The city is moving forward with major upgrades to Rayar Arena after the council greenlit a $2.62 million architectural services contract during its March 15 retreat. JLG Architects, selected through a competitive bidding process, will handle design work for the ambitious project that includes adding a fourth ice rink and addressing aging infrastructure throughout the facility.

The Minneapolis-based firm was chosen for its specialized expertise in ice arena design. City staff noted that JLG operates a dedicated sports studio group focused specifically on ice facilities. "JLG did stand out — they're a leader in the state and the nation," a city official said during the meeting, adding that the firm "recognized that this project will require the excellence and great pride and tradition to improve Rayar Arena."

The renovation will tackle several longstanding issues at the arena. Plans call for leveling rink floors that have experienced heaving, upgrading heating and cooling systems to improve air quality and reduce dust, and enhancing ventilation throughout the building. The project will also improve parking, add a new lobby, and bring the facility into better compliance with accessibility standards under the Americans with Disabilities Act.

Funding for the $45.2 million project comes from a local sales and use tax that Edina voters approved last fall. JLG Architects will work alongside city staff, Tegra — the city's owner's representative — and a construction management firm that has yet to be selected.

The contract covers the full scope of architectural services, from initial programming and preliminary design through construction documents and oversight of the building process. No council members voiced opposition to the contract during the meeting.
