With all in favor, the agenda was approved. ## ApprovalofMinutes–AmotionwasmadebySharstrom,secondedbyPettis,toapprovethe minutesoftheJune22,2026regularCityCouncilmeeting.Withallinfavor,theminuteswere approved.AcompletecopyoftheminutesoftheJune22,2026regularCityCouncilmeetingis contained in the City Administrator’s book entitled Council Proceedings 20. ## ConsentAgenda–InmotionbySharstrom,secondedbyPettis,ResolutionNo.2026–122 entitled“ResolutionApprovingConsentAgenda”,wasintroduced.Uponrollcall,withallinfavor, theResolutionwasdeclaredpassedandadopted.AcompletecopyofResolutionNo.2026-122 is contained in the City Administrator’s book entitled Council Resolutions 26. ## PublicWorksFacilitiesOptimizationConsultingServices–PublicWorksDirectorMoulton sharedafteracompetitivebiddingprocessISGofMankatowasselectedtocompletethePublic ## WorksFacilitiesOptimizationStudy.Moultonsharedthestudywouldevaluatecurrentandfuture facilityneeds,operationalefficiencies,andlong-termserviceopportunities.Moultonrequested approval to have ISG complete the study. ## InmotionbyRanft,secondedbyPettis,ResolutionNo.2026-123entitled“ResolutionAuthorizing ## ISGofMankato,MinnesotatoCompleteaPublicWorksOptimizationServicesStudy“was introduced.Uponrollcall,withallinfavor,theResolutionwasdeclaredpassedandadopted.A completecopyofResolutionNo.2026-123iscontainedintheCityAdministrator’sbookentitled Council Resolutions 26. ## DonationAcceptance–CityAdministratorPrafkesharedtheSaintPeterGirlsFastPitchSoftball ## Associationhadraisedapproximately$30,000theyweredonatingforthepurchaseand installationoffourscoreboardsatJeffersonPark.PrafkenotedtheassociationandtheCity enteredintoanagreementfortheCitytopurchaseandinstallthescoreboardswiththedonation moneyprovidedbytheassociation.Prafkerequestedacceptanceofthedonationandapproval of the agreement. ## InmotionbyDeVos,secondedbyPettis,theResolutionNo.2026-124entitled“Resolution ## ApprovingtheAgreementandDonationforJeffersonParkScoreboardsfromtheSt.PeterGirls ## FastpitchSoftballAssociation”wasintroduced.Uponrollcall,withallinfavor,theResolutionwas declaredpassedandadopted.Ac…

ADJOURNMENT ## Todd Prafke ## City Administrator ## CITY OF SAINT PETER, MINNESOTA ## OFFICIAL PROCEEDINGS ## MINUTES OF THE CITY COUNCIL MEETING ## JUNE 22, 2026 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Saint Peter was conducted in the Governors’ Room of the Community Center. A quorum present, Mayor Nowell called the meeting to order at 7:00 p.m. The following Councilmembers were present: Keri Johnson, Darrell Pettis, Ben Ranft, Josh Weisenfeld, Dustin Sharstrom and Brad DeVos. The following officials w ere also present: City Administrator Todd Prafke, Assistant City Attorney James Brandt, Finance Director Perry Solheim, and City Engineer Jeffrey Domras. Approval of Agenda – A motion was made by Ranft, seconded by Weisenfeld, to approve the agenda. With all in favor, the agenda was approved. Approval of Minutes – A motion was made by Johnson, seconded by Ranft, to approve the minutes of the June 8, 2026 regular City Council meeting. With all in favor, the minutes were approved. A complete copy of the minutes of the June 8, 2026 regular City Council meeting is contained in the City Administrator’s book entitled Council Proceedings 20. Consent Agenda – City Administrator Prafke shared that an additional memo and a revised Resolution were handed to the Councilmembers which added a Temporary Dance License for the Red Men Club. In motion by Ranft, seconded by Sharstrom, Resolution No. 2026–112 entitled “Resolution Approving Consent Agenda”, was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-112 is contained in the City Administrator’s book entitled Council Resolutions 26. 2026A General Obligation Bonds – Shannon Sweeney from David Drown Associates reviewed the financing plan for the issuance of General Obligation Bonds to fund a number of projects within the City. Sweeney shared that the bonds would be sold through a competitive bid process and debt service. …
