At a March 15 retreat, Edina City Council members learned how the city's three-year-old salt storage facility is helping stretch taxpayer dollars by allowing bulk purchases and multi-year budgeting strategies.

Edina's 5,000-ton salt storage facility is proving its value as a budget management tool, city officials explained during a council retreat this month. The facility, built approximately three years ago, allows the city to buy road salt in bulk and store surplus from mild winters for use during harsher seasons.

Street Supervisor Shan Anderson told council members that winter weather creates unpredictable demand for salt. "It's been a very unique season... never seen anything like it," Anderson said. "You could have one season you go through tons and tons of salt the next season you go through barely any."

The storage capacity gives Edina leverage against rising salt prices, which currently approach $80 per ton. "The price of salt goes usually up. I've never seen it go down," Anderson noted, explaining why buying ahead makes financial sense for the city.

"It's a facility that allows us to really stretch the budgets per year with the tonnage of salt," Anderson said. By purchasing salt during low-demand periods when prices may be more favorable, the city can spread costs across multiple budget years rather than facing large expenses during severe winters.

The facility also requires specialized maintenance to keep stored salt usable. City crews use grinding equipment mounted on a loader to break up salt that hardens over time as it absorbs moisture and forms crusts. This process ensures the salt remains effective for treating icy streets when needed.
