Woodbury will begin construction on its Public Safety campus remodel and expansion project in spring 2026, with completion expected in 2028, city officials announced during a recent council update.

The project addresses overcrowding and inadequate facilities at the current campus, which officials said cannot meet increased demands on staff and emergency services. The expansion will add a second level above part of the new structure and extend south to incorporate the soon-to-be vacated Washington County Service Center on Central Park Place.

Emergency Medical Services and Fire vehicle access will be relocated further south at the existing traffic signal at Central Park Place and Radio Drive to improve controlled access. The public parking lot and building entrance will move to the north end of the property to accommodate the changes.

Funding for the project comes from a voter-approved 0.5% sales tax that began in April, grants, and a $13 annual property tax increase. The sales tax will generate up to $50 million over 20 years specifically for the project, with funds dedicated solely to the campus construction.

During construction, limited public safety administrative services will be provided at City Hall, while emergency police, fire and medical services will continue from various locations including fire stations. Some public safety operations will temporarily move to the former Washington County Services building after the county relocates to its new Woodlane Drive facility in November. Construction bidding is scheduled for late fall 2025.
