This City Council Workshop meeting is taking place virtually and at Woodbury City Hall in the Ash
Conference Rooms. Members of the public may attend the meeting in person and may also join the

Public comments will be accepted during the meeting both in person and virtually. Virtual

## Summary
The City has not engaged in a comprehensive strategic planning process where Council, staff, and
community members were involved, collaboratively, to determine what kind of organization and
community “we” want to be, and then, prioritize how we get there. While the strategic initiative
development process has been used for many years, moving forward with this more comprehensive
process will help with providing clear direction to staff and help to both recognize and hold
leadership accountable as it relates to progress. Given the importance of this work, contracting with
a facilitator with a clear scope of work will be necessary to ensure success. Staff recommends
starting this process early next year after the local election.
## Recommendation
Staff recommends providing direction through affirmation and/or making any necessary edits to the
attached scope of work for the 2027 Strategic Planning Process and Timeline.
## Governance Mode
Strategic - Setting priorities, reviewing and modifying strategic plans, and monitoring
performance against plans. Focus is the “ends” rather than the "means”.
## Fiscal Implications
Staff has tentatively included $30,000 in the 2027 Proposed General Fund-Mayor and Council
Budget to fund this process. Upon direction from the Council, staff would facilitate a selection
process to contract with a strategic planning facilitator.

## Public Process
The proposed strategic planning scope of work, process, and timeline is attached. All meetings with
the City Council will be posted and open to the public.
## Background
The City has continuously utilized long-term planning processes to help keep focus on the mission,
vision, and values for the organization and community. More recently, the City has focused on three
strategic initiatives that helps prioritize resources in improving those focus areas (Public Safety,
Environmental Stewardship, Drinking Water). In addition, critical success factors were created to
help guide prioritization of strategic initiatives, however they have not been utilized in many years for
any actual implementation tasks.
All of these initiatives stem from the City’s Mission, Vision, and Values, which, in staff’s belief, should
be re-evaluated given that the organization and community has evolved significantly over the past
decade.

The City seeks a Strategic Planning Consultant to guide the development of its 2027 Strategic Plan. The
consultant will support a comprehensive yet streamlined process that integrates City organizational
priorities, Council direction, staff feedback, and public perspectives. The scope of services includes the
following primary components:
## 1)Project Initiation and Background Review
The consultant will begin by reviewing existing planning documents, current strategic frameworks, and
organizational processes to determine which elements should be carried forward versus re-envisioned.
This includes assessing the City’s current Strategic Initiatives process and identifying opportunities for
and incremental transition to a more citywide strategic planning framework.
## 2) Mission, Vision, and Values Assessment
Facilitate a structured process to affirm or redevelop the City’s mission, vision, and values. This work
should engage Council, staff, and—if directed—a limited scope of community stakeholders. The
consultant will provide options and best practices from comparable cities.
## 3) Community Engagement & Survey Integration
Interpret and incorporate recent community survey findings into the strategic planning process.
Recommend a community engagement approach calibrated to the City’s intended level of outreach,
using frameworks such as IAP2 and examples from other municipalities.
## 4) Council & Staff Engagement Facilitation
Design and facilitate structured engagement with the City Council (beginning in early 2027) and with
Department Heads. Support early stage conversations that help define priorities, desired outcomes, and
long-term goals. Provide materials, meeting designs, and facilitation expertise.
## 5) Strategic Plan Framework & Time Horizon
Develop a strategic plan with an anticipated three-year horizon, including clearly articulated goals,
strategies, and performance measures of success. Advise on alignment between the plan and existing
organizational performance measures, recommending which existing measures should be retained,
revised, or discontinued.
## 6) Plan Format, Deliverables, and Reporting
Prepare both a polished physical (PDF) plan and complementary digital materials suitable for
dashboards, presentations, or website publication. Propose a reporting structure—likely twice annually—
that supports continuous review and adjustment. Assist in retiring outdated frameworks, such as the
City’s Critical Success Factors.
## 7) Project Management & Coordination
Work closely with assigned staff, including a designated support role from internal team members, to
maintain schedule, communicate progress, and coordinate engagement activities. Provide ongoing
consultation as the City evaluates different approaches and learns from peer communities.

