St. Paul City Council Delves into Tax Increment Financing, Focuses on Affordable Housing and Redevelopment
City officials received an annual update on Tax Increment Financing (TIFF) districts, examining their role in stimulating economic development and funding crucial affordable housing initiatives.
The St. Paul City Council recently convened for an annual update on Tax Increment Financing (TIFF), a critical financial tool used to spur development across the city. The discussion centered on how TIFF districts operate, their impact on local tax revenues, and their significant contribution to funding affordable housing projects.
Jenny Wolf, presenting on behalf of PEED, initiated the conversation by outlining the fundamental purpose of TIFF. She explained that the mechanism allows a city’s Housing and Redevelopment Authority (HR) to capture future increases in property taxes generated by new development in a designated area. This captured increment is then reinvested into the project itself, enabling developments that might not otherwise be financially viable.
TIF is authorized by state law and enables the HR to capture the increased taxes to finance development that otherwise would not occur.
Allocation and Pooling of Funds
A key component of the TIFF discussion revolved around the allocation of collected tax increments. Council members sought clarification on how funds are distributed between direct project costs and broader city initiatives, particularly affordable housing. A general structure outlined indicated that 65% of collected increments are typically used for the project within the TIFF district, reimbursing developers or covering direct project costs. The remaining 35% is allocated for administrative expenses and 'pooling' for affordable housing.
