The Edina City Council spent Saturday reviewing staff recommendations for approximately $4 million in budget reductions to address projected increases in the 2026-2027 budget cycle during their annual budget retreat.

City Manager Scott Neal presented a comprehensive package of revenue enhancements and expense reductions aimed at managing property tax levy growth. The recommendations include recovering credit card processing fees from users, increasing franchise fees on utilities, and deferring certain capital improvement projects. "We've heard from Council during the last budget process that levy management and particularly slowing the trajectory of growth in the property tax levy is important to you," Neal told the council.

The council expressed general support for most revenue-generating proposals, including the credit card fee recovery expected to generate approximately $300,000 annually and service fee adjustments projected at $50,000. However, members showed more hesitation about deferring $805,000 in capital improvements, with Council Member Carolyn Risser expressing concerns about maintaining city facilities. "We are proud city and we should take care of what we have," Risser said.

Staff also outlined significant external pressures facing the budget, including Minnesota's new paid family and medical leave program taking effect in 2026. Fire Chief Todd Burrows noted the program could substantially impact public safety operations, as departments must maintain minimum staffing levels around the clock. The city currently experiences about 30 employee leaves annually, with 40% occurring in police and fire departments.

The council directed staff to continue developing the budget reduction plan while conducting additional analysis on franchise fees and capital project priorities. The final 2026-2027 budget is scheduled for adoption in December.