The Consultant shall provide the following deliverables as part of the Strategic Planning engagement:
A kickoff meeting (with Council and staff) and project charter clarifying scope, roles, timelines, and
decision points.
oA separate kickoff meeting just with the City Administrator and Department Heads.
A summary assessment of existing planning documents, current Strategic Initiatives processes, and
recommendations for what to retain, revise, or discontinue.
A right-sized community engagement plan aligned with IAP2 principles and tailored to the scope
Council intends.
Structured workshops for City Council and staff (Q1 2027 start) with agendas, facilitation, and
summary materials. Number of workshops to be determined in consultation with the City

## Subject:Update of Draft Solicitor Permit Ordinance Amendments
## Summary
The City Council previously directed staff to explore updates to the City's solicitor permit program,
including implementation of permit fees, revisions to the solicitation ordinance, review of application
materials and forms, and development of a communications plan. Staff has completed this review
and is presenting proposed permit fees, ordinance amendments, communications plans, and an
implementation timeline.
## Recommendation
Staff recommends that the City Council review the information and presentation and provide
direction regarding the proposed solicitor permit fee structure, ordinance revisions, and
recommended implementation schedule.

Staff recommends establishing the following permit fees using a cost recovery methodology:

The proposed fees are intended to recover costs associated with administrative review and
processing, application materials and identification badge supplies, legal review, law enforcement
response, complaint investigation, and follow-up. Permit fees would be collected at the time of
application and would be non-refundable if an application is denied. Based on Council direction, staff
will evaluate current proposed 2027 revenue projections and adjust as necessary.

## March 11, 2026: City Council Workshop
## Background
At the March 11, 2026, Council workshop, staff reviewed the City's existing solicitor permit ordinance
and presented information regarding increasing permit activity, community concerns, and
administrative challenges associated with the current program. Staff reported that solicitor permit
applications had increased from 195 in 2023 to 397 in 2025, with out-of-state applicants increasing
by more than 300 percent during that same period. Staff also shared resident feedback as well as
limitations within the current ordinance, including gaps in background investigations and the growing
staff resources required to administer the program. Based on that discussion, Council considered
several policy options and directed staff to further explore implementation of permit fees, review and
update the solicitation ordinance, evaluate application materials and signage, and further develop a
communications plan.
Staff subsequently conducted a thorough assessment of the ordinance and drafted proposed
amendments aimed at improving clarity and enforcement. Key revisions include expanded eligibility
requirements, enhanced application criteria, and more specific standards for permit denial.
Additionally, staff redesigned the City's "No Solicitor" sign to meet branding standards and improve
accessibility; the updated sign will be available electronically for residents to print at their
convenience and reflects practices used in neighboring communities.
The proposed communications plan encompasses outreach to local businesses and residents,
notification to prior permit holders, updates via the City website and social media, and information
distributed through the City newsletter. Given that the current solicitation season is underway and
several permits have already been issued without charge in 2026, staff recommends implementing
the revised ordinance and fee structure effective January 1, 2027. This timeline will allow adequate
notice for all affected parties and ensure consistent administration of the permit process.

