:15:57] construction team recommended they're making recommendations on when Council
[1:16:04] considers a change order when they're ready to be considered
[1:16:10] yes because if if uh you tell because if if because we look to you we don't look
[1:16:17] to them and I'm I'm really trying to wrap my head
[1:16:25] around this because I put myself in your shoes I wouldn't put myself out there
[1:16:31] for $165,000 on the hope that you don't have a a council but we have the construction
[1:16:39] expert here um to our left and I just I'm just saying
[1:16:46] this as someone over I I don't think I've ever seen this process play out
[1:16:52] this way and I don't want we pride ourselves
[1:16:57] in fulfilling our financial obligations so I I want to premise that however you
[1:17:05] also heard the conversation we just had at the beginning of the public forum and
[1:17:10] I sit back and go I'm not comfortable saying yes to
[1:17:17] $165,000 but this is work that's already done we're committed and so Ken could you please
[1:17:24] I'd like to hear from um Council well and just from my understanding there
[1:17:29] were previous change orders but they didn't require Council approval but these do is that yeah just to reiterate
[1:17:36] um the previous count the change orders were part of the contingency that we allocated for those types of requests
[1:17:44] once we've absorbed all that contingency then we have to go back to the council because it really falls out of the scope
[1:17:50] of what the council approved yeah so that's
[1:17:55] that's part of the process May we're here because they're these are funds
[1:18:00] that were not within the or Beyond contingency therefore maybe funds
[1:18:05] potentially were not available for this I think the other part of this is that um mean this is probably more of a
[1:18:12] contractual issue but I mean if this is work that is clearly wasn't in the
[1:18:18] contractor's contract and it should be very clear if it was or wasn't the city probably ow on
[1:18:25] that money um so so I have some other questions
[1:18:31] about this but if you want to keep going on your theme I'm not clear on the we we
[1:18:38] used up our contingency and now we have another contingency no madame mayor there is no
[1:18:43] other contingency that's why we're have we have these change order requests in front of you to considered tonight um so
[1:18:51] this is beyond the this is beyond the contingency yes than but how are we still within the budget if we exceeded
[1:18:59] our contingency we had a budget and then we had the contingency and that brought us to a
[1:19:05] number so we're over budget uh we we've were over expenses than what we
[1:19:12] originally anticipated however we have a we have reduced expens expenses in some
[1:19:18] areas with project management some design changes but we've also added some
[1:19:23] Revenue coming in to offset some of the costs with the sales tax credit as well
[1:19:29] and that's how we get to uh actually we're under budget I think I also cautioned if I
[1:19:35] remember correctly not to reduce the contingency too soon too
[1:19:43] aggressively because we didn't know what was going to happen and the decision was
[1:19:49] made by staff to cut it significantly um
[1:19:56] um I guess we wouldn't be here that's okay um council member senson just think
[1:20:03] I mean questions um I haven't been privy to a lot of the past here on how we got here
[1:20:11] um I have considerable questions about that but that's not that's not why we're here
[1:20:17] um um so um I have a few questions
[1:20:23] specifically about the change orders if that's if if if you want to talk about that well U Madame mayor I do and
[1:20:30] council member s and I do have the rest of the presentation that highlights the actual change orders because this was
[1:20:37] the intention was to get it kind of a context of the budget I think we got there with that uh despite you know some
[1:20:44] valid concerns and questions the next item was to go through each change order and see if you have any questions so
[1:20:49] happy to to go along with however you'd like but that was kind of the plan
[1:20:56] yeah let's uh go through that cool that's a good idea okay so summary there's four or
[1:21:03] five of the change orders the first one is pile obstruction that's about uh just north of
[1:21:09] $188,000 that was for um a surprise when we had a boulder in the the muck of the
[1:21:17] the ground that the pile was driving in so it had to be broken up specifically to allow uh the piling to be installed
[1:21:24] per the plans um we thought we thought maybe we would run into that along the way and we
