Eagan approves veterinary clinic on Pilot Knob Road

The Eagan City Council unanimously approved a conditional use permit on August 25 for Mendota Animal Hospital to open a veterinary clinic at 2781 Pilot Knob Road. The 6-0 vote clears the way for the clinic to renovate an existing building and add 600 square feet of space.

The council's approval came after staff presented details about the proposed clinic and applicant Kyle Stoltzfus addressed concerns from commissioners and the public. The property, zoned for neighborhood business uses, is a half-acre lot currently developed with a 3,067 square foot building. Stoltzfus plans to renovate the existing structure and construct an addition to accommodate the veterinary practice, which will relocate from Mendota Heights.

Parking emerged as a key discussion point during the meeting. The proposal includes 14 parking spaces, with potential for up to 20 spaces if the lot is restriped in the future. Stoltzfus explained that the clinic typically operates with 5 to 7 staff members at any given time, leaving 7 to 9 parking spaces available for clients. He outlined a strategy to reserve parking closest to the clinic entrance for clients while using back spaces for staff, with overflow parking available on the north side of the property if needed.

A public commenter raised concerns about whether the clinic would treat large animals like horses, which could create traffic and parking challenges if owners arrived with trailers. Stoltzfus clarified that the clinic will focus almost exclusively on dogs and cats, with limited services for small "pocket pets" like bearded dragons and rabbits. "Nothing large enough that would have to go on a trailer," he said, directly addressing the concern.

The council voted unanimously to approve the conditional use permit, with Secretary Whitfield making the motion and Member Walsh seconding it. The approval allows Mendota Animal Hospital to proceed with its plans to establish the veterinary clinic in Eagan.

The applicant, Kyle Stoltzfus, spoke about his investment in Eagan and addressed concerns regarding parking capacity, explaining how staff parking would be managed to prioritize clients. A public commenter, Tom from Eagan, inquired about the size of animals the clinic would treat, to which Mr. Stoltzfus clarified that services would be primarily for dogs, cats, and small 'pocket pets', not large animals requiring trailers. I think 14 is sufficient. Typically, we count about 5 to 7 employees or staff there at the time. So that gives us about, you know, 7 to 9 over. And then um, like Pam was saying to, we do have the ability to kind of move staff off to that North side if, you know, um, if needed. So when I was looking at the map and how I would decide it was, we would keep that, uh, clinic facing, um, those clinic facing parking spots, all clients available. And then the further back ones could either be staff. And if those are full, we could do the overflow. But that way, we're keeping all of the ones right up to the entrance open for clients.

I just need some clarification on the size of the animals that they're talking about. We do have people here within Eagan that have horses. So if they bring their horse in with a trailer, you may have some issues with turning around and things like that. Or do the as the veterinarian's going to the site.

So almost all dogs and cats, that's basically it. I have an associate who likes working with, uh, pocket pets like bearded dragons and rabbits and stuff, but no, nothing large enough that would have to go on a trailer, hopefully.
