Wayzata Planning Commission Backs Outright Ban on Short-Term Rentals
Commissioners unanimously recommended zoning text amendments to Chapters 902 and 937 that would prohibit short-term rentals as a use anywhere in the city.
The Wayzata Planning Commission voted unanimously March 10 to recommend zoning text amendments that would prohibit short-term rentals throughout the city, following direction from the City Council to address the issue through the zoning ordinance rather than through licensing.
City Planner Anna Hedblom presented the proposed amendments to Chapters 902 and 937 of the city code, describing them as a direct response to Council direction.
The purpose of the proposed zoning amendments this evening is to follow City Council direction in prohibiting short-term rentals or STRs in Wayzata through the city's zoning ordinance. If approved, the effect of these zoning ordinance would be an outright ban of STRs as a use in the city.
Residents describe neighborhood impacts
Several residents who live near short-term rental properties spoke during the public hearing, including neighbors from Lake Street East and Broadway Avenue North. They told commissioners that frequent turnover of guests had changed the feel of their blocks.
The key thing is that the short-term rentals affect the character of a neighborhood and when we moved there, we understood it was zoned residential and didn't think we had to worry about having businesses immediately adjacent to our home.
Another resident drew a distinction between nightly rentals and longer leases, saying her concerns centered on turnover, parking and noise rather than renting generally.