ORDINANCE No.
## AN ORDINANCE OF THE CITY OF WOODBURY, MINNESOTA AMENDING CITY CODE
## CHAPTER 11, ARTICLE III AND IV
## THE CITY COUNCIL OF THE CITY OF WOODBURY, WASHINGTON COUNTY, MINNESOTA DOES
## ORDAIN:
Section 1. Purpose. This ordinance amendment is intended to provide for legitimate basis for denial to protect the
health, safety, and welfare for permits and licenses.
Section 2. Chapter 11 Article III. is hereby amended to read as follows:
## ARTICLE III SOLICITORS
Sec. 11-XX. Definitions.
Except as may otherwise be provided or clearly implied by context, all terms shall be given their commonly accepted
definitions. For the purpose of this article, the following definitions shall apply unless the context clearly indicates or
requires a different meaning.
Noncommercial door-to-door advocate. A person, whether paid or unpaid, who goes door-to-door for the primary
purpose of disseminating religious, political, social, or other ideological beliefs.
Regular business day. Any day during which the public safety building is normally open for the purpose of
conducting public business. Holidays defined by state law shall not be considered regular business days.
Solicitor. A person who goes from house to house, door to door, business to business, street to street, or any other
type of place to place movement, for the purpose of obtaining or attempting to obtain orders for goods, wares,
products, merchandise, other personal property, or services of which he or she may be carrying or transporting
samples, or that may be described in a catalog or by other means, and for which delivery or performance shall occur
at a later time. In addition:
(a) The absence of samples or catalogs shall not remove a person from the scope of this provision if the actual
purpose of the person’s activity is to obtain or attempt to obtain orders as discussed above.
(b) For purposes of this article, the term solicitor shall have the same meaning as the term canvasser.
(Code 1987, §§ 11-46, 11-47; Ord. No. 1981, § 1, 4-22-2020)
Sec. 11-XX. Registration required.
(a) Solicitor County license required. No person shall conduct business as a solicitor within the city limits
without first having obtained the appropriate license from the county as may be required by M.S.A. Ch. 329
if the county issues a license for the activity.
(b)(a) City registration required. Except as otherwise provided by this article, no person shall conduct
business within this jurisdiction as a solicitor without first having obtained approved registration from the
city.
(b) Solicitor business registration required. Except as otherwise provided by this article, no person shall engage
a solicitor to conduct their business within this jurisdiction without first having obtained approved
registration from the city.
(c) This Section does not apply to the following:
(1) Any person selling or attempting to sell at wholesale any goods, wares, products, merchandise, or other
personal property to a retail seller of the items being sold by the wholesaler.
(2) Any person who makes initial contacts with other people for the purpose of establishing or trying to
establish a regular customer delivery route for the delivery of perishable food and dairy products, such
as baked goods or milk.
(3) Any person making deliveries of perishable food and dairy products to the customers on his or her
established delivery route.
(4) Any person making deliveries of newspapers, newsletters, or other similar publications on an established
customer delivery route, when attempting to establish a regular delivery route, or when publications are
delivered to the community at large.
(5) Any child aged 18 and under selling or attempting to sell goods or services when such child represents
their own school, church, or other civic organization to which they belong. Examples include schools,
churches, scouting organizations, parent-teacher organizations, and local athletic associations.
(6) Any person conducting the type of sale commonly known as garage sales, rummage sales, or estate
sales.
(7) Any person participating in an organized multi-person bazaar or flea market.
(8) Any person conducting an auction as a properly licensed auctioneer.
(9) Any officer of the court conducting a court-ordered sale.
(Code 1987, § 11-48; Ord. No. 1981, § 1, 4-22-2020)
Sec. 11-XX. Eligibility.
(a) No registration may be issued or renewed to a person or business with a person owning any interest whether
as a holder of more than five percent of the capital stock of a corporation licensee, as a partner or otherwise,
in the premises or in the business conducted thereon, or to a corporation, partnership, association, enterprise,
business, or firm in which any such person is in any manner interested AND any registration may be
revoked from a person or business with a person owning any interest whether as a holder of more than five
percent of the capital stock of a corporation licensee, as a partner or otherwise, in the premises or in the
business conducted thereon, or to a corporation, partnership, association, enterprise, business, or firm in
which any such person is in any manner interested:
(1) Who has not provided proof of having obtained any required county license;
(2)(1) That Who fails to provide any information required on the application, including a signature, or
provided false, misleading or misrepresented information in the application;
(2) Who within five years of the date of application has been Cconvicted, or was charged with, but
convicted of a lesser charge of a crime, or is under a stay of adjudication from a charge, and/or charged
with but entered into a plea agreement providing for the continuance of the charge for dismissal or other
disposition which adversely reflects on the person's ability to conduct the business for which the
registration is being sought in a professional, honest and legal manner, within the last five years of the
data of application. Such violations shall include but not be limited to non-violent burglary, theft,
larceny, swindling, fraud, and unlawful business practices, and any form of actual or threatened physical
harm against another person;.
(3)
(3) Who within five years of the date of application has had any With a revocation of a license or registration
issued to the applicant for the purpose of conducting business as a peddler, solicitor, or mobile vendor
within five years of the date of application;
(4) With three or more violations, citations, fines, or administrative penalties issued by the city or any other
jurisdiction under solicitation ordinances, laws, or regulations or relating to solicitation, within five years
of the date of application;
(5) WWith a bad business reputation. Evidence of a bad business reputation shall include, but not be limited
to, the existence of more than three complaints against the applicant with the Better Business Bureau, the
office of the state attorney general or other state attorney general's office, or other similar business or
consumer rights office or agency, within the preceding 12 months, or three complaints filed with the city
against an applicant within the preceding five years;
(6) Who has been denied a dDenied registration under section 11-50 within the preceding 12 months; or
(7)
(7) When other unforeseen circumstances or conditions exist such that the issuance of a registrationlicense
may unreasonably endanger the health, safety, and welfare of the public.

