Budget Managers have reviewed input through their Director, the Finance Director, and the City Administrator. ## Wage Assumption Scenario: Data Points: 2026 Consumer Price Index rose 3.5% for all items (measured June 2026 using 12 months ended data). Social Security COLA for 2027 estimated range 3.6% - 3.8% as of 7/17/2026. There is a compensation study in progress with Flaherty and Hood. Preliminary wage assumptions will be used ahead of this data for the budget process to reach the finish line. We will need to make any necessary updates after initial budgets are underway. The previous Compensation Study was adopted in 2022 for non-union employees and put the city in an improved position from a wage-compression standpoint. Union negotiated wages were set later for 2023 – 2025 and negotiated again for 2026-2028 for Public Works and 2026 for Police. Wage input for the budget presented today assumes a 3% wage increase plus step and grade considerations. ## Benefit Assumption Scenario: When we renewed healthcare benefits for 2026, we accepted the low bid from Health Partners, which was a (10.8%) decrease. At that time, they quoted a cap for 2027 on premium changes at +15%. Since we will not have more firm renewal data until later in the year (August time frame), we propose using the cap as a budget placeholder until we receive the firm renewal from Health Partners. Our offering for HSA Employer contributions will be part of the medical renewal determination, taking into consideration the renewal premiums on healthcare benefits. Dental premiums renewed for 2026 with a 4.7% increase. No 2027 renewal data is available yet for this category. Life Insurance rates are under a rate guarantee through 12/31/2028. Chief Lindbloomcoveredthepoliceexpenditures, whichis increasingdueto somecontracts increasingandtheimplementationof thesergeantposition. ChrisLissonwentoverthepublic works, streetsandparksexpenditures. TheSCOREfundinghasbeenreducedasthecounty doesthegrinding. Theparksexpenseshaveincreasedwithmoreirrigationsystems, portapottiesandgeneralmaintenance. Therehasbeena lotof timeandmoneyputintothe BACandit is gettingmanypositivecomments. BrandiiThomaswentthroughtheBCCbudget withcouncil. Thecombiningof positionsprovidedcostsavings. TheBeckerclothinglineis well receivedas arerentalsto bringin morerevenue. AdventureZoneprogramscontinueto grow; rateshavebeenincreasedto comparewithareaprograms. Themaintenanceof theBCCusually involvesbigticketitemslistedintheCIP. JacobSandersreviewedtheEDAbudgetasthiswill seesomechangeswithouta director/coordinatorinplace. AnAUARandanEAWneedtobe completed in 2027which contributes tothe 19% increase. ## MarkEbensteinerreviewedthecurrentandprojectedbondlevies. Thecitydoesn't holdmuch debtfora communityofitssize.
