North St. Paul-Maplewood-Oakdale District Faces Critical Funding Decisions, Referendum Eyed
Superintendent's report at the January 28 board meeting highlighted statewide funding challenges and per-pupil spending disparities, signaling critical decisions ahead for the community.
At its January 28, 2025, regular meeting, the North St. Paul-Maplewood-Oakdale School District board received a detailed report from the Superintendent outlining significant financial challenges related to state funding and the potential need for an operating referendum. The report underscored the district's fiscal position compared to neighboring school systems, prompting discussions on how to sustain educational programs and services amidst evolving economic landscapes for the community encompassing North St. Paul, Maplewood, and Oakdale.
The Superintendent's report specifically drew attention to statewide funding issues impacting districts across Minnesota, including the North St. Paul-Maplewood-Oakdale School District. Discussions touched upon the complexities of property tax bases in Ramsey County and Washington County, which contribute significantly to local funding, alongside the state's Permanent School Fund. These varied income streams collectively determine the resources available for student education and operational expenses. Data presented highlighted that the district's per-pupil operating referendum funding falls below that of comparison districts like Hopkins Public Schools, and graphic comparisons included local districts such as Mahtomedi.
Beyond the broad financial landscape, the district continuously navigates operational complexities that require careful resource allocation. For instance, planning for essential standardized testing involves logistical considerations that impact the entire student body and school day, implicitly drawing upon the district’s budget.
When we do ACT testing in our high schools, we have a remote learning day for the ninth, 10th, and 12th graders during ACT testing. ACT is very strict. You can't even have passing period bells ringing during the day and disruptions like that.
