The property contains, well. A single family home was built on the property in 1968. The church acquired the property in 1993 and used it as a priest residence until 2003, and then later converted the building for use as a youth center. Access to the property is from Deerwood Drive, at the northwest corner of the lot, and also directly from the church parking lot to the west. The proposed subdivision splits off the northeastern 1.14 acres, which is proposed lot two and retains a 3.09 acre parcel lot one with the existing building. Both lots meet minimum dimensional and area standards for the Public Facilities zoning district, which is the current zoning of the property. The proposed lot two will be offered for sale. The church intends to continued use of the building on lot one for small church meetings and storage, and possibly to re-establish it as a priest residence in the future. There is no new development associated with the subdivision at this time. However, a conceptual plan was submitted illustrating how proposed lot two could be developed under the current Public Facilities Zoning standards. Access to both lots comes directly from Deerwood Drive. Storm drainage flows from the high point in the center of the property to the north, south and west. The Tree Preservation Ordinance would apply to future development, and significant tree removal would be required for any development of lot to the proposed. Any proposed development would be reevaluated for stormwater management requirements at the time of building permit. The existing building is connected to city sewer and water, and the water main and sanitary sewer are available for connection, and Deerwood Drive for development of lot two. The existing private ingress egress easement on the east side of the property serves two other lots. The parcel to the south at 1310 Deerwood Drive, is also owned by the church, and because a party cannot grant themselves an easement, a declaration should be created at the time the property is subdivided to establish that driveway access for 1310 over the east edge of the new lot two, and the easement that serves 1300 Deerwood Drive will remain in effect. A portion of water, main and sanitary sewer fees have been collected. Remaining fees will be collected at the time of final subdivision and those are detailed in the staff report. Park and trail dedications have not previously been provided. Cash park and trail dedication would be due for the new lot lot two and may be deferred while the property is in church use and collected at the time of future development.
