## ECONOMIC DEVELOPMENT AUTHORITY
## MINUTES OF JULY 13, 2026
Pursuant to due call and notice thereof, an Economic Development Authority meeting was held
on June 8, 2026, at 5:30 p.m. in the City Hall Council Chambers.
## MEMBERS PRESENT: Kathy Hollenhorst, Paige Krumme, Andy Voller, Robin Dingmann,
## Mark Kolbinger
## MEMBERS ABSENT:
OTHERS PRESENT: Jacob Sanders – Community Development Director, Caryn Dunderi –
## EDA Secretary
Hollenhorst called the meeting to order at 5:30 p.m. with a quorum present.
## APPROVAL OF AGENDA
## A MOTION WAS MADE BY KRUMME TO APPROVE THE AGENDA. THE MOTION
## WAS SECONDED BY VOLLER. UPON VOTE BEING TAKEN THE FOLLOWING

## APPROVAL OF MINUTES OF PREVIOUS MEETING
## A MOTION WAS MADE BY DINGMANN TO APPROVE THE MINUTES FROM THE
## JUNE 8, 2026 MEETING. THE MOTION WAS SECONDED BY KRUMME. UPON
## VOTE BEING TAKEN THE FOLLOWING VOTED:

## CITY OWNED PROPERTY DISCUSSION:
Sanders reported that staff had sent a purchase agreement to B&B Towing for the city-owned
parcel located on Liberty Lane and Highway 10. Staff has reached out several times to request
the potential purchaser's comments or proposed edits to the agreement but has not received a
response.
Mayor Kolbinger contacted the owner of B&B Towing, who confirmed that he remains
interested in purchasing the property and in learning about any incentives the city may be able to
offer. The EDA discussed potential incentives, including tax increment financing (TIF), tax
abatement, a reduction in the purchase price, and establishing a deadline for returning the signed
purchase agreement. Board members agreed that TIF, tax abatement, and a land price reduction
were not favorable options.
The EDA asked staff to relay to B&B Towing to provide any edits to the proposed purchase
