This is applicant med Dakota Animal Hospital for approval of a conditional use permit. And I understand Mr. Dusek, you're going to be presenting for us today. 00:08:46,040 S3: Yes. Thank you, Mr. Chair. Members of the Commission. The applicant is requesting approval of a conditional use permit to allow a veterinary clinic on property located at 2781 Pilot Knob Road. The half acre property is developed with a 3067 square foot building. It was platted in 1999, and the building was constructed the following year. The property is zoned neighborhood business, within which animal clinics are a conditional use. The ordinance does not identify specific criteria for this conditional use. The building is located west of center on the property, with parking to the east. Access is from Pilot Knob Road, which is a county roadway. An eight foot trail is present along the west side of Pilot Knob Road on the frontage of this property, and connects to the Regional Trail system about one quarter mile to the north. A ground sign is located south of the driveway. At the time of planning, half right of way was dedicated along the west edge of the site, intended for a future extension of Egan Woods Drive, which has not occurred to date. The proposal involves renovating the building's interior to convert the prior medical clinic for a veterinary use, and will provide six exam rooms, lobby and reception, a staff work area and spaces for surgery lab and other treatments. The proposal includes a 600 square foot addition on the west side of the building and will provide an office, X-ray room, kennel area and staff break room. Future expansion and reconstruction of the parking lot is also planned. No counseling or boarding of animals except for those needing veterinary care is proposed, and the proposed use appears compatible with the surrounding area, which is commercial and office uses. The proposed building addition satisfies required setbacks, including the rear setback abutting dedicated right of way. The city code does not identify a minimum parking standard for a veterinary clinic use. The existing lot provides 14 stalls in the front parking lot, with a potential two overflow stalls on existing pavement north of the building that would be used for staff only if necessary. The 14 stalls is a ratio of one stall per 262ft², and that is comparable to other veterinary clinics in Eagan. With the proposed addition, both maximum building coverage and minimum green space ratios are satisfied, and the additions will match exterior finished materials to the existing building. The ground sign does not currently meet the ten foot setback, although it did when it was constructed, and it is located within a public drainage and utility easement. The sign may remain or may be replaced in its current location, but cannot move any closer to right of way. The property contains a enclosure for trash receptacles that's located north of the building. There's no rooftop mechanical equipment. The building has a pitched roof and a ground air conditioner unit. At the southwest corner of the building is screened from adjacent property with by an existing fence. Original landscaping on the site was installed in 2000 with the construction of the building, and that requires some maintenance and there are some missing or dead trees which should be replaced. The future parking lot would require grading plans, and the specifics of that parking lot design, and the grading and drainage would be evaluated at the time that reconstruction is undertaken. There are no modifications to existing utilities or changes to the driveway access proposed. Storm sewer trunk charges have not previously been paid and would be due with external physical improvements to the site, and park and trail dedications do not appear to have previously been satisfied and are not due as part of this proposal. In summary, the applicant is requesting approval of a conditional use permit for a veterinary clinic in NRB. Zoning. The ordinance does not specify criteria specific to this particular conditional use. The use involves renovation of the building, interior, construction of a building addition, and possible future parking lot construction, and the proposed improvements appear to meet applicable zoning standards. And then um, like Pam was saying to, we do have the ability to kind of move staff off to that North side if, you know, um, if needed. So when I was looking at the map and how I would decide it was, we would keep that, uh, clinic facing, um, those clinic facing parking spots, all clients available. And then the further back ones could either be staff. And if those are full, we could do the overflow.
