[9:23] something right or you're doing something wrong I don't know um but it's really it it's it's kind of surreal you

[9:28] know you watch people retire all these years and now it's my turn I guess so but I do want to thank the board all of

[9:35] the boards that trusted me to be uh the right County survey I've really enjoyed my time here um and it's kind of cliche

[9:41] to say I'm going to miss the people but I will and those folks that are in the audience department heads and just that

[9:47] camaraderie that we've shared all these years I really appreciate it and a lot of change um but I think for the better

[9:53] I have a really good staff I think you're in good hands going forward so and uh I do want to thank all the staff

[9:59] that's worked for me for my 19 years here they've really done the work and I'm just here doing the signatures

[10:05] basically so been really good Mark you've been great to work with and and thanks for the kind words and and uh

[10:12] we'll have to uh keep in touch but Mark and I he kind of grew me all the way through my career here so do this don't

[10:18] do that and I thought I'd listen to pay attention but now I have a really good

[10:29] Steve I want to say thank you for your uh openness and being to willing to think outside the box and being a great

[10:36] mentor to a number of surveyors over the years we've always struggled at times to find surveyors especially in the way the

[10:42] world's going nowadays it's just one of those professions that people don't either know about or aren't uh

[10:48] interested in and you've been able to create interest in individuals that maybe didn't see it and uh Mentor them

[10:54] up and keeping a great operation going so I can't thank you enough yeah thank you and and again the staff is just

[11:00] amazing so it's been good thank you D yeah I'd like a picture

[12:17] few months here as we look at a few things and and move forward with the recruitment process for our our next

[12:23] County Surveyor Charles Charles web's been us with us since May of 23re

[12:29] uh prior to that he owned his own surveying firm uh well-qualified licensed even which is a good thing and

[12:37] understate statutes we should have a have a County Surveyor so with uh your consensus we'd like to appoint Charles

[12:44] Webb as our interm count surveyor and with afterwards we'll take the oath on

[12:50] his first day very good well welcome Charles you got big shoes to fill I I I

[12:55] maybe suggest you maybe want to take Steve's shoes and just you say give him yours see

[13:01] if but no uh welcome we know you've done a great job thus far and I think you'll do a great job in this role in the uh

[13:51] podium good morning Mr chair good morning Commissioners I just wanted to uh take this opportunity to honor Mark

[13:59] Erikson who's retiring uh January 30th so just a little more than a week I felt

[14:04] bad because I I didn't get a plaque but I found out he chose the gift card so I I don't feel I don't feel bad anymore um

[14:11] so mark this is this is hard for me I've been I've been with the county almost 25 years and Mark was here when I started I

[14:17] think there's only one more attorney left who who will be here when I started um Mark um we have almost 29 years with

[14:24] the county he started in January of 1996 and prior to that he he was a law clerk

[14:31] for Judge Gary Meyer who was a judge here for many years and then he worked for the MC uh county attorney's office

[14:38] as an assistant and then with uh shaki city attorney's office um before joining

[14:45] right County um I I wrote my my monthly update about Mark so I hope everybody

[14:50] had a chance to read that and and I meant every word I said uh but ever since then Mark is thinking maybe he

[14:57] can't retire because he's so he's so so valuable and crime is going to Skyrocket if he does if he does retire um I came

[15:06] from Hanahan County so I was I was in henpen for six years and I knew a lot of the defense attorneys and it's it's

[15:12] really an honor because they would come out and they would complain about Mark and and uh because he's so tough he was just tough on crime he was a true

[15:19] champion for victims especially on the criminal sexual conduct cases which are are hands down the toughest cases in our

[15:27] office and the most challenging and when I came to the office I don't know if you had just started on the Crim

[15:33] sex cases then but the Crim sex cases were a 2-year rotation and I've been

[15:38] here 25 years so Mark Mark never rotated out of those cases he kept those cases and he's just a true champion for

[15:45] victims um one defense attorney told me and I believe it he charged more when

[15:51] Mark was on the case because he knew um he was in for a fight and he knew Mark wouldn't back down and Mark would go to

[15:57] trial which he did on on many cases he's probably tried more uh felony jury

[16:03] trials outside of some of the the hennipen County attorneys across the state way more than 100 trials I think

[16:08] Mark stopped keeping track of the number of trials that he had um by far the most of any prosecutor in our office um he

[16:16] did some of the other really challenging case loads that over the last couple years he's been passing off his

[16:24] knowledge on arson cases and um you know babies who are are shaken and injured by

