The council voted 5-0 to adopt two ordinances and three resolutions related to the Tanner Lake Redevelopment, which will create a new Planned Unit Development (PUD) district. The PUD designation allows the developer flexibility from standard zoning rules in exchange for higher design standards and pedestrian amenities. The project includes two site plan options because the developer may or may not acquire an adjacent property from Lake View Terrace condominiums.

Both site plans were approved with conditions, including design updates, landscape improvements, fire department approval, and compliance with shoreland regulations protecting the lake. The developer must also convey an outlot to the city, provide public access easements, and dedicate land for parks.

The approval came after public concerns about project density, traffic impacts on Fourth Street and other local roads, potential property value effects, and environmental impacts on Tanner Lake. Some residents questioned whether the planning process included adequate community input. The council proceeded with approval despite these objections.

In other business, the council unanimously approved approximately $46,000 in change orders for Willowbrook Commons Park, covering soil work, utility adjustments, and aesthetic improvements. The overall park project remained within budget. The council also authorized the city administrator to approve future change orders up to $24,999 without returning to the full council.

The council initiated two 2025 street improvement projects—a street reconstruction program and a street overlay program—and authorized hiring an engineering consultant to prepare feasibility reports. Additionally, the council adopted a recodified city code of ordinances, converting it into a searchable online document to improve public access, and amended the city's paid time off policy to remove a six-month probationary period restriction, aiming to improve employee recruitment.
