[4:28] essentially be on either end of the

[4:30] project uh each of them would have their

[4:33] own um parking lot associated with them

[4:35] as well although obviously overflow uh

[4:38] could go in either you can tell uh the

[4:41] parking lot on what would be the East is

[4:45] a slightly larger parking lot uh because

[4:48] that tenant space is proposed to be

[4:49] slightly larger um so with that um let's

[7:28] on the outlet lot uh in order to keep

[7:31] the title clean as we record the new

[7:34] plat we're having them vacate this

[7:36] easement and they will be rededicated

[7:38] with the final plat so there's no change

[7:40] in easement

[7:43] there uh site plan Miss has Camp kind of

[7:46] reviewed that um dual uh multi-tenant

[7:52] commercial building parking lot on

[7:53] either side uh buffering Landscaping to

[7:57] the north fairly straightforward access

[7:59] off of the private Drive um and there

[8:01] will not be access from Kenrick

[8:04] Avenue uh grading plan uh as you can see

[8:08] there's they are not getting into the

[8:11] existing uh burm and buffer to the north

[8:14] um which helps buffer the view to those

[8:16] Town Homes to the

[8:17] north uh this is the landscape plan they

[8:20] do have plantings along the parking lot

[8:23] uh the foundation of the building on the

[8:25] side additional plantings here and then

[8:27] here are some of the additional trees

[8:30] that they are adding just to help fill

[8:31] in some of those gaps uh for

[8:35] those um as has Camp showed the building

[8:37] elevations talked about the materials um

[8:40] they do meet the exterior material cor

[8:42] requirements with 65% brick and windows

[8:46] on the site which is the grade A

[8:49] materials uh and then this is just the

[8:51] floor plan for retail and then the

[8:55] wellness clinic

[8:56] there um I did have one other item I

[8:59] wanted to mention the site does not show

[9:03] um a trash enclosure at this point if

[9:06] they are going to have an exterior one

[9:07] they need to update the plans to include

[9:10] that information otherwise if it's being

[11:42] session and talked um primarily about

[11:48] align market conditions or Market needs

[11:51] for parking for different uses so I'm

[11:53] just going to go quickly through the

[11:55] staff memo um you received that um the

[11:58] ordinances and in front of you um in

[12:00] your packet or on your device um again

[12:03] anything that is underlined is proposed

[12:05] as new text anything that is stricken

[12:07] out is proposed to be removed sometimes

[12:13] moved um for just realignment um so it's

[13:38] signage for the permanent Pavilion at

[13:41] the new uh the new permanent Pavilion at

[13:43] the H Arena as well as in the Grand

[13:46] Prairie um um Park so the Grand Prairie

[13:50] is looking for a second Monument sign

[13:53] there's one that will be located on

[13:55] Cedar Avenue and they are looking for a

[13:57] second one to be positioned on Hamburg

[13:58] Avenue

[13:59] um that one doesn't meet the letter of

[14:02] the law because it's not on a major

[14:05] collector or arterial street so we want

[14:07] to create an exception because it's a

[14:09] community park um we feel that kind of

[14:12] Park is deemed um is warranted really

[14:14] for having that additional signage and

[14:17] then additional wall signage is proposed

[14:19] again on um the new Pavilion and then on

[14:22] the Grand Prairie um grand stand so that

[14:26] new baseball grand stand so hopefully

[14:28] you've all seen I was looking for one

[14:30] today to throw up on the screen I didn't

[14:31] find one late this afternoon but

[14:33] hopefully you've all visualized that

[14:35] Park and there's a um major grand stand

[14:38] and on the South Wall of that they want

[14:39] to have the sign for that as well as the

[14:42] sponsorship so we believe all of that is

[14:44] reasonable and we made these exceptions

[14:47] specifically to community parks and the

[14:49] special use

[14:50] Parks then within the M2 mixed juice um

[14:54] Cedar Corridor District um we found a

[14:57] discrepancy um this ordinance allows for

[15:00] multif family with a conditional use and

[15:02] then it has certain standards one of

[15:03] which is a standard for um area the area

[15:08] requirement and so right now it reads at

[15:11] 1,675 Square ft um per unit which meets

[15:15] the low density for that range but the

[15:18] comp plan for this um zoning area or the

[15:22] land use that this zoning area falls

[15:24] under um stipulates between 26 and 40

[15:27] units so we need to address

[15:29] that range so we're proposing changing

[15:31] that 1675 to 1100 to meet the

[15:34] comprehensive

[15:36] plan um within the i1 light industrial

[15:39] conditional uses um we received a couple

[15:41] of inquiries to allow um limited outdoor

[15:45] storage for auto repair uses right now

[15:48] that use is allowed as a conditional use

[15:50] but all the vehicles have to be stored

[15:52] inside so the amendment includes quite a

[15:54] few conditions to really limit this but

[15:56] to allow some outdoor storage provided

[15:59] it's not visible from a principal

[16:02] arterial provided that it's not more

[16:04] than 20% or 10,000 square ft of the lot

[16:07] area screened and so forth so we think