(b) In addition to the eligibility requirements of Sec. 11-XX (a), no solicitor registration shall be issued to a
person:
(1) Convicted, or charged with, but convicted of a lesser charge of a crime, or under a stay of adjudication
from a charge, and/or charged with but entered into a plea agreement providing for the continuance of
the charge for dismissal or other disposition for violation of an order for protection, assault, harassment,
a crime of violence, a crime punishable by imprisonment for a term exceeding one year, false
imprisonment, and crimes committed for the benefit of a gang, within ten years of the date of
application;
(2) subject to a court order that restrains such person from harassing, stalking, or threatening
(b) If a registrationlicense is mistakenly approvedissued or renewed to a person, it shall be revoked upon the
discovery that the person was ineligible for the registrationlicense under this section.
(c)
Sec. 11-XX. Registration Application.
(a) Form; content. Application for registration shall be made on a form provided by the city and filed, along
with all required fees with the public safety director or designee.available at the public safety department.
All applications shall be signed by the applicant. All applications shall include the following information:
(1) Business name; form of organization; trade name; business address; business phone number;
(1) Applicant’s fFull legal name; percent ownership, personal address, personal phone number, date of
birth, and Social
(2) All other names under which the applicant has or does conduct business or to which the applicant will
officially answer to;
(3) A physical description of the applicant (hair color, eye color, height, weight, distinguishing marks and
features and the like);
(4) Social Security number or individual taxpayer identification number and Minnesota business identification
number;
(5) Full address of applicant’s permanent residence;
(6) Telephone number of applicant;
(7) Full legal name of any and all business operations owned, managed or operated by applicant, or for
which applicant is an employee or agent;
(8) Full address of applicant’s regular place of business (if any exists);
(9) Any and all business related telephone numbers of the applicant;
(10)(2) The tType of business for which the applicant is applying for registration;
(11)(3) The dates during which the applicant intends to conduct business;Dates during which the applicant
intends to conduct business
(12)(4) Any and all addresses and ptelephone numbers where the applicant can be reached while conducting
business within the city;
(5) Any and all statement as to whether or not the applicant has adult convictions within the last tenfive
years of any felony, gross misdemeanor, or misdemeanor for violation of any state or federal statute or
any local ordinance, other than minor traffic offenses;

(14) (6) TA list of the three most recent locations where the applicant has conducted business as a peddler,
solicitor, or mobile vendor.
(15)(6) Proof of any required county license;
(16)(7) A gGeneral description of the items to be sold or services to be provided.
(17) The applicant’s driver’s license or other acceptable form of government-issued identification;
(18) The license plate number, registration information and vehicle identification number and physical
description for any vehicle to be used in conjunction with the registered business operation;
(19)(8) Evidence of Proof of compliance with the workers’ compensation coverage requirement of M.S.A.
§176.181 Subd.2; and
(20)(9) Such other information as the city shall requireAll additional information deemed necessary by the
city council.

(b) In addition to the information required in Sec. 11-XX (a) above, a solicitor registrant shall include the
following information
(1) A physical description of the applicant (hair color, eye color, height, weight, distinguishing marks and
features and the like);
(2) The applicant’s driver’s license or other acceptable form of government-issued identification; and
The license plate number, registration information and vehicle identification number and physical
description for any vehicle to be used in conjunction with the registered business operation;
(b)(c) Registration issued under this chapter shall be annual expiring on December 31 of each year.
(c)(d) Time for submission. Application for a city registration to conduct business as a solicitor shall be
made at least ten regular business days before the applicant desires to begin conducting business.
(d)(e) Proof of identity. The applicant for a solicitor registration shall produce at the time of filing an
application the applicant’s proof of identification which may be established only by one of the following:
(1) A valid driver' s license or identification card issued by Minnesota, another state, or a province of
Canada, and including the photograph and date of birth of the registered person;
(2) A valid military identification card with photo issued by the United States Department of Defense;
(3) A valid passport issued by the United States;
(4) A valid instructional permit issued under M.S.A. §171.05; or
(5) In the case of a foreign national, by a valid passport.
Sec. 11-XX. Issuance.
(a) Investigation. Upon receipt of the completed application, the public safety director or their designee will
determine if the application is complete. If the public safety director or their designee determines that the
application is incomplete, they will inform the applicant of the required, necessary information that is
missing. If the application is complete, the public safety director or their designee will order any
investigation, including background checks, necessary to verify the information provided with the
application.
(b) Action. The public safety director or their designee may either approve or deny the registration in
accordance with this Article.