[1:21:30] did uh but we didn't you know we don't budget for something specific like that
[1:21:35] ice breaking a little over $22,000 that was to break the set of Ice
[1:21:40] uh to allow the pre-cast beams during the winter conditions um and it was done right
[1:21:47] before uh ultimately the water froze over uh Our intention was we wouldn't
[1:21:53] have to pay that because everything would have been done prior to that point in time however with the pile depth
[1:22:00] delay the delay caused by the increase in the pile depth and the later start
[1:22:05] because of the DNR restriction uh we did run up to those winter
[1:22:12] conditions uh next one is the Hydro crane setup um rationale again there is
[1:22:18] due to the winter conditions that we we had hoped at the time that we'd be uh
[1:22:23] done with construction um but ultimately uh the contractor needed to use a hydr crane uh to install
[1:22:30] the final four pre-cast uh planks over the railroad it's that tight area along Broadway
[1:22:37] where we have we don't have space um on land to to work with we have to go over
[1:22:43] the railroad to get to the um the lakewalk
[1:22:48] structure uh remaining acceleration at towards the end of last year we brought
[1:22:54] in another barge and a second crane to make sure we got all the work done uh in
[1:23:00] time before the the Deep thaw or the Deep Freeze sorry uh came through um
[1:23:06] ultimately we had a estimate for $200,000 um the
[1:23:14] original uh um fee was
[1:23:19] $226,000 or I'm sorry $106,000 which has already been approved another component
[1:23:24] of that another phase of that was $60,000 ultimately that was less than what they anticipated but it's still a
[1:23:31] sign significant amount and it was needed in order to expedite the last kind of remaining bit of the uh
[1:23:39] lakewalk uh lastly we have rail stiffeners uh I'm I'm not going to pretend to be a
[1:23:45] construction expert on this but ultimately some additional reinforcement of the uh railing were needed in order
[1:23:54] to to ensure with the pre-cast and how it was built that um there wasn't any um
[1:24:03] tension or wiggle to both the railing uh with the um cabany on top to
[1:24:12] to not um yep there needed to be some stiffeners added to the to the top rail
[1:24:19] of the railing system as the railing system was being tensioned it's a cable rail system as it was being tensioned
[1:24:25] the kebony rail couldn't couldn't I guess carry the loads on the top so
[1:24:30] there was so an RFI was sent in and structural engineer record responded
[1:24:36] back with the addition of stiffeners uh through that top rail that's underneath the caby
[1:24:42] top thanks Bob and that's it so that that totals the 160 plus ,000 that we
[1:24:50] are requesting tonight 165 thank you so
[1:24:55] um pause there to take questions question I have a question of
[1:25:00] my colleague actually um council member
[1:25:06] senson when you have a project a construction project and it's designed
[1:25:11] and engineered a particular way and then you're at the point of
[1:25:18] implementation or the build and then you have somebody the in
[1:25:24] staller that says well this isn't going to work it was designed it was
[1:25:30] engineered um it was drawn dis spec it was the parts were ordered who's
[1:25:36] responsible for that I mean I could draw a house too but it doesn't mean it's going to withstand any wind or rain or
[1:25:43] anything else but I I'm a Little camix by you know hey we design and and pay
[1:25:53] money substantial money to have a project designed and then at the time of
[1:25:59] the build we get things like oh yeah that's not going to work and oh by the way now you owe another
[1:26:06] 42,000 I mean if you're if you're recommending materials and a design and
[1:26:12] a building method wouldn't you know that yeah so Madam mayor your question
[1:26:19] is pertaining specifically to this last issue right correct and I I had same question I mean normally you would there
[1:26:26] you go you would uh you would ask all the questions associated with why
[1:26:31] doesn't it work is it if we built it according to how it was engineered in design is it a contractor issue was it a
[1:26:39] insufficient design to start with and you would typically have those conversations with your consultants and
[1:26:45] professionals and trying to resolve it the best you can you know with with within those people that could be
[1:26:51] responsible so find out what the issue really was and and to extent you can
[1:26:57] hold them responsible and I think I think this is an example of that can we
