Developers from Enclave Companies and Lifestyle Communities presented their vision for the France Avenue Enclave Redevelopment at the March 15 council retreat. The project will demolish the existing Macy's building and construct four new structures: an 11-story condominium tower with office space and ground-floor retail, plus three 7-story apartment buildings, two of which will include restaurant space.

The city council approved both a planned unit development designation—a zoning tool that allows flexibility in how the property is developed—and the final site plan. No council members dissented from the approval.

Designers emphasized that the development will feel like a natural extension of the adjacent Promenade public space rather than a private development. "We were told we want the look and feel of the promenade to flow all the way up through the site so it feels like the promenade is actually being expanded into the property," a development representative said. The site plan includes new public roadways, sidewalks, and landscaping designed to maintain visual continuity with the existing promenade aesthetic.

The development preserves the 9 Creek bicycle trail along the property's southern edge and incorporates both internal parking for residents and employees and street-level public parking. The property will be subdivided into three lots to accommodate the four buildings.

Developers are currently working to secure financing for the project. No timeline for construction was provided at the meeting.