(a)(c) Issuance as a privilege not a right. No person has a right to a registration under this ordinance. The
public safety director or their designee in its sound discretion may either grant or deny the application for any
registration or renewal of any registration.
Sec. 11-XX. Registration fee.
Registration fees. The registration fee shall be determined by the city council as set forth in Woodbury City Code
chapter 2, administration.
Sec. 11-XX. Restrictions and regulations.
(a) Transferability. No registration issued under this article shall be transferred to any person other than the
person to whom the registration was issued.

(b) Responsibility of Solicitor Business Registrant. The act of any solicitor registrant is deemed to be the act of
the solicitor business registrant. The solicitor business registrant shall be responsible for all acts and conduct
attributable to and in connection with solicitation provided by the registrant.
(b)(c) City issued badges and identification. Any person who shall exercise the vocation of a solicitor shall
display the city issued badge, issued in their name, containing a number to correspond to the number of the
registration, and expiration date issued by the public safety director or designee, which shall be worn in a
conspicuous place on the person's outer garment or clothing. The city issued badge shall be shown upon
request, including upon request by a member of the public. Solicitors shall also have on their person proof of
identification as provided in Sec. 11- __ above.

(c)(d) No restriction of non-commercial door-to-door advocates. Nothing within this article shall be
interpreted to prohibit or restrict non-commercial door-to-door advocates. Persons engaging in door-to-door
advocacy shall not be required to register as a solicitor.

(d) Prohibited activities. No solicitor, non-commercial door-to-door advocate, or other person engaged in other
similar activities shall conduct business in any of the following manners:
(e)
(a) Calling attention to their business items to be sold by means of blowing any horn or whistle, ringing any
bell, crying out, or by any other noise, so as to be unreasonably audible within an enclosed structure.
(1)
(b) Obstructing the free flow of either vehicular or pedestrian traffic on any street, alley, sidewalk or other
public right-of-way.
(2)
(c) Conducting business in a way to create a threat to the health, safety and welfare of any individual or the
general public.
(3)
(d) Conducting business before 8:00 a.m. or after 8:00 p.m.
(4)
(e) Failing to provide proof of registration, and identification, when requested.
(5)
(f) Using the registration of another person
(6)
(g) Alleging false or misleading statements about the product or service being sold, including untrue
statements of endorsement. No solicitor shall claim to have the endorsement of the city solely based on
the city having approved the registration for that person.
(7)
(h) Remaining on the property of another when requested to leave.
(8)
(i) Conducting business in a manner a reasonable person would find obscene, threatening, intimidating or
abusive.
(9)
(j)(f) No person shall sell, offer for sale, hawk, peddle or lease any object, merchandise or service or carry
on any manner of business or commercial enterprises on city property except those concessions authorized
by registration from the city.

(e)(g) Exclusion by placard. Unless specifically invited by the property owner or tenant, no solicitor, non-
commercial door-to-door advocate, or other person engaged in other similar activities shall enter onto the
property of another for the purpose of conducting business as a solicitor, non-commercial door-to-door
advocate, or similar activity when the property is marked with a sign or placard stating "no peddlers,
solicitors or transient merchants," "peddlers, solicitors, and transient merchants prohibited," or other
comparable statement. No person other than the property owner or tenant shall remove, deface, or otherwise
tamper with any sign or placard under this section.

