## ECONOMIC DEVELOPMENT AUTHORITY
## MINUTES OF MAY 11, 2026
Pursuant to due call and notice thereof, an Economic Development Authority meeting was held
on June 8, 2026, at 5:30 p.m. in the City Hall Council Chambers.
## MEMBERS PRESENT: Kathy Hollenhorst, Paige Krumme, Andy Voller, Robin Dingmann,
## Mark Kolbinger
## MEMBERS ABSENT:
OTHERS PRESENT: Jacob Sanders – Community Development Director, Austin Petersen –
## Planner, Caryn Dunderi – EDA Secretary
Hollenhorst called the meeting to order at 5:30 p.m. with a quorum present.
## APPROVAL OF AGENDA
## A MOTION WAS MADE BY DINGMANN TO APPROVE THE AGENDA. THE
## MOTION WAS SECONDED BY VOLLER. UPON VOTE BEING TAKEN THE
## FOLLOWING VOTED:

## NAY: NONE

## APPROVAL OF MINUTES OF PREVIOUS MEETING
## A MOTION WAS MADE BY KRUMME TO APPROVE THE MINUTES FROM THE
## MAY 11, 2025 MEETING. THE MOTION WAS SECONDED BY VOLLER. UPON
## VOTE BEING TAKEN THE FOLLOWING VOTED:

## NAY: NONE

## CITY OWNED PROPERTY SWAP DISCUSSION:
Sanders reported that Todd Potter had approached city staff about purchasing a 25-acre parcel for
use as a battery energy storage facility. Potter also indicated he would consider a land swap, with
the city receiving an industrial property owned by Todd Potter, which includes existing
buildings.
The EDA Board discussed the proposal and reached a consensus that a battery storage facility
would generate few, if any, local jobs and provide limited tax base benefits. Sanders noted that
staff has previously discussed extending utilities to the 25-acre parcel and marketing it for
development that would create jobs and expand the city's tax base.
Following further discussion, the EDA Board did not support selling or exchanging the property
with Todd Potter at this time.
