The project involves the purchase, rehabilitation, and continued ownership of three existing affordable housing properties – Gentry Townhomes in Oakdale, Westridge Townhomes in Forest Lake, and Victory Villa in Stillwater. The proposed tax-exempt conduit financing, in an amount not to exceed $17 million, would support acquisition and rehabilitation costs and extend existing affordability contracts that are currently set to expire in 2027, by an additional 15 years. Ms. Huot continued, the City's conduit debt policy permits this type of financing for projects that provide a community benefit, including housing opportunities, even when some properties are located outside Oakdale. (Recommendation: Authorize the Mayor and City Administrator to sign and execute when/if appropriate the 1) Project Loan Agreement, 2) Funding Loan Agreement, 3) Regulatory Agreement (Stillwater property), 4) Regulatory Agreement (Oakdale property), 5) Regulatory Agreement (Forest Lake Property), 6) Forest Lake Joint Powers Agreement, and 7) Stillwater Joint Powers Agreement). OPEN FORUM (Maximum time of three minutes per person)* ## a) Proclamation: Maplewood Oakdale Lions Community Strides Day ## b) Recognition of Outgoing Parks and Recreation Commissioner: Glen Bearth ## CONSENSUS MOTIONS 2 a) Request that the City Council authorize the Mayor and City Administrator to sign the quote from Motorola Solutions for the purchase of three body-worn cameras and two in-squad cameras. b) Request that the City Council approve the renewal of the Secondhand Goods Dealer license to Game Related, LLC located at 5685 Geneva Avenue North and Guitar Center #394 located at 8316 3 rd St N for the license period of one year from the issuance date, thus effective June 14, 2026. c) Request that the City Council authorize the Mayor and City Administrator to sign the agreement between the City of Oakdale and Washington County for coordinated mental health response. d) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) that the City Council appoint Brady Spets as a full-time probationary Community Service Officer, effective on or after June 10, 2026, at a rate of pay consistent with the City base pay schedule conditioned on passing all background requirements. e) Request that the City Council approve issuance of a Tent Sale License for TNT Fireworks, Inc. to operate a temporary Fireworks Tent Sale located at 7191 10 th Street North, subject to the following conditions, which the applicant has agreed to: 1.