[1:27:02] talk about that this example and why we're at this point sure Madam mayor I
[1:27:09] would I would ask Bob to kind of highlight that the need there yeah I mean this was an RFI that
[1:27:14] came through it potentially we we talked it through with with the structural engineer record and
[1:27:21] the designer civitas um R RI came in and it was discovered when the cable rails were
[1:27:28] being tensioned on the cable system they would it would pull the the uprights out
[1:27:33] of Plum so with once they were under tension started looking at it um the way
[1:27:40] that the top rail would be mounted to the uprights it would ultimately wouldn't be able to carry that load and
[1:27:46] the mounting devices the screws essentially to the top rail would end up shearing off so er looked at it again
[1:27:53] and it's potentially tied to a value engineering change order too that was
[1:28:00] approved early on in the job where some value engineering was accepted to the railing system um so part of that could
[1:28:09] be adding some of that ve back into the job to help stiffen up that system um but yeah it was vetted out
[1:28:17] with with all the Consultants on the project it was uh and it was constructed per the the I'm sorry could you speak up
[1:28:24] a little I'm sorry but yeah it was vetted out with the with uh the structural engineer record and the designer to review what was causing it
[1:28:31] in what the fix would be to make sure that this that the system could handle that load
[1:28:38] so and so then we go back to the designer and the structural
[1:28:43] engineer are why are we getting the bill if they're the ones who who designed and
[1:28:50] engineered it and it didn't work
[1:28:56] uh Madame mayor I would say based on the changes to the the design with the the
[1:29:01] value engineering and and
[1:29:07] the the risk that we take with building a lakewalk in a in you know a ground
[1:29:14] that we didn't know how the pilings were going to respond so we you know it hadn't been done before and I think there there's probably a little bit of
[1:29:21] variation as a result of that uh as we just talking about this particular item
[1:29:27] yeah I understand that but it's all gets back to you know the pre-cast and how everything was designed because
[1:29:32] everything kind of is related to each other um but um as far as any more
[1:29:40] detailed explanation I that you're not hearing from B I'd have to go back and respond and table the item please
[1:29:48] um so again I don't have all the background on this but this is what it starting to look look like to me a bit
[1:29:54] is we started this project with less than $400,000 contingency is that is that
[1:30:02] right yeah yep so that's that's uh 3 point something
[1:30:08] per. that's that's a very modest amount I think uh contingency to start a project
[1:30:15] like like this I thought it was more that pardon me for interrupting we had considerably more it it started at 6%
[1:30:24] uh prior to bid time after after bid date it dropped down to
[1:30:30] 4% um is where contingency was after
[1:30:35] bidday okay um well see even with that I mean a
[1:30:40] project like this it probably started out with a pretty modest contingency we spent it all um you know if we were
[1:30:48] still within the contingency amount that we had that we started with um we
[1:30:55] probably wouldn't be here talking about it um I think the issue is why do we encour these change orders and have been
[1:31:01] being appropr appropriately scrutinized and they appropriately scrutinized I don't think we have a lot of at least I
[1:31:08] don't have a lot of insight into answering that um I guess I would have
[1:31:14] been more comforted if there was a there was you know what we have is Direct
[1:31:19] Communications from zenite Tech to K Anderson and that's what's in our our
[1:31:26] documentation I would have felt more comfortable had we had a a communication
[1:31:32] from our our construction manager whose job it is to ask the hard question
[1:31:38] scrutinize this to the city saying we've looked at all this it's been scrutinized
[1:31:43] we dug into it we understand it and we think this is something that uh that
[1:31:49] that that they're due maybe that happened maybe maybe it's
[1:31:54] just it's just not in here but it leaves a question in in my mind back to the
[1:32:00] stiffener issue um you know some things happen that just
[1:32:07] happen and that's why you have a a contingency probably especially on on a job like this I think the issue is if
[1:32:15] there gets to be too many of those especially associated with one design firm then you have a hard discussion
