The Lakeville Planning Commission approved a conditional use permit Thursday for Dirt Boys Incorporated to expand North Creek manufactured home park with 132 new manufactured home sites south of the existing community.

The proposal faced significant opposition from neighboring residents during a public hearing, with concerns ranging from increased traffic and safety issues to environmental impacts and property values. Residents from the adjacent Country View manufactured home community and nearby Fairfax Avenue expressed particular worry about a proposed emergency access gate and potential security issues.

Dan Gustafson, owner of Country View manufactured home community, requested increased fence height and restrictions on construction traffic through his property. "We would like to see the fence increased from 6 feet to 7 feet," Gustafson told commissioners, also expressing concern about the proposed 4-foot emergency access gate height.

The commission approved the permit with amended conditions including increasing the chain link fence height to 6 feet along the south boundary and requiring all construction traffic to route through North Creek property only. The applicant also committed to finding a gate taller than 4 feet for emergency access.

The proposal will proceed to the Lakeville City Council for final approval on February 18. The development would add 132 homes to the existing North Creek community, representing a decrease from the original 1989 plan for the property, which has been zoned for manufactured housing since 1974.
