I. The board recognized Noah Nicholson and Audrey Rogotzke who captured state titles and received
gold medals at the Minnesota high school wrestling championship.
## II. Public Comment: Zach Singleton, outdoor learning
III. Call to Order: The meeting was called to order at 5:41 p.m.
IV. Roll Call: Present: Sarah Grcevich, Pete Kelzenberg, Chris Lauer, Robert Parker, Alison Sherman,
Andrew Thelander. Katie Hockert joined the meeting at 6:09 p.m. Pete Kelzeberg left the meeting at
7:10 p.m.

VI. Approval of Agenda: Motion by Grcevich and second by Thelander, carried 6-0.
VII. Superintendent Report: Dr. Funk shared a legislative update that included information on compensatory
revenue, safe schools funding, operating capital, the school district health insurance survey, and
paraprofessionals in Title I programs.
VIII. Board Chair Report: The board would like to thank the community for a great year and wish everyone a
wonderful last week of school and a relaxing summer break.
IX. Consent Agenda: A. School Board Meeting Minutes, April 21, 2026; B. School Board Meeting
Minutes, May 5, 2026; C. Payment of Invoices, May 2-15, 2026; D. PowerSchool Subscription
Renewal for Fiscal Year 2027 ; E. New Servers for the District’s Camera/Security Bond Project; F.
Human Resources Personnel Report. Motion by Sherman, second by Lauer, carried 6-0.
X. Strategic Direction A: Ensure the Learning Process is Adaptable to Meet Individual Student
Needs.
A. The board received a report on the flexible staffing support model for elementary classrooms when
enrollment exceeds established class size guidelines. The model would allow consideration of
teaching assistant support or additional classroom sections based on enrollment, classroom
composition, and student needs.
B. The board received an update on the Amigos Unidos (dual language Spanish immersion)
program. The report included an overview of program strengths, areas for growth, enrollment
trends, curriculum alignment, and recommendations to support the long-term success of the
program.
XI. Strategic Direction B: Foster a Safe, Welcoming and Inclusive Environment for all Staff and Students.
Nothing to report.
XII. Strategic Direction C: Utilize Systems and Align Resources in an Efficient Manner to Support
Learning.
A. Motion by Sherman to approve the Benchmark Adelante curriculum for the Amigos Unidos
program, second by Thelander, carried 6-0.
B. Beginning in the 2026-27 school year, the middle school athletic program will transition to
Community Education as part of the district’s Priority-Based Budgeting process. While
remaining a district-sponsored program, funding will be managed through the Community
Education department to help reduce district costs while maintaining extracurricular opportunities
for students.
C. Motion by Sherman to approve the 2025-26 spring budget revision, which includes adjustments to
revenue and expenditure budgets by fund since the fall revision,
second by Hockert, carried 6-0.
D. Motion by Thelander to approve the 2026-2027 Resolution for Membership in the MN State High
## School League, second by Hockert,
carried 6-0.
E. Motion by Lauer to approve the Resolution Rescinding Placement of Teachers on Unrequested
Leave of Absence, second by Grcevich, carried 6-0.
XIII. Strategic Direction D: Develop Strong Partnerships with the Communities We Serve. Nothing to report.

A. Motion by Sherman to approve the resolution Establishing Dates for Filing Affidavit of
## Candidacy

B. The purpose of this report is to provide a comprehensive list of projects that qualify for
LTFM funding. To qualify for a 2027 payable property tax levy, the 2028 Ten-Year Plan
must be adopted and submitted to the Department of Education.
C. As a member of Northeast Metro 916, we are responsible for a portion of their facility's
maintenance costs. Funding for the projects comes from a local non-voter-approved
levy. Our share of the annual costs for NE Metro 916 will be $60,434.00. Motion by
Sherman to approve the resolution for Northeast Metro 916 Long Term Facility
Maintenance budget, second by Hockert, carried 6-0.
D. Motion by Sherman to approve the teaching assistant flexibility, second by Thelander,
carried 6-0.
## VII. Workshop Topic
A. Q-Comp allows the district to work with its teachers union to provide additional support and
opportunities for teachers to grow and develop their skills. Funding is provided in part by
the state, with additional local support from a non-voter approved levy.
B. The Board received an update on the preliminary 2026–27 budget. Approval of the budget
will be requested at the June 23 meeting.
VIII. Motion by Sherman at 6:33 p.m. to move to a closed session pursuant to § Minnesota Statute
13D.03(b). The governing body of a public employer may, by a majority vote in a public
meeting, decide to hold a closed meeting to consider strategy for labor negotiations, including
negotiation strategies or developments or discussion and review of labor negotiation proposals,
conducted pursuant to sections 179A.01 to 179A.25, second by Hockert, carried 6-0. Present:
Grcevich, Hockert, Lauer, Parker, Sherman, Thelander, Funk, Carlston, Schrul. Motion by
Sherman to adjourn to open meeting at 7:30 p.m., second by Hockert, carried 6-0.