[1:32:22] about who's about who should really participate in being responsible for it
[1:32:28] financially I'm not sure in this case just how many of those kind of go back
[1:32:33] to maybe one designer or one issue but you know that's kind of why you have a contingency to deal with some of that
[1:32:39] smaller stuff um this one this one's a pretty big number
[1:32:46] um but that's just the one issue can we go back to the other items
[1:32:52] on the uh request yeah have a a comment yes please
[1:33:00] uh so um on the pile obstruction is issues we hadit a boulder had to break
[1:33:07] it up cost 19 Grand y yep so on the pile obstruction um there in there's no I
[1:33:17] guess in the contract with Xenith Tech there's no obstruction costs okay which
[1:33:22] is my question B so so we just presume we wouldn't hit any Boulders or have
[1:33:28] obstructions like this so I mean typically that would we hit one we got to change I mean you would typically
[1:33:33] like pile obstruction would typically be something that one of the things with a big piling project that you'd be accounting for with
[1:33:39] contingency um there was nothing in their contract to carry per se an allowance for obstructions so I mean
[1:33:47] this was tracked and signed off on as far as on site making sure that what was the time that was put into it was the
[1:33:54] equipment and everything was vetted out so when looking back I think you could make have a lot of questions about this
[1:33:59] maybe you should have anticipated some but sounds like we just thought we'd use contingency for something like this and
[1:34:06] even with that I mean was with uh the project superintendent was was watching making sure there was daily logs and
[1:34:13] tickets tracked for all this stuff too making sure that there was and uh the
[1:34:18] inspectors can you speak a little closer I'm sorry the uh the inspectors were on site observing this so is into daily
[1:34:25] logs as well yeah and then okay so and then the other
[1:34:30] three are all schedule related yep so these yeah do you want me to comment on
[1:34:36] those really quick yeah yeah and kind of give you some background so with the ice
[1:34:41] breaking these these other items really are pertaining more to delays in the
[1:34:46] project and changes in the bid documents as far as the bid documents the plan was
[1:34:52] to start with pile driving and be able to mobilize and start affecting the lake bed back in May and uh when the permit
[1:35:02] was issued by the DNR it pushed the start date to July 1st so the acceleration cost those items
[1:35:09] were basically due to that due to any sort of scheduled delays also the piling
[1:35:15] um the the piling ended up going deeper than anticipated and deeper than the
[1:35:21] Geotech record would have anticipated Al those considering added more time to
[1:35:27] the schedule so there was Ice breaking getting into winter conditions when it was not the plan to be doing pile
[1:35:33] driving during the winter on this project yeah so the um instream
[1:35:39] disturbance dates from the DNR that that was that just come as a surprise to us
[1:35:45] or did we did we not anticipate that that was going to be an issue or how'd
[1:35:52] that come about uh yeah we did not anticipate that coming from the DNR that
[1:35:57] was something the permit from the DNR was issued right before the project was set to start and that's when it was uh
[1:36:05] that's when we were notified that the that the lake bed uh restrictions were
[1:36:10] in play until uh essentially June 30th so we're kind of digging back in history
[1:36:16] we're not going to do a whole lot about this but just some general uh question so you know I think
[1:36:24] we as a council have to rely on our experts our in-house experts with public works and
[1:36:32] people like Krauss and uh we just need to be convinced that these have been
[1:36:37] scrutinized thoroughly and um it's hard for us to really know if
[1:36:44] that was the case I guess Y and we can we certainly had a lot of a lot of
[1:36:49] discussions with because these are all primarily Zenith Tech we did myself with
[1:36:54] Mike Kelly I mean went through all these numbers went back and forth with Zenith Tech and scrutinized a lot of these
[1:36:59] numbers we can provide documentation as well to show how that how that looked I just think it's maybe more a point in
[1:37:06] the future to give us the information we need to really understand it better because it's it's hard to make a
[1:37:12] judgment on this without some of that that history oh thank you for that council
[1:37:18] member um good points any anybody else any questions yes council member
