The Oakdale City Council approved several major development and construction items during its June 10 meeting, including easement vacations and a development agreement for the Enclave Helmo Station project.

The council unanimously approved two easement vacation resolutions for the Enclave Helmo Station development, located at the southeast corner of Helmo Avenue and Fourth Street. The vacations eliminate unnecessary utility and drainage easements that are no longer needed following approval of the project's final plat on May 27. The council also authorized Mayor Zabel and City Administrator Chris Vulkers to execute the development agreement for the project, which specifies terms and conditions for site improvements including a new park.

In other development business, the council approved a site plan amendment for Collins Electrical Construction's relocation from St. Paul to 711 Hail Avenue in Oakdale. The amendment allows the company to expand the existing building by approximately 19,000 square feet and add dedicated outdoor storage for business equipment. The council also granted Rio's Church a 30-day extension until August 5 to obtain a building permit for its proposed facility at 7287 Stillwater Boulevard North.

The council authorized a construction management contract with Krauss Anderson Construction Company for the police department expansion and city hall remodel projects. Don Tyson, the city's owner's representative, told the council that Krauss Anderson was selected through a competitive process and is currently managing the city's public works facility project. The council also granted City Administrator Vulkers authority to approve individual change orders up to $100,000 for the police and city hall projects, provided costs remain within approved budgets.

Mayor Zabel provided extensive updates on Summerfest activities scheduled for June 23-28, including the Ted Birth Grand Parade, live music performances, and the fireworks extravaganza. The council also accepted an $800 donation to the fire department from Nancy Muggenberg and Michael and Don Conlin in memory of Corey Muggenberg, and updated city policy regarding advisory boards and commissions. During a brief Economic Development Authority meeting, commissioners elected officers and approved an amendment to a property use agreement with Ames Construction involving $27,500 for materials related to the Gold Line bus rapid transit project.
