Corridor Improvement Project from CSAH 6 (Stillwater Boulevard) to CSAH 14 (34 th ## Avenue N) ## BACKGROUND Washington County is continuing its planning process for the proposed improvements to CSAH 13 (Ideal Avenue) between CSAH 6 (Stillwater Boulevard) and CSAH 14 (34 th ## Avenue N.). The improvements include widening for additional turn lanes, pedestrian facilities, an upgraded railroad crossing, and a redesigned intersection at Stillwater Boulevard. The project is slated for construction in 2029. At the March 24, 2026 City Council Workshop, City staff presented initial information on the project and its impact on the City. During that meeting, the City Council indicated general support for installing a roundabout at the intersection of Ideal Avenue and Stillwater Boulevard, but requested further evaluation of the City's initial cost-share responsibilities compared to other responsible jurisdictions. Since that Workshop, City staff have worked with representatives from Washington County to refine initial cost allocations with consideration of previous City investments. With those refinements, the City’s initial estimated cost share of $760,000 has been adjusted to $430,000 for the preferred alternative of a roundabout, with respective adjustments for the other intersection alternatives. Staff is supportive as this now represents a fair allocation of the project costs. ## FINANCIAL CONSIDERATIONS The updated cost allocations now reflect minimal participation from the City for the bulk of the corridor. For this portion of the project, the City’s share is now $40,000, while Lake Elmo’s is $280,000. This is due to the previous investments made by the City on its side of the street. If the City Council is still supportive of a roundabout at Stillwater Boulevard and CSAH 13 (Ideal Avenue N), the City will be responsible for one quarter of those costs ($390,000), because the southern leg of the intersection serves a City street (Helmo Ave N).