[16:31] their their parents or custodian he was the expert on those cases the head trauma cases and also the um pornography

[16:39] case is really kind of a specialized area so Mark has graciously started

[16:44] passing off his knowledge in the last couple of years to other attorneys in my office um but he'll he'll certainly be

[16:50] be missed and I just want to uh recognize all that he did for uh Wright

[16:55] County and all of the state of Minnesota being a champion for victims on some really tough cases so thank you Mark for

[17:02] all you did and and obviously a friend of mine too so he's going to be missed and we work out together at noon and

[17:07] it's it's been hitting me these last few months it's like I'm not going to have Mark in the gym to to talk about football and we also share a love of

[17:14] craft beer so I lost Brian oson and I'm I'm losing Mark so I have to find somebody else to talk about good beers

[17:21] with so I'll turn it over to Marks well thank you those are nice things to say I

[17:26] I really enjoy my time here I think I've been here 29 years oh on on J in January

[17:32] 7th but no January 15th but um yeah I mean we we made right County our home

[17:39] and uh it's a special place uh I appreciate all the people I've worked

[17:45] with uh our office is just great and Brian has made it a great place to work

[17:50] and you know obviously the sheriff's department and uh uh Human Services

[17:55] particularly Child Protection I've worked many with many there and they're all just great and they're committed so

[18:03] um thank you very much for letting me work here thank you well thank you Mark we can't thank you enough for all your

[18:09] service and all the wonderful things you've done for the citizens of Ray County I really hope on your next page in life it takes you to uh great

[18:16] enjoyment and relaxation thank you chairman VCH I just want to say um my husband got to work uh as Bala and uh

[18:24] for quite a few years still does part-time and uh can't say enough good things about you Mark and you're going

[18:31] to be well missed by all the bays and I'm sure social services and it it's

[18:36] going to be a big void for Ray County and I want to thank you uh for serving uh what a what a wonderful service to

[18:43] our victims in in Ray County thank you I know one thing you won't miss you know

[18:50] holiday weekends are kind of a mixed bag for us because it gives an extra day for people to break the law so we had 10

[18:56] pages 10 pages of in today so next holiday President's Day

[19:02] you won't have to worry about that all Mr chair if I could just add Mark you were one of the first people I

[19:07] remember meeting in the county attorney's office 14 years ago and you're also one of the most welcoming and I want to thank you for that and

[19:13] also I I have to second what Brian said when you signed your name to a complaint you were ready to take that case to

[19:19] trial no matter if the victim recanted if they sced if new evidence came in

[19:25] that you know maybe weakened your case a little bit if you thought you could still win the case case you took it the trial and I think that's the best thing

[19:32] you could have done for our victims in right County I mean it felt like every other week I talked to you were prepping

[19:37] another trial yeah but good work Mark and congratulations and I hope you have fun

[20:22] there are a handful of dates during 2025 that they will do an online only uh

[20:28] version of their newspaper according to statute we have to publish certain notices in a physical paper um so to

[20:37] address that situation we put out some bids for um as an alternate and we

[20:44] received one from the monal times uh so we need to approve this so that we can

[20:50] remain in compliance with State statutes all right at this time I'll entertain a

[21:32] past and the last one in um July we were directed to proceed with completing an

[21:39] application for certificate of inclusion in the Nationwide monarch butterfly candidate conservation agreement we

[21:46] called it the Monarch app so it's just so basically in a nutshell this is a

[21:51] proactive approach to preserving Monarch habitat in preparation for their

[21:56] inclusion on the protected species list which is in the comment period right now so we expect by the end of 25 it will be

[22:04] and um this will there is some upfront cost which you see in the information but in the long run it will save us

[22:10] money and significantly amount of time is our biggest benefit of not having to do um in-depth studies because we are

[22:19] proactively preserving habitat for the monarchs and the great part about right county is because we have such a um

[22:25] active Park system that we're able to enroll Park land that is going to stay native habitat anyways we're not

[22:31] enrolling ditch Acres like most counties have to do um so I want to thank the

[22:36] parks department and the gis Department too helping us pull information together to determine what was available and what

[22:42] our limits or what our requirements were so it worked out well so we're presenting this to basically um uh

[22:50] authorize the County Board as a signatory on the application and then just also approve the submitt so before

[22:55] we before we sign it send it in so thank you Chad I appreciate your work and

[23:00] other staff's work on this uh like you said this is going to be a good way to mitigate future expenses so this time

[23:53] efficiency you we don't have to time the paper postings um we can get our bid openings done sooner if we get approvals