[16:10] those are enough um conditions to allow

[16:14] that but on a very restricted basis in

[16:16] the i1 again as a conditional use and

[16:20] then in the I2 section for conditional

[16:22] uses we're proposing adding that

[16:24] commercial recreation facilities this is

[16:26] something that we allow as a conditional

[16:28] use in the i1 District we've received

[16:30] some inquiries in the I2 we've kind of

[16:33] held off but we do have some older

[16:35] buildings that could benefit from this

[16:36] change and so we're at asking to add

[16:39] that with the same standards that are in

[16:41] the i1 so both those districts have that

[16:44] flexibility and then finally in the

[16:46] administr in the I3 under administrative

[16:49] uses um the Mac has submitted building

[16:51] permit plans for a remodel for their

[16:55] Maintenance building so if you've not

[16:56] been to the airport um where the flight

[17:00] school is located there's a maintenance

[17:01] building the remodeling that and they

[17:03] need to create a sleeping quarter so we

[17:05] have snow events um the max staff is

[17:08] able to stay overnight and so that's

[17:10] technically not allowed currently in the

[17:12] ordinance so we need to add that

[17:14] provision to the ordinance so that about

[17:17] sums up what is included in this um

[17:20] again this kind of ends the 20204 zoning

[17:23] updates staff apologizes that it took so

[17:26] long but we've been quite busy in our

[17:28] office um we're need to get ready for

[17:30] the 2025 update um but if you have any

[18:59] especially kind of excited about that

[20:59] that Frank um provided over his 35 plus

[21:23] term new Loosely new to me uh I'm Daryl

[21:27] Mur I am the former planning director

[21:33] 30 of which were with Frank and so I

[21:36] just wanted to say a couple things I'm

[21:37] going to keep it short I'm sure all

[21:39] these folks over here will be glad to

[21:40] hear that but uh it was a pleasure

[21:44] working with Frank for all those years

[21:46] uh I thought of three words that

[21:49] described Frank during his tenure here

[21:52] uh on my way in and they are dedicated

[21:56] hardworking and patient especially

[21:59] patient Frank dealt with so many people

[22:03] that had problems or complaints or

[22:06] issues or didn't agree with the

[22:08] ordinance or didn't agree with staff and

[22:11] he was immensely patient with those

[22:13] folks and as his supervisor for all

[22:16] those years I am forever grateful for

[22:19] that he did a great job city is losing a

[22:22] lot of institutional knowledge with

[22:24] Frank uh retirement I know these guys

[22:27] can to ATT test attest to that as well

[22:30] so uh we worked together really hard I

[22:34] think what we did here I'm very proud of

[22:36] the work we did together and I'm sure

[22:38] Frank is as well uh we had a lot of

[22:41] hundreds of Planning Commission meetings

[22:43] public hearings the time when there was

[22:47] five or six public hearings on an agenda

[22:49] and it was basically just he and I

[22:51] making the staff reports and

[22:53] presentations and we survived it and I

[22:55] think the city has turned out really

[22:57] well so I'm very proud of the work we

[22:59] did I was very happy to work with Frank

[23:02] and even though I'm not his boss or a

[23:04] coworker anymore I'm still Frank's

[23:06] friend and I'm very happy for his

[23:08] retirement welld deserved thank you

[24:03] of um have expectations or trying to

[24:06] understand how things are planned and

[24:08] this is a growing city it has been the

[24:10] whole time I've been here and I I always

[24:13] went out of my way to uh you educate

[24:16] people on what we do the purpose of the

[24:18] of planning and in today's you know

[24:21] epidemic world we live in with

[24:22] misinformation and how things are done

[24:25] and very strong opinions I always try to

[24:27] get people people to understand the role

[24:30] of things and I do take some pride in in

[24:33] um bringing people along um different

[24:36] parts of the city neighborhoods people

[24:37] that were willing to learn be involved

[24:40] and understand um and so that as darl

[24:44] always said we work for good outcomes

[24:45] and involving people not ignoring them

[24:48] not returning calls not returning emails

[24:50] was something that we never

[24:52] did um and I got to tell you when I've

[24:55] had dealings with other with other

[24:57] cities that's not all always the case

[24:59] you know sure we're always busy and

[25:00] they're busy too but we always made an

[25:02] effort to make sure people are heard

[25:04] your calls are returned and so that's I

[25:07] hope that's sort of the Legacy I left

[25:09] with the Department is um is is is

[25:13] making sure the public understood that

[25:15] we're working on their behalf and it's

[25:16] important that they're involved so

[25:20] anyway thank you it's been really nice

[25:22] working with everybody every one of you

[25:24] and I

[25:24] know planning Commissioners over the

[25:27] years through neighborhood interest

[25:30] situations land use questions projects

[25:33] building additions all that kind of

[25:34] thing that goes from the neighbor the

[25:36] the mayor on down you know the um

[25:39] different project they've worked on and