[1:37:24] McDonald um I do have a question and maybe this isn't
[1:37:30] the appropriate time to ask it but with the idea of not being caught flat-footed
[1:37:37] looking hindsight um could is it an okay time to ask uh Mr
[1:37:44] Jansen for specifics on what the change orders are looking like for the stepd
[1:37:50] Downs I've noticed um some of this like
[1:37:57] skeleton down there that has been started doesn't seem to be moving there's a large piece of equipment
[1:38:03] that's been just sitting behind a sidewalk cloth sign for quite some time
[1:38:08] and um with the idea of being ahead of the
[1:38:13] game these design changes have not as can I recall being seen by you
[1:38:22] know this body so will those that skeleton down there will
[1:38:28] that always be there is that's part of the thing that going to be removed I mean I feel like a lot of the aesthetic
[1:38:33] is changing um so if you could if this is an okay time mayor or manager doll to
[1:38:41] yeah I can touch on it that was sure well um Madame mayor council member McDonald I think it's a good question to
[1:38:47] ask it might make sense to act or not act the these items and then we could
[1:38:52] while Bob's here we can move on to that uh if You' like otherwise you know it it is all related to each other so I don't
[1:38:58] think it's out of line to talk about that but to keep it focused might be a good idea to to consider these items
[1:39:05] first well I appreciate council member McDonald bringing it up yeah because we
[1:39:11] don't want to get [Music] something decisions are being made
[1:39:17] outside of the purview of the council I think is what I'm hearing from council member McDonald
[1:39:24] and then you're going and I use you in the in the broad sense um this Council
[1:39:32] will be asked to approve the cost yet we haven't seen the design
[1:39:39] revisions we don't know any information about it and it again seems like maybe
[1:39:45] there's a bit of a disconnect in terms of what are we going to be asked
[1:39:50] to being asked to approve something up after the fact is too little too
[1:39:57] late um so how about we do this how about we ask
[1:40:04] the city manager to get some information and come back to us um for the next meeting that would be great I'm I'm
[1:40:11] perfectly comfortable uh working through the issue at hand but it just seemed like maybe a
[1:40:18] good time to bring that up so that we don't find ourselves asking to be to pay a bill that the work is already done
[1:40:26] yeah okay and Mr johnon if he could maybe be at that Workshop or whatever
[1:40:32] the yeah I think that's a great idea get some answers yeah yeah okay great so we
[1:40:38] have a summary of change orders in front of us to the tune of
[1:40:52] $65,900 pway project I'll bring it back to Council in terms of their
[1:40:59] thoughts I can start sure council member per um I think maybe we were a little
[1:41:07] optimistic on the 4% contingency number one um that may have been oversight
[1:41:15] on anybody involved with this um um I would say that
[1:41:25] um I'm feeling the same way about not being involved in some of these decisions um and for example maybe we
[1:41:33] could have gotten rid of the step Downs if we knew they were going to cost us x
[1:41:40] amount per year in and out that wasn't budgeted for and an additional
[1:41:46] $63,000 so we weren't given the option to try and balance the budget with that
[1:41:51] um but I know in building there's always unforeseeable things um I'm not sure I
[1:42:01] mean maybe we could have thought that there was a boulder somewhere in the lake and put some money aside for it but
[1:42:08] I think we would have been paying for it anyway either through a budget amount or
[1:42:14] a change order um ice breaking is a little surprised given that we didn't get a
[1:42:20] freeze until sometime in January but I guess it happened it normally freezes by
[1:42:27] December 1 um and then the the other
[1:42:32] items you know um little little hard to ascertain exactly how we could have
[1:42:39] mitigated that mitigated that um at this point I don't think we have a choice I
[1:42:45] think we have to pay for this but I think my biggest request is some
[1:42:51] transparency and clarity we're up here forced to make a decision
[1:42:56] after the fact and it's really not fair to us it's not fair to the community either that all a sudden these things
[1:43:03] are here and it's always the city that ends up eating the eating it and I see
[1:43:11] that in a lot of things it's like we get overb and we get overcharged afterwards
[1:43:17] in a lot of times and so that's just a little of me venting because watching
