The Woodbury Planning Commission approved a site and building plan for an 8,000-square-foot medical office building at City Place 4 during its May 5 meeting.

Davis Real Estate Group LLC received approval to construct the single-story medical facility for Woodbury Spine and Wellness, located south of Interstate 94 and east of Radio Drive. The project represents the fourth medical building in the City Place development, which has grown from a $12.5 million taxable value in 2014 to more than $250 million today.

Commissioners discussed reducing the proposed 39 parking spaces to better balance parking needs with green space, particularly in the northeast corner of the site. The city code requires 36 spaces for the building size, but commissioners suggested a "proof of parking" approach that could allow fewer spaces initially with the option to add more if needed.

"We're excited to finish up what we started a number of years ago and complete City Place 4 as the end of the land that we originally purchased," said Mark Davis, the project developer. The building will house physical therapy, massage therapy and fitness classes open to the public.

The commission approved the project with conditions requiring the applicant to work with staff on revised parking and landscaping plans for the northeast corner, and to ensure any proposed signage on the south elevation uses wash lighting to minimize impact on nearby residential areas. The proposal moves to the City Council for final approval on May 14.
