School board deadlocks on legal representation debate
The Forest Lake Area Schools board split 3-3 on March 6 over whether to add a discussion of additional legal firms to the agenda, with board members disagreeing on whether the district needs more legal coverage and whether revisiting a previously rejected proposal was appropriate.
Member Corkran proposed adding four law firms to the agenda—Margaret Skelton at Ratwick, Rosac and Maloney; Peter Martin and Greg Madson at Kennedy and Graven; and two others—arguing the district lacks sufficient legal representation. "I really feel like we do not have enough legal representation for our district," Corkran said. Members Tyson and Christensen supported the amendment, while Member Antonson and others opposed it, resulting in a 3-3 tie that killed the motion.
The debate centered on procedural concerns and governance philosophy. Board Chair argued it would be inappropriate to repeatedly bring failed agenda items back for reconsideration. "If I have topic A and I want topic A to pass and the board says no, which is what happened in this case, it would be inappropriate for me to continually put it on the agenda until I get what I want," the Chair said. However, Christensen framed the issue differently: "This isn't about revisiting the vote. This is about fulfilling the board's responsibility to ensure the district has the appropriate legal representation."
In other business, the board tentatively approved a timeline for the superintendent search, with Dr. Dan Bitman of Ray and Associates reporting 11 applicants from Minnesota, North Dakota, Idaho, and Iowa. The search process includes listening sessions with students, staff, families, and community members in April, followed by candidate presentations April 2, semi-finalist interviews April 14-15, and finalist interviews April 24. Board members emphasized the importance of finalist presentations, with Member Tyson noting that presentations were crucial when the district previously hired Superintendent Massie.
The board also received an annual update from the American Indian Parent Advisory Committee, which highlighted programs supporting academic achievement and cultural identity. These include summer academic support, Indigenous People's Day lessons featuring authentic authors, drum-making workshops, and maple syrup-making activities at Tamarack. The committee plans an Honoring Ceremony on May 13 to showcase student learning and cultural traditions.

Dissent: Members Corkran, Tyson, and Christensen voted 'Aye' for the amendment; Member Antonson and others voted 'No'.
Moved by Member Corkran [0:02:44] · Seconded by Unknown [0:02:51]
Member Corkran proposed adding an item to discuss additional legal representation, including specific law firms, as item 9.10 under action items. The discussion revolved around the necessity of comprehensive legal coverage, allegations of improper bundling of previous votes on law firms, and whether the matter was 'settled business.' Board members expressed concern about the district's vulnerability without adequate legal counsel and referenced administration's recommendations. The Chair explained his rationale for not reintroducing previously voted-down items, but also for bringing back one firm previously for policy review. Superintendent Massie offered to vet additional law firms for elected official representation.

Dr. Dan Bitman presented an update on the superintendent search, reporting 11 applicants from four states, 527 survey responses, and individual board member interviews. He outlined a process involving candidate screening based on community/board feedback, presentation of ~10 candidates to the board (April 2nd), semi-finalist interviews (April 14/15th), and finalist interviews (April 24th). Key discussions included conducting listening sessions with various stakeholder groups (public, administration, staff, students, businesses), the confidential nature of application materials, geographic data for surveys, and the possibility of finalist presentations. The timeline was tentatively adjusted due to spring break conflicts and board member availability, with further coordination planned between Dr. Bitman, the Chair, and Vice Chair.

The listening session part um is we ask board members not to be part of that. It is considered a public meeting but the reason we ask board members not to be involved in that is because we want people whether it's students admin families community we want them to just speak to speak from their heart and to really identify the things that are on their heart and mind.
When I did this the last time we hired Superintendent Massie, we had the presentations and it's not really so much a Q&A, but it's them coming in and presenting on our district... that's where we really truly got to know our candidate.
