The project involves the purchase, rehabilitation, and continued ownership of three existing affordable housing properties – Gentry Townhomes in Oakdale, Westridge Townhomes in Forest Lake, and Victory Villa in Stillwater. The proposed tax-exempt conduit financing, in an amount not to exceed $17 million, would support acquisition and rehabilitation costs and extend existing affordability contracts that are currently set to expire in 2027, by an additional 15 years. Ms. Huot continued, the City's conduit debt policy permits this type of financing for projects that provide a community benefit, including housing opportunities, even when some properties are located outside Oakdale.