Sec. 11-XX. Suspension or revocation.
(a) Reasons for suspension or revocation. An approved registration may be suspended or revoked for any of the
following:
(1) Subsequent knowledge by the city of fraud, misrepresentation or incorrect statements provided by the
applicant on the application form.
(2) Fraud, misrepresentation or false statements made during the course of the registered activity.
(3) Subsequent conviction of any offense for which granting registration could have been denied under
section 11-50.
(4) Engaging in any prohibited activity as provided under section 11-__ (d) of this article.
(5) Violations of any of the provisions of this article.
No suspension or revocation shall take effect until the registrant has received notice of the right to a
subsequent hearing as prescribed in section 11-XX of this article.
(b) Emergency. If imminent harm to the health or safety of the public may occur because of the actions of a
solicitor registered under this article, the public safety director or their designee may immediately suspend
the person’s registration and provide notice of the right to hold a subsequent hearing as prescribed in section
11-XX of this article.
Sec. 11-XX. Penalties.
(a) (a) Administrative procedures. Any violation of this article may be penalized by the issuance of an
administrative citation and resolved in accordance with chapter 26, article III, administrative citations and
civil penalties, of this Code.
(b) (b) Misdemeanor prosecution. Nothing in this section shall prohibit the city from seeking criminal
prosecution under state statutes. Whoever violates any provision of this article shall be guilty of a
misdemeanor, and upon conviction thereof, shall be punished in accordance with M.S.A. §609.034. If the
city elects to seek misdemeanor prosecution, no administrative penalty shall be imposed.
(c) (c) Continued violation. Each violation, and every day in which a violation occurs or continues, shall
constitute a separate offense.
Sec. 11-XX. Appeal.
If the public safety director or their designee denies, suspends, or revokes, a registration, notification will be made in
writing of the decision, the reasons for the denial, suspension, or revocation, and the right to appeal the denial,
suspension, or revocation by requesting, within 20 days of receiving notice of the denial, suspension, or revocation, a

hearing before the city's selected impartial examiner. The city's selected impartial examiner will hear the appeal
within 20 days of the date of the request. The decision of the city's selected impartial examiner can be appealed by
petitioning the state court of appeals for a writ of certiorari.
Section 3. Chapter 11 Article IV. is hereby deleted:

Section 54. Effective Date.
This ordinance shall take effect from and after its passage and publication as required by law.

## Summary
The City of Woodbury is reviewing potential ordinance amendments within Chapter 5, Animals and
Fowl and Chapter 24, Zoning to regulate backyard chickens within all residential zoning districts.
Staff will present a review of standards of similar communities, areas of Council decisions, and a
variety of options for regulation.
## Recommendation
Staff is looking for direction on keeping of chickens ordinance-related amendment alternatives for
future Council consideration.

## Background
In 2024, City Council approved an amendment to the ordinance to allow chickens on all lots zoned
R-1 and R-2, regardless of acreage with required performance standards for keeping the animals
and coop regulations. In the time since, the City has received numerous inquiries regarding
expanding the ordinance to allow the keeping of backyard chickens within the R-4, Urban Residential
district. The City has not received any complaints since the implementation of the R-1 and R-2
standards. It is important to note that no registration or permit is required for backyard chickens
under the current City code.
In order to determine community perspective regarding expanding where chickens would be allowed,
a question was asked as part of the 2026 Community Survey. This question asked residents how
much they would approve of the keeping of backyard chickens on residential lots. The graphic below
identifies 49 percent of respondents somewhat or strongly approve of the keeping of chickens on
standard residential lots. This percentage increased from 36 percent when asked as part of the
2024 Community Survey.
Based on direction from the City Council, staff have reviewed ordinances from 13 like suburbs to
determine best practices and appropriate standards if the ordinance is amended to allow backyard
chickens in all residential zoning districts.
Areas of decision: Staff have identified several areas of decision for review:
Permit or license requirements
Number of chickens
Setback to property lines
Setback to adjacent homes
Coop height
Coop and run area
Yard location
Property type restriction
Staff recommendation: Staff recommend establishing specific, separate requirements for standard
lot single-family homes, multi-family properties and large lot homes. Within these standards the goal
will be to provide as much consistency as possible while also recognizing the inherent differences in
property types.
-Permit/license: One-time registration of $50.00 as an opportunity to provide education,
resources and a record of coops.
-Setbacks: 15-foot setback to property lines and closer to the principal home than to any
adjacent home.

-Coop height and size: 7 feet height and 50 square feet with the option to allow the whole
yard to be used if fully fenced. This is the existing standard for R-1 and R-2 properties and
there have been zero issues identified with these requirements.
-Property type restriction: Single family homes and multi-family attached units with HOA sign
off to be permitted.
Other topics that will be included within the ordinance using best practices, animal control
information and resident feedback include but are not limited to:
Rooster and slaughter prohibition
Waste management
Feed storage and location
Disease prevention
Coop winterization
Nuisance/removal/non-compliance
It is anticipated that any adopted ordinance would be reviewed one year after adoption consistent
with past ordinance changes.
The full suite of ordinance options will be presented for review and discussion at the workshop.