[23:59] from the state and federal level we can just as soon as it's on the website it's posted we don't have to wait the

[24:04] following week for the paper to come out so um we like to try this as an option

[24:10] um we did it for a few years when I was in McLoud County I think it worked well and that's what's before you

[24:19] today um yeah just one question yeah uh is it it it is most of our uh vendors

[24:26] look to the website when they want to bid on job anyways they're not really looking at the paper is that correct um

[24:32] to some degree on our website to maybe get our Five-Year Plan but for the actual job postings there's a um we post

[24:39] to our um bid Vault site there's our own program and then contracts can get

[24:45] automatic notifications to that anytime things something's posted and also the state of Minnesota runs as called e

[24:51] advert so any transportation Public public projects get posted on there and

[24:56] that's where a majority of the work is looked for you know for Highway heavy projects they go to E advert so the the

[25:02] statutory requirement for the legal postings of you know two weeks and 10 days um this satisfies that but almost

[25:10] all our contractors not reading the paper anymore they're going to those two sites so yeah great thanks you bet thank

[27:25] work on on or like a larger scale project we'll reach out to the city and see if it's mutual mutually agreeable

[27:31] for a turn back we haven't forced any turn backs on any communities um so if it's reasonable and the work and we can

[27:38] come to an agreement we'll look at it we reach out you know the next time there'll be a Paving project so I think I looked at the age after uh um clay

[27:46] reached out to me I think that was about 10 years ago so within 5 to 10 years we

[27:51] might have that conversation unless the city has some desire to do something sooner and they want that road for

[27:58] for development purposes or whatnot I haven't had the conversation with any of them at that point as far as that goes

[28:05] but I just I mean it kind of makes sense we had the same thing in in montros of course as we talked about and it just

[28:10] doesn't make sense for that to be a County Road correct I agree so but we'll have those conversations it's on our um

[28:16] it's on our longrange transportation plan as one of the cors to look at so next time we'll we'll we'll bring that back to the board so thanks Chad thank

[32:22] wouldn't want anybody to be caught off guard by anything that's in there if if they didn't know about it and it was

[32:27] just hey go read this 15-page document with all these highlighted changes and

[32:33] you know we'll go from there uh Mr chair commissioner MOA usually what we do is we send it an all staff email when it's

[32:40] a policy change in this regard given that it's travel specific I may talk

[32:46] with finance and HR about just doing the department head manager one and then letting the department head managers distribute it out to their employees

[32:53] instead of sending it out to all 870 employees because not all of them use fleet vehicles and travel so I I think

[33:01] we we have the potential to make the message too big here but in this particular instance I'm probably going to lean towards supervisors and managers

[33:07] and department heads and then let them distribute out accordingly good question good question

[34:20] thoughts were on this person I haven't had any communication with her regarding that one way or the other so um I how

[34:28] many was the number of applicants that we had we had four excuse me and two of them were

[34:34] selected for interviews because they submitted a letter of interest in resume um two of the applicants didn't one of

[34:41] the applicants didn't submit a resume one of them didn't submit a letter of interest and those two applicants were not interviewed the two that submitted

[34:48] both were um uh I do want to say that uh um

[34:55] Wayne bment was on this committee and uh

[35:00] I reached out to him um to ask him if he knows of anybody to put forward to apply

[35:08] and because it's his seat he's held that seat for nine years so he he was happy

[35:14] to help and uh sent out um specifically to Holly Lamers um uh to apply and gave

[35:22] her the link so she that's how we got um got her

[35:28] um so I feel confident that because he's been on that committee for nine years he

[35:33] knows kind of how he wanted that his seat

[35:38] filled yeah I I I don't disagree with that I think it's great when you've got somebody who's leaving a spot saying hey

[36:28] that you know I know that we're going through Ways and Means for interviews which I think is great that we're consolidating into one group but just to

[36:35] have a conversation with a person you know whether it's me or or commissioner

[36:40] dedri or commissioner Holland on whatever seat we're sitting on

[36:46] so well I appreciate your feedback there um I'm I'm comfortable with where it's

[37:30] we have the extension recommendations which was to the appointment that was necessary and then the uh Ways and Means

[37:38] uh at large appointments discussion and then we had the interim uh County Surveyor appointment which was already

[37:44] been accomplished an update on the Cannabis joint power agreements and then we did a brief overview of open meeting

[37:51] law and then we had the federal consultant retainer uh with that I'll

[37:57] Stand for a motion for the approval of the January 14th Workshop recommendations so moved I'll second
