Woodbury residents who ride e-bikes, electric scooters, or motorized bicycles now have clear guidelines for where and how they can use these vehicles throughout the city. The council outlined specific regulations for different areas to balance safety and access across the Woodbury Trails and Park System.

On park trails, only pedal-assist e-bikes are permitted—these are bikes that provide power only when the rider is pedaling. Riders must follow speed limits and trail etiquette rules. Other motorized vehicles, including licensed e-otos and motorized bicycles, are banned from park trails and sidewalks entirely. City trails have similar restrictions, prohibiting these motorized devices to protect pedestrians and other trail users.

For those riding on city streets, e-bikes must follow standard traffic rules: stay on the right side of the road, obey traffic signs, and signal turns just like regular bicycles. Minnesota state law requires riders to be at least 15 years old to operate an e-bike, a requirement Woodbury is enforcing.

The council's presentation emphasized that these rules exist to ensure everyone—walkers, cyclists, and motorized riders—can safely share Woodbury's extensive outdoor spaces. By designating where different types of vehicles are allowed and establishing clear safety expectations, the city hopes to prevent conflicts and accidents while encouraging residents to use the trail system responsibly.
