Administration of Oath of Office for Newly Appointed Board Member Tim Pollace
Tim Pollace, a newly appointed board member, publicly took his oath of office during the meeting, affirming his commitment to the U.S. and state constitutions and his duties to Independent School District number 280.
Policy 704: Annual Audit Approval
Moved by Vice Chair Spencer [0:53:30] · Seconded by Clerk Liss [0:53:35]
This item was presented for its third and final read. The Superintendent recommended its passage, noting that the updates align the policy with Minnesota School Boards Association guidelines and state statutes, primarily focusing on clear and public audit practices with minor wording and branding adjustments.
Policy 705: Insurance and Administrative Guidelines 705.1 (Second Read)
During its second read, the policy was noted for an added sentence authorizing administrative guidelines to better describe the district's insurance practices. The draft guidelines detail various aspects of insurance and risk management. Director Pace suggested formalizing a 'risk management committee' or designated lead to proactively evaluate and document risks with external experts, a suggestion the Superintendent agreed to incorporate into future drafts.
Policy 707: Commission Sales, Vending Machines, and School Pictures (Second Read)
The second read of this policy included minor branding updates. It confirmed the district's current practices, such as having one vending machine at Richfield Middle School's staff lounge and an ongoing contract with Chem Mueller Photography for school pictures, which includes commissions. A board member inquired about the transparency and specific details of these commissions.
Authorization for Board Member Ken Liss to be Employed as a Substitute Teacher
Dissent: Clerk Liss abstained from the vote concerning his own employment authorization.
Moved by Director Pace [1:07:50] · Seconded by Vice Chair Spencer [1:08:00]
The board discussed authorizing Clerk Ken Liss to be employed as a substitute teacher for the school year. The Superintendent clarified that state statute allows board members to earn up to $20,000 for such work, requiring board approval with all members present. Treasurer Tomkins confirmed this compensation is in addition to board stipends.
Authorization for Board Member Director Pace to be Employed on a Casual and Temporary Basis
Dissent: Director Pace abstained from the vote concerning his own employment authorization.
Moved by Clerk Liss [1:10:00] · Seconded by Director Dennis [1:10:10]
The board considered and approved authorization for Director Pace to work for the district on a casual and temporary basis, which he clarified includes substitute teaching and officiating athletic competitions. This motion followed a similar process and discussion as the authorization for Clerk Liss.
Policy 708: Collection of Unpaid Obligations and Administrative Guidelines 708.1 (First Read)
This item was presented for a first read, outlining the district's policy on requiring fee payments for programs and respectful collection efforts. The Superintendent noted feedback received regarding pre-K fees and explained plans to systematize fees and unpaid obligation methods across all district programs (e.g., community education, pre-K, high school, lunch service) to ensure transparent communication, multiple payment options, and logical consequences. The item will also be sent to 'safe and supportive schools' for review.

The Richfield High School music department received a donation of band instruments, valued at $800, from Jim Kaiser of Richfield. The board expressed utmost gratitude for the contribution.
Notable Quotes (10)
I affirm that I will support the Constitution of the United States and the state that I will discharge faithfully the duties of the office of school board member of Independent School District number 280 to the best of my judgment and ability.
So third and final read. So I'm recommending passage. We have the updates to a policy that very much aligns to Minnesota School Boards Association and uh state statutes. Um you'll just notice some slight wording and branding changes in a policy that basically says that we will have audits. We will be very clear and we will be public about it.
The policy basically said we're going to have insurance. Um, that isn't as much as we should have, um, to really describe what we do. Uh, so we added the sentence that the superintendent has recommended to create administrative guidelines to facilitate the implementation of this meeting.
I'm saying who and it would definitely involve our our external consultants like what what is the process by which we evaluate the risks we're exposed to and can regularly document that we have reviewed them and considered them with the advice of external experts I don't expect internally anyone to be an expert.
I think what we do if if I'm hearing Tim correct and I think it makes sense is we outline a riskmanagement group that comes together to gather this in uh as a recommending to the board so
Very small updates. We did check back. There is actually one vending machine uh that we do of the district in the staff lounge at Richfield Middle School. We still we do currently have a contract with Chem Mueller Photography for school pictures.
Majority of the school board must approve the employment at a meeting which all board members are present. So we are all here. Uh, member Liss has been employed at times as a substitute teacher and member Palace sometimes does casual part-time services and uh, officiates athletic competitions.
I just like to clarify if this is in addition to the salary as board members, schoolboard members, or is it in totality?
Just to clarify that includes substitute teaching.
I did hear some great feedback which will be utilized in regard to this policy. Um, in regard to trying to systematize fees and unpaid methods across all of our, um, all of our programs. Um, trying to make sure that we are doing our best in regard to transparent communication upfront, providing multiple ways to get things paid, including um, others possibly supporting through scholarship, looking at additional ways to cover.