Pursuant to due call and notice thereof, a regular meeting of School
Board of Independent School District No. 834 State of Minnesota, was held on

## TEN YEAR PLAN
BE IT RESOLVED by the School Board of Independent School District No. 834, State of
Minnesota, as follows:
The school board of Stillwater Area Public School District No. 834 has approved a long- term
facility maintenance revenue ten-year plan for its facilities for the
2027-2028 school year in the amount of $ 14,628,860. The various components of this program
budget are attached as EXHIBIT A hereto and are incorporated herein by reference. Said budget is
hereby approved.
The motion for the adoption of the foregoing resolution was duly seconded by Member
and, upon vote being taken thereon, the following voted in
favor thereof:

## RESOLUTION RELATING TO THE ELECTION OF SCHOOL BOARD
## MEMBERS AND CALLING THE SCHOOL DISTRICT GENERAL
## ELECTION
BE IT RESOLVED by the School Board of Independent School District No. 834, State of
Minnesota, as follows:
1. It is necessary for the School District to hold its general election for the purpose of
electing four (4) school board members for terms of four (4) years each. The Clerk shall include
on the general election ballot the names of the individuals who file or have filed Affidavits of
Candidacy during the period established for filing such Affidavits as though they had been
included by name in this resolution. The Clerk shall not include on the ballot the names of
individuals who file timely affidavits of withdrawal in the manner specified by law.
2. The general election is hereby called and directed to be held in conjunction with
the State General Election on Tuesday, November 3, 2026.
3. Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places
for this general election are those polling places and precincts or parts of precincts located within
the boundaries of the School District and which have been established by the cities or towns located
in whole or in part within the School District. The voting hours at those polling places shall be the
same as those for the State General Election.
4. The Clerk is hereby authorized and directed to cause written notice of said general
election to be provided to the County Auditor of each county in which the School District is
located, in whole or in part, at least eighty-four (84) days before the date of said election. The
notice shall specify the date of said election and the office or offices to be voted on at said general
election. Any notice given prior to the adoption of this resolution is ratified and confirmed in all
respects.
5. The Clerk is hereby authorized and directed to cause notice of said general election
to be posted for public inspection at the administrative offices of the School District at least ten
(10) days before the date of said election.
6. The Clerk is hereby authorized and directed to cause a sample ballot to be posted
at the administrative offices of the School District at least four (4) days before the date of said
election and to cause a sample ballot to be posted in polling places located within the School
District on election day. The sample ballot shall not be printed on the same color paper as the
official ballot. The sample ballot for a polling place must reflect the offices, candidates and
rotation sequence on the ballots used in that polling place.
7. The Clerk is hereby authorized and directed to cause notice of said election to be
published in the official newspaper of the School District, for two (2) consecutive weeks with the
last publication being at least one (1) week before the date of the election. The notice of election
so posted and published shall state the offices to be filled as set forth in the form of ballot below,
and shall include information concerning each established precinct and polling place.
8. The Clerk is authorized and directed to acquire and distribute such election
materials and to take such other actions as may be necessary for the proper conduct of this general
election and generally to cooperate with state, city, township and county election authorities
conducting the state general and other elections on that date. The Clerk and members of the
administration are authorized and directed to take such actions as may be necessary to coordinate
this election with those other elections, including entering into agreements or understandings with
appropriate municipal and county officials regarding preparation and distribution of ballots,
election administration and cost sharing.
9. The Clerk and members of the administration are further authorized and directed to
cause ballots to be prepared for use at said election in substantially the following form, with such
changes in form, color, instructions and content as may be necessary to accommodate an optical
scan voting system, to correct typographical errors, or to comply with the form and content
requirements of applicable state election laws:

10. Optical scan ballots must be printed in black ink on white material, except that
marks to be read by the automatic tabulating equipment may be printed in another color ink. The
name of the precinct and machine-readable identification must be printed on each ballot. Voting
instructions must be printed at the top of the ballot on each side that includes ballot information.
The instructions must include an illustration of the proper mark to be used to indicate a vote. Lines
for initials of at least two election judges must be printed on one side of the ballot so that the
judges’ initials are visible when the ballots are enclosed in a secrecy sleeve.
11. The name of each candidate for office at each election shall be rotated with the
names of the other candidates for the same office in the manner specified in Minnesota law.
12. If the School District will be contracting to print the ballots for this election, the
Clerk is hereby authorized and directed to prepare instructions to the printer for layout of the ballot.
Before a contract in excess of $1,000 is awarded for printing ballots, the printer shall, if requested
by the election official, furnish, in accordance with Minnesota Statutes, Section 204D.04, a
sufficient bond, letter of credit, or certified check acceptable to the clerk in an amount not less than
$1,000 conditioned on printing the ballots in conformity with the Minnesota election law and the
instructions delivered. The Clerk shall set the amount of the bond, letter of credit, or certified
check in an amount equal to the value of the purchase.
13. The individuals designated as judges for the State General Election shall act as
election judges for this general election at the various polling places and shall conduct said election
in the manner described by law. The election judges shall act as clerks of election, count the ballots
cast and submit them to the School Board for canvass in the manner provided for other school
district elections. The general election must be canvassed between the third and the fourteenth
day following the general election.
14. The School District Clerk shall make all Campaign Financial Reports required to
be filed with the School District under Minnesota Statutes, Section 211A.02 available on the
School District’s website. The Clerk must post the report on the School District’s website as soon
as possible, but no later than thirty (30) days after the date of the receipt of the report. The School
District must make a report available on the School District’s website for four years from the date
the report was posted to the website. The Clerk must also provide the Campaign Finance and
Public Disclosure Board with a link to the section of the website where reports are made available.

FY27 Budget: The School Board approved the 2026-27 budget of $96,406,000.
FY27 Intermediate District Tuition, Membership, and Access Fees: The School Board
voted to approve increases in access fees, membership fees, and tuition rates for the FY27
school year.
## Approval of Contracts:
• Food Service Agreements: Approved the food service agreements for the 2026-27
school year with Columbia Heights (Metro Heights Academy), White Bear Lake (Bellaire,
## Mahtomedi Academy, and South Campus), Roseville (Quora Education Center),
Stillwater (Pankalo)
• Avanti Center: Approved a one-year agreement with the Avanti Center to provide
educational services for adolescent clients with emotional and/or behavioral disorders
who are admitted to the Avanti Center.
• Bamboo Professionals: Approved a one-year contract with Bamboo Professionals to
provide prevention, intervention, postvention, and resiliency services to staff at 916. This
contract is funded by Aware and Innovation Grants.
• Kelly Services: Approved a two year contract with Kelly Services to fill Teacher,
## Education Assistant Specialist and Education Assistant absences with qualified
substitutes.
• CDW Quote: Approved the CDW quote in the amount of $278,283.25 to replace all of
the orders for staff windows laptops, and student Chromebooks, as well as some
ancillary accessories and devices, for all 916 programs.
• Apple Quote: Approved the Apple quote in the amount of $119,223.00 to replace all of
the orders for staff and student Apple devices, as well as some ancillary accessories and
devices, for all 916 programs.
• High Point Quote: Approved the High Point quote in the amount of $86,465.64 to
replace existing end of life wireless network equipment, cloud services, and yearly
licensing.
• 916 Administrative Support Staff Local 284: Approved the contract between the
School District and Local 284 for the period of July 1, 2025 through June 30, 2027.
• 916 Employees Managers and Assistant Managers Group: Approved the contract
between the School District and the 916 Employees Managers and Assistant Managers
Group for the period of July 1, 2025 through June 30, 2027.
• Education Assistant Federation Local 2343: Approved the contract between the
School District and Education Assistant Federation Local 2343 for the period of July 1,
2026 through June 30, 2028.