[1:43:22] some of these budgets go through are just like holy smokes and it's a bureaucracy so things
[1:43:30] get through but um I am don't see a way out
[1:43:36] other than to pay these but I have expressed my dissatisfaction with kind of the process related to
[1:43:43] this thank you next council member sson um yeah I I I pretty much agree
[1:43:51] with Council Park on that I think at this point we have little Choice than to rely on the experts that we've uh hired
[1:43:59] to manage this and um uh I think a little more documentation would have probably made us a little more
[1:44:05] comfortable that we uh are making decisions that we um felt a little more
[1:44:11] confident in um and I think it's a little bit revealing too I mean some of the discussion were happen is really
[1:44:17] pertaining to the fact that we're out of contingency now we're here talking about change order that wasn't evident in here
[1:44:23] maybe I'm the only one that didn't understand that but um but yeah I think I think uh I think we talked it through
[1:44:30] pretty well at this point in time we have little other choice and to approve it okay thank you Council yeah I I agree
[1:44:39] with um council member parkel and Toren to that um this is uh something that I will
[1:44:48] support that we pay these bills um just
[1:44:55] mayor I I'm just wondering if I could just push back a little bit about holding off on next meeting until next
[1:45:01] meeting about this the step toown update um we have Mr Jansen here tonight I
[1:45:07] believe our next meeting is short on members and since the work is already in
[1:45:12] process I and we could do this offline with manager doll too but I really
[1:45:18] wouldn't be comfortable waiting another two weeks to get the answers to those specific questions so again sorry that I
[1:45:24] keep bringing up something that's not in front of us but um I just wanted to make
[1:45:29] that comment so for um this 165 830 and
[1:45:36] 98 cents is something I do support and we'll vote in favor of no thank you uh
[1:45:41] no I can appreciate we're going to have a light um audience on the third uh
[1:45:48] where I'm a little hesitant to have too much discussion
[1:45:53] about an item that isn't on the agenda I would maybe you could stay after the
[1:46:01] meeting and have some if you have questions of Mr Jansen um and then can
[1:46:08] report back to the rest of the council by the end of the week via email or if
[1:46:14] they can follow up with you with questions yeah Madam mayor council M McDonald uh I'll I'll provide an update
[1:46:19] at a minimum on Friday and then we've we got a great Direction tonight in terms of when that comes back to the council
[1:46:27] what the expectations are uh in order to consider approval oh that would be great
[1:46:32] would that work council member yes thank you I appreciate that absolutely very much it's not that I don't want to talk
[1:46:38] about it but I out of respect for you know citizens
[1:46:43] who might otherwise be tuning in to learn more about a specific issue if it's we talk about it makes perfect
[1:46:50] sense okay uh and if further discussion needs to happen at a at the next meeting

[1:47:59] told it's going to cost extra for an extra Burge it's going you know
[1:48:05] and but when we get the information in drips and drabs
[1:48:12] um we don't understand the totality it's when it comes before us in this manner
[1:48:19] um and knowing what we know about the so maybe it's a good thing actually it's kind of a little bit of a a blessing we
[1:48:26] see you know what we've paid so far what we've received we get a a clearer
[1:48:32] picture we get the whole picture um although it it it does still make it
[1:48:38] difficult um from this perspective so all right um we need a motion to

[1:50:15] declaring the results of the November 5 2024 City general election city manager
[1:50:21] thank you Madame May here so this will be brief but I do have some uh good uh and interesting information to share uh
[1:50:29] just quick background is why this is on the agenda the city is required by State Statute to Canvas the election we're not
[1:50:37] canvas canvasing the results of uh state or national election results just the
[1:50:43] local election that's you know applicable to us so we're required to do this and it's just affirming um
[1:50:50] acknowledging and galvanizing the actual vote counts uh kind of acknowledging our
[1:50:57] really robust and uh Stellar election process that city clerk lvg
[1:51:04] runs uh so the resolution tonight is ultimately to approve the results that
