The City of Chanhassen released an educational video explaining the planning and design process used to maintain the city's 119 miles of roads, outlining the multi-stage approach taken before construction begins.

The Engineering Department's process begins with preliminary design work that includes site examinations, resident surveys and condition assessments. Officials consider traffic volumes, storm water drainage issues, safety improvements and utility upgrades when selecting rehabilitation methods for roads.

Projects progress through design stages marked at 30, 60, 90 and 100 percent completion. At 30 percent, basic layouts are designed, while 60 percent involves reviewing preliminary designs and exploring alternative solutions. The final stages address detailed specifications before the City Council approves designs and projects move to bidding.

Environmental review runs parallel to the design process, with the city working alongside watershed districts, the Minnesota Department of Natural Resources and other organizations to minimize environmental impact. The review considers effects on endangered species like the long-eared American bat and rusty patch bumblebee, as well as impacts on wetlands and vegetation.

Community engagement typically begins when projects reach 30 to 60 percent design completion through surveys and open houses. Once approvals are received and feedback incorporated, projects go through a low bid process with contractors selected by the City Council.