[1:51:10] we all saw it's in the details of the resolution I'm just going to go through some those results and a little bit um
[1:51:17] additional results as well pertaining to the election so the congratulations are
[1:51:22] for uh mayor-elect Andrew Mullen for receiving 139 votes uh for mayor which is
[1:51:32] 52.1% uh you can see the other uh primary candidates uh that were running
[1:51:37] for mayor Jeff can had 54 votes and Barry petet with
[1:51:43] 682 uh the other election local election that we had in town uh was for two
[1:51:48] Council seats uh we had uh existing Council member uh Alex plish and existing
[1:51:55] council member Ken senson running both un opposed so there were no other um
[1:52:01] folks who uh threw in their name and you can see the vote total are just about 1,500 for both candidates so that that
[1:52:09] data right there that I just went over is what you're approving tonight or considering in the uh resolution that
[1:52:14] was a part of the um Council packet just real quickly if you want to look at
[1:52:20] federal and state results and see how Yetta voted you you see there generally
[1:52:26] um and it's pretty small and even I'm having trouble uh re looking at it but
[1:52:31] ultimately uh 41% in change voted for uh
[1:52:36] president-elect Donald Trump and uh 56 and some change in wetta voted for um
[1:52:43] vice president Harris I think it's always interesting to see how wetta votes you know compared
[1:52:48] to the nation not with no color added there it just just interesting data uh
[1:52:54] you can see here the state uh results uh numbers for uh Senator kachar versus her
[1:53:00] main opponent uh Royce White and then you can see WIA Zone um Senator elect
[1:53:08] Morrison with the Republican candidate uh Tad Jude and actually there that was a pretty close race uh actually closer
[1:53:16] than it was in the district where uh Senator Morrison foretta uh received I
[1:53:22] believe that's 53% and some change in um uh uh Jude had uh just under
[1:53:31] 47% uh lastly the two um House and Senate seats uh so the the state
[1:53:38] congress seats were up for um for vote uh for the Senate this was the only
[1:53:45] senate seat uh that that folks were voting on because of Senator Morrison
[1:53:51] going to the US Congress versus uh the state capital uh and you can see uh
[1:53:59] uh uh Democratic farmer labor candidate an Johnson Stewart received just over
[1:54:05] 49% it was almost tied ultimately and then Republican Kathleen folk uh
[1:54:12] received just over 50% ultimately um uh Johnson Stewart won the race for the uh
[1:54:18] dist The Local District said as is that certified did they do a recount they did not do a
[1:54:25] recount no how did how did she win with fewer votes that was just in wetta so
[1:54:31] the district mostly motanka and then a few other parts now it's coming together wow
[1:54:37] that's close yeah no worries and and the the the rest of the district outside of wetta is is greater than you know my
[1:54:45] wetta portion is the minority of the overall votes that makes sense and
[1:54:50] lastly uh representative aom ran again and she was unopposed and as a result she got more than whatever that is
[1:54:58] 95% so just some interesting data in terms of overall turnout once again very
[1:55:04] high in y zaa we're one of the highest in the state which uh reoccurring has
[1:55:10] the highest voter turnout in the country so use that for comparison in terms of
[1:55:15] how many people are doing their civic duty here in wetta you can see overall
[1:55:21] um uh we had 80 87% turnout a little bit less in terms of registered voters and
[1:55:27] overall outcomes than the 2020 election which is interesting I asked cud clerk
[1:55:32] LG about that today and she didn't have a uh she she couldn't jump to any
[1:55:38] conclusions there in terms of why it was a little bit smaller
[1:55:43] um and I guess that's all I have for you so any questions regarding the data I thought that would be interesting to
[1:55:49] share no I appreciate it it I am seeing a trend in the general election that
[1:55:54] we're getting fewer registered voters and the turnout the percentage is less
[1:56:01] right um I don't know where everybody's going maybe they're leaving the state sooner
[1:56:06] to flock South I don't know yeah it could I I think that's probably part of
[1:56:13] it um 2020 was a weird year with covid and a lot of mailin ballots so I don't
[1:56:18] know if that played into it but I think those two Dynamics probably yeah were the biggest uh determinant there well as
[1:56:26] people can see I mean um elections are close especially in a
[1:56:31] town like wi Isetta yeah every vote matters yeah right well I appreciate not
[1:56:37] having to read through every write in I mean we could and Micky fun very funny
[1:56:43] story so before we get to this adop the resolution so four years ago when I was
[1:56:50] elected to the seat and I had to canvas the election I remember a girlfriend of
[1:56:58] mine who lives in town her daughter lives in town they each listed
[1:57:05] themselves in the right in you know as a candidate I'm like well what kind of
[1:57:11] friend is this they didn't even vote for me she's like you can see my vote I'm like well I can't see your vote but I
[1:57:17] could see that you wrote your name in and it was she was surprised by that
[1:57:23] um but we had a good chuckle that she thought she would make a better mayor than me she probably could have but you
[1:57:30] know um yeah and this time around as I was looking through the right ends I am
[1:57:36] proud to say that one of my Offspring got a vote for mayor and one for council
[1:57:42] member so well congratulations to you I think politics is in is in his
[1:57:48] future he probably did it for himself but I don't know he could who knows you
[1:57:54] know all right so um I want to just before we get to the resolution I want
[1:58:00] to say congratulations I want to say congratulations to my colleague council member Sorenson to council member pish
[1:58:07] who was not here today um to mayor-elect Andrew Mullen um and most importantly to
[1:58:15] every candidate who files for office I think everybody should do it once in their life it is a hard thing to do to
[1:58:22] put yourself out there um to knock on doors uh it is a an incredibly humbling
[1:58:29] experience um but one that we all grow from um and so uh I think everybody at
[1:58:37] the end of the day is is a winner um and better for it so uh I thank them uh for
[1:58:45] taking the leap of faith so thank you you all right uh how about uh we make a
[1:58:53] motion to adopt resolution 46-22 caning the returns and declaring
[1:58:59] the results of the November 5 2024 City general
[1:59:08] election so moved Madam mayor thank you it's been first and second further
[1:59:14] discussion all those in favor say I I I oppose motion

[1:59:25] things wanted to um highlight tonight one is uh thanks to well just thanks in
[1:59:31] general for all of our wonderful volunteers that we have in town they were acknowledged and recognized uh last
[1:59:37] week at our annual volunteer dinner so um thanks for a wonderful event for everybody that came out in for the folks
[1:59:45] that weren't there but still a volunteer thanks for all that you do to make this community uh what it is uh you know as
[1:59:52] you walk down the streets and look at all the beautiful plannings and folks that are keeping the the streets clean
[1:59:57] and just you know the boards and commissions there's so many Volunteers in this town
[2:00:03] and it's great so thank you um also one other thanks uh my last update uh for
[2:00:09] tonight is we talked about the election but every every election year gets more
[2:00:15] and more complicated and requires more and more staff capacity requires more and more endurance especially you know
[2:00:22] last few weeks when our election staff is working on now Sunday Saturday and every day of the week it's non-stop it
[2:00:29] creates a better voting experience it's the right thing to do but it's not without a lot of effort um and just
[2:00:37] overall capacity from our staff and the unique thing and I've heard this several
[2:00:43] times over the last couple of weeks you know other people go to other communities and you know they're they
[2:00:50] have long lines the staff are working hard um so we get that but here in wetta
[2:00:56] you are treated like you're the person that matters and our staff led by city
[2:01:02] clerk leig um really has a a great team they treat people very kindly and um I just
[2:01:11] want to give them a lot of um uh acknowledgement and recognition because
[2:01:17] it's one thing to to work your tail off and um you know be exhausted after a
[2:01:23] long season it's another thing to do it with such Grace and kindness and really customer service driven and that's what
[2:01:29] Cathy lervig at City Hall our city clerk does that's what Lori krismer part of her team that's what Jenny myin does and
[2:01:37] quickly I want to just mention the election judges because they're not a part they're not our our normal kind of
[2:01:43] full-time team we've got a great team of community members that are really volunteering their time for the for the
[2:01:49] last few months to help out and make sure that we have a wild oiled machine in terms of our election process so
